The regular meeting of the Beautification Committee was held on Wednesday,
February 4, 1987 at 9:30 a.m. at the City Nursery, 901 N. Saturn Avenue. Members
present were Mrs. Eugenia Berry, Mr. Robert Bickerstaffe, Chairperson Rita Canan,
Mrs. Ruth DuChateau, Mr. 'Rand Knox, Ms. Liss Lanza and Mrs. Phoebe MOBS. Ms.
Jacquelyn Smith and Mrs. Emma Whitney 'were excused. Also in attendance were
Mr. Ream Wilson and Mr. Mike Mulligan who conducted the tour of the Nursery.

Before the tour began, Mr. Wileon gave a brief overview of the Nursery,and
its operations. He explained'the three sections of the Nursery and their respon-
sibilities. They are Irrigation, Landscaping and Chemical Spray. In addition to
,supervising tbe Nursery. Mr. Mulligan draws landscape plans for parks and City
proper,ties.

MINUTES
Wednesday. March 4. 1987
The regular meeting of the Beautification Committee was held on Wednesday,
March 4, 1987, at 9:30 a.m. Members present were Chairperson Rita Canan. Mrs.
Ruth DuChateau. Mr. Rand Knox, Ms. Lisa Lanza, Mrs. Phoebe Moss and Ms. Jacquelyn
Smith. Mr. Robert Bickerstaffe was late and Mrs. Eugenia Berry and Mrs. Emma
Whitney were excused.
Chairperson Canan called the meeting to order and Bsked for a motion to
approve the February minutes as mailed. Mrs. Moss made the motion and it was
seconded by Mrs. DuChateau.
Mrs. Whitney's report on improvement of Christmas decorations for the
Causeway was again postponed until the April meeting.
The Chairperson asked members for a shopping center or area on Gulf-to-Bay
Blvd. that the Committee could target for improvement and beautification. Ms.
Lanza suggested the stores directly across from Cleveland Plaza. She said the
sidewalk is 7' or 8' wide and street trees might be planted there. Mr. Knox
,felt it might be a problem planting trees there. He suggested Jersey Jim's on
,Gu1f-to-Bay. They have a large parking lot which is never full. He feels they
could take out a few parking places and put in small landscape islands. Mrs.
Canan thought Jersey Jim's was not the place to start on Gulf-to-Bay. Mr. Knox
said that if a letter is written to Jersey Jimes or any business establishment
on Gu1f-to-Bay, it would have to be tactfully worded as the Committee does not
want to alienate people.
Ms. Smith thought this should be the job of the Zoning Board. She also
said the Committee should find out what the minimum standards are and then
pursue it. Ms. Lanza'suggested we have Alan Mayberry come to the next meeting
to talk about 'the landscape ordinance.
Mrs. DuChateau mentioned that she had been instrumental in getting ,the
planters.on us 19 and Gulf-to-Bay landscaped. She added that the trees 'look
'good and that oleanders we~e also put in 'the planters.
The Chairperson asked for suggestions for the appxeciation letters for this
month. . Ms. Lanza recommended Lillian Soave, Realtor of 1169 Brownell Street for
remodeling an old home and landscaping the premises. Mr. Dennis DeVlaming also
remodeled an old home for his office and members were very pleased with the
results.
Mr. Knox said a group of palm trees have been removed at the Perma House
Interiors ,on Myrtle and Chestnut where a potentially hazardous site distance
problem existed. He said the removal of these trees is appreciated.

The Chairperson asked if there was any other business and Ms. Lanza re-
sponded that last month she had complimented the maintenance worker at Montclair
Park. On a recent visit to the park she discovered that the weeping elm trees
'had been trimmed to look like bushes.
Update from Mr. Wilson -
Chairperson Canan asked Mr. Wilson if the Committee had thanked the St.
Pete~sburg Times for improving the area behind their building and Mr. Wilson

responded that the City contributed to it. Mrs. Canan also asked about the re-
sponsibility of rights-of-way and Mr. Wilson said that.it 1s the owner's respon-
sibility to maintain the right-of-way in' front of his home or business and if
it is not maintained, members can call Vernon Packer in Sanitation at 462-6650.
Chairperson Canan said the Committee was interested in learning about the
landscape ordinance and Mr. Wilson responded that Alan Mayberry would be the
person to contact. Mrs. Canan said she would write a memo and invite him to,
the April meeting.
Hr. Wilson said the large palm trees on Cleveland Street alongside Calva~y
Baptist Church may have to be removed as their roots are intertwined with under-
ground utility lines. If they need to be removed, shade trees would be planted
to conform with the 400 block of Cleveland Street.
Mr. Wilson said that the Nursery has begun work on the Howard Johnson Tri-
angle at Clearwater Beach.
Mr. Wilson said the City received a Tree City USA Award and are planning a
celebration at 'Coachman Park for Arbor Day to receive the plaque and formally
open Coachman Park after the renovations.
Mrs. DuChateau asked Mr. Wilson if he could have someone inspec t', the large
, oak tree, at the corner of Seminole Street and North Fort Harrison. Ms. Lanza
