BEAUTIFICATION COMMITTEE
Wednesday, June 4t 1986
The regular meeting of the Beautification Committee was held on Wednesday,
June 4. 1986t at 9:30 a.m. at the City Hall Annex. Members present were Mr. Robert
Bickerstaffet Mrs. Rita Canan, Mrs. L. M. Clnrkt Mrs. Ruth DuChateau. Mr. Frank Krame,
Mrs. Lisa Lanza. Mrs. Phoebe MOSB, Chairperson Mikell St. Germain and Mrs. Emma
Whitney. Mrs. Lou Aldrich was absent.
Chairperson St. Germain called the meeting to order and asked for a motion for
approval of the May minutes. Mrs. Canan made the motion and it was seconded by
Mrs. Whitney. The motion passed.,
The report on the downtown street cleaning was postponed until the September
meeting.
Chairperson St. Germain asked for the Committee's feeling on meeting during the
summer. Most members felt meetings should not be held during July and August.
Mrs. Ruth DuChateau made the motion to recess during the summer and it was seconded
by Mr. Krame. The motion passed.
Mr. Wilson introduced Mr. Don Meeriams, Assistant Director of Traffic Engineer-
ing, to bring the Committee up-to-date on holiday decorations. He brought a lantern
to show the Committee. It will be used on alternate light poles across the Causeway
along'with the trees which were used last year. Mrs. Whitney said she prefers the
scrollwork type tree and Mr. Meeriams said there were a lot of problems with them
as they are so large and cumbersome they are difficult to put up. He also said their
department used to spend a lot of time on holiday decorations but they don't have the
manpower:any more. He stated their department has only $5,000 to work with. He also
',told the Committee the cost of the lantern, light bulbs and garlands and that they
, spent almost $5,000 on the lanterns alone. Lengthy discussion ensued on various
kinds' of decorations. Most members liked the lantern and it was suggested that more
could be purchased next year to work toward uniformity.

Mrs. Canan made a motion to look at the decorations during the 1986 holiday
season and make a recommendation to the Traffic Engineering Department after Christmas.
The motion was seconded by Chnirpersoil St. Germain.
Discussion followed in regard to the holiday artwork for high school students
which had been introduced by Mrs. Whitney a few months ago. Mr. Krame asked who would
b~'responsible for supplying the materials for the project, the students or the school
,and if they lack the funds, local businessmen might be contacted for contributions,
'It was also'suggested that if businesses'do contribute, their names could appear on
the entries to give them recognition. Mr. Wilson felt this would be n good project
for the Committee but approval would have to be granted from the City Commission to
place the artwork on the Causeway. He said the Committee could draw up a proposal
and he would write an agenda item to the City Commission.
After further discussion. Mrs. DuChateau made a motion for Mrs. Whitney to con-
tact the Art Department at Countryside High School School for the 1987 holiday season
for artwork display if the Committee is granted permission from the Commission. The
motion was seconded by Mrs. Canan and passed.

Mr. Wilson also suggested that the Clearwater Beach Association coulu get in-
volved and possibly put little white lights on thc trces in both the triangle and
,the Welcome to Clearwater Beach sign. Hrs. \~hitney) who is active in the Deach

It was decided to send the appreciation letter to patchingt:on's for the month
of June. The Committee also agreed to send a letter to the owner of the Park Terrace
Restaurant for improving the landscaping around his restaurant which is adjacent to
the Waterfall.

Mrs.Canari asked Mr. wilson for an update on the Causeway landscaping. He said
a group headed by Mr. Bill Crown called CLIC had a new plan for the Causeway and the
City is 'waiting for a proposal from them. CLIC is looking for substantial contri-
