The regular meeting of the Beautification Committee was held on Wednesday,
November 5, 1986, at 9:30 a.m. at the City Hall Annex. Members present were
Mrs. Eugenia Berry, Mr. Robert Dickerstnffe, Mrs. R1.ta Canan, Mrs. Ruth DuChnteau,
Mr. Rand Knox, Mrs. Lisa Lanza, Mrs. Phoebe Moas and Mrs. Jacquelyn Smith. Mrs.
Emma Whitney was absent.
The meeting was called to order by the Chairman.

The motion was made by
Mrs. Canan read the letter she received from the City Manager in response to
the Committee's recommendation for the Parks and Recreation Department to undertake
landscaping of the Memorial Causeway in view of the withdrawal of Citizen's to
Landscape and Improve the Causeway (CLIC) from the project.
Mr. Wilson updated Committee members on various projects in progress. He
said Mike Mulligan was anxious to develop a landscape plan for the Causeway medians
and he would be happy to discuss it with the Committee. He suggested Mrs. Canan
invite Mr. Mulligan to the December meeting to share his ideas.

Sabal palms will be planted within the next month at the Howard Johnson Tri-
angle at Clearwater Beach. Also, 25 to 30 Sabal palms will be planted in the
:parking lot at the Marina and brick pavers will be installed. The Nursery Division
is working full time on the renovations at Coachman Park. It is hoped that with
no inclement weather or equipment breakdowns, the work will be completed by the
holidays.

Mr. Wilson explained the problem that has developed with the Department of
Transportation in regard to planting the heritage oaks from Ft. Harrison Avenue
to Myrtle Avenue on Cleveland Street. The agreement sent to DOT was the same as
the agreement for the 400 block, but DOT will not accept it as the State has changed
their policy. Specifically, in the 400 block the planters are 2' away from the
curb. They have a new stipulation that planters must be 4' from the curb which
would place them almost in the middle of our narrow sidewalks. If the City will
accept increased liability, the planters can be placed less than 4' from the curb.
The 400 block landscaping has been in place over four years and there have been
no problems.

After the holidays last year, the Committee recommended that the Christmas
Artist-in-Residence display be placed in a more visible location. One of the
Memorial Parks on the Bayfront was suggested. Discussion followed and Mrs. Lanza
moved the display be placed on City property south of City Hall on the Pierce
Street Loop. The motion was seconded by Mr. Bickerstaff and passed. Mr. Wilson
'suggested Mrs. Canan write a letter to the City Manager recommending relocation
of the Artist-in-Residence exhibit. Mr. Wilson also suggested Mr. Bickerstaffe,
Mrs. Lanza and Mrs. Canan meet at the site if questions arise.

Mr. Knox inquired as to the extent of renovations at the Marina and Mr. Wilson
replied that 26 to 28 Sabal palms ,will be planted in the parking lot and heritage
oaks will be placed in planters along Gulf Blvd. Alsot brick pavers will be in-
stalled around the building.

Mr. Wilson suid approval has been received from the Department of Environ-
mental Regulation to put a wall around oak trees where there is erosion along
Edgewater Drive. Irrigation system, Bod and sidewalk will also be installed.
The Chairman asked for the report on downtown street cleaning from Mra. Smith.
There is a temporary contract with American Sweeping Inc. Each member received
a copy of their schedule. Mrs. Smith stated that it is better to have it contrac-
, ted out. Complaints are still received from the merchants. These complaints are
directed to Mr. Bill Baker in Public Works. Merchants are responsible for the
sidewalk in front of their businesses and owners stipulate this in their leases.
Alsot vacant properties are left without maintenance which makes the whole area
look bad.
As Mrs. Whitney was absentt the Chairman said her reports would be heard at
the next meeting.

New Business - Mr. Knox had nothing specific but inquired about the street
,tree program. It was suggested he contact Mike Mulligan about this program.
Mrs. Berry said sprinkling systems arc not always necessarYt that saturation
hoses can ceused., She also said that after attending her first meeting she is
more observant and will look for areas of improvement in Countryside.
, 'Mrs.' Smith said she liked the'idea of twinkle lights downtown but the City
is more concerned with the cost of keeping them lit.
Mrs. DuChateau is most concerned about Gulf-to-Bay Blvd. and how bad it ,looks.
.Mrs. Lan~a suggested a five minute limit on discussion after a motion has
been ,made and seconded. Discussion followed and it was agreed to try this approach,
but no stop watch would be used.
Mrs. MOBS said all Morningside residents are pleased with the planting of
'crepe myrtles and oaks at Morningside Recreation Center.

, As there was no other business, Mr. Bickerstaffe made a motion to adjourn
the meeting and it was ,seconded by Mrs. Lanza.
