The Beautification Committee held its regular monthly meeting on January 2~ 1985 at 9:30 a.m. at the City Hall Annex'. Members present were Chairman Mikell St. Germain. Mr. Stephen Abrey. Mr. Robert Bickerstaffe~ Mrs. L. M. Clark, Mrs. Ruth DuChateau and Mr. Dorr Snoyenbos. Mrs. Rita Canan. Mrs. Kathryn Peat and Mrs. Emma Whitney were excused and Ms. Pat Hennessy and Mr. Frank Krame were absent. Mr. Ream Wilson, Director of Parks and Recreation was also in attendance. The Chairman called the meeting to order and asked for a motion regarding approval of the December minutes. Mr. Bickerataffe so moved and the motion was seconded by Mrs. Clark. OLD BUSINESS C\ ,,J Bottle Bill - The Chairman stated she had received a resolution in support of a bottle bill for Florida from Jane (,;~aw of CAT (Citizens Against Throwaways). If the Committee supports the issue she: will sign the resolution and return it to 'M9~ Sha.w. Mr. Bickerstaffe moved that the Committee support the issue and return the executed resolution. Mrs. Clark seconded the motion. Mr. Bickerstaffe also suggested the Chairman write a letter to Senator Jeanne'Malchon's office stating the Committee supports her efforts to get a bottle bill for Florida. This was done at the conclusion of the meeting. 'J: , ' At this time Mr. Wilson introduced Chuck Dray, the head of the Nursery Division and the City's landscape architect. Mr. Dray informed members of various , City projects he has been working Otl. City 'RaIl Annex - This project was completed approximately a month ago. All old bushes and grass were removed and replaced by low maintenance ground covers and shrubbery. Little or no mowing or edging is necessary. Also eight palm trees and dwarf oleanders complete the landscaping. , , , ' Cleveland Street Medians - This project was coordinated with Downtown Development. Hardy annuals. able to withstand automobile fumes and traffic dirt were contributed by Downtown Development and the City Nursery crews planted them. New trees were also planced. 1'," .:;' Edgewater Drive Park - This small park at the north entrance to Clearwater along Alternate 19 is in the planning stage. At present there are no funds In the budget for the park. It will be a passive park with a bicycle path and ope~ spaces. It may eventually be connected with Dunedin's park area along this same route. "', Plumb House - The Plumb House, a turn of the century type home. was recent- ly moved to Ed Wright Park by the Clearwater Historical Society. It is being landscaped with as much native plant material as possible, flowering trees, ground cover and palmettos, etc., to recreate a frontier home. The undesirable plantB, gators and ducks . have been removed from the lake. This is a highly visible park and used by many people. Mr. Wilson reported that effective today, January 2, Mike Kenton of the Community Development Department will be responsible for tree permits which will 'allOw the Parks' and Recreation Department(to concentrate more on Nursery activ- 'ities'and landscap~n9. Mr. Bickerstaffe asked whether the Committee should have a,staff member sit in our meetings. This was made into a motion which Mr. Bick- erstaffe seconded for,discussion only. Mr. Bickerstaffe said he would like to see no,staff members present at meetings and possibly have Mr. Wilson give re- ports at either the beginning or end of the meeting. A lengthy discussion followed and the committee decided to meet next month without Mr. Wilson but he would be available during that time if questions arise and at the conclusion of the me'eting for reports. MINUTES Fobruary 6, 1985 The Beautification Committee held its regular monthly meeting on February 6, 1985 at 9:30 a.m. at the City Hall Annex. Members present were Chairperson ,Mikell St. Germain, Mr. Robert Bickerstaffc, Mrs. Rita Canan, Mrs. L. M. Clark, Mrs. Ruth DuChateau, Mr. Frank Krame, Mrs. Kathryn Peat, Mr. Dorr Snoyenbos and Mrs. Emma Whitney. Mr. Stephen 1\brey was excused. Chairperson St. Germain called the meeting to order at 9:30 a.m. Mr. Bicker- staffe made a motion to accept the minutes of the January meeting which was seconded by Mr. Krame. Motion passed. Mrs. Canan stated she had asked about the sprinklers on Island Estates which was not reported in the minutes. The Chairperson asked for new beautification ideas from the Committee members. Mr. Bickerstaffe said that at the January meeting it was stated there were no funds for Edgewater Park. He said he found out from a Mr. John Miller who owns a motel across the street from the park that Mr. Miller had donated $10,000 for Edgewater Park beautification. He also stated there is a deep well which was capped when the old, hotel 'lias demolished. ne feels that with the well and the $iO,OOO something could be done to beautify the park. Mrs. DuChateau acknowledged Mr. Mi~ler had given $10,000 and stated someone else had donated $10,000 also. Mr~ Bickerstaffe said the second donation was not specified for a definite pro- ject so it went into the General Fund. A discussion of this issue followed and Mr. Bickerstaffe made a motion for a letter to be written to the City Manager to check, into the $10,000 donation by Mr. Miller and to locate the well on the property. The motion was seconded by Mrs. Clark and passed. :. Mrs. Canan inquired about enforcement of maintenance of landscaping at shop- ping centers. She stated that when shopping centers and strip stores are built landscaping is required but many times it is neglected and trees and shrubs die and 'are not replaced. Discussion followed and a motion was made by Mrs. Canan to inquire how the green space ordinance can be enforced for shopping centers where plants have been damaged by freeze or neglect so that they will be required to be replaced and properly maintained. This motion was seconded by Mrs. Peat and passed. Mrs. Clark stated the roses at City Hall are in very bad condition. . . 'Mrs. Ruth DuChateau said the trees around Jack Russell Stadium on Seminole ,'Street are dead and should be removed. Discussion followed and Mrs. DuChateau made a motion for dead trees on Seminole street around Jack Russell Stadium to be removed and replaced. Mrs. Clark seconded the motion which passed. , Chairperson St. Ger.main said she would like the area around the main library cleaned up. She feels this is mainly maintenance as trash and debris get caught in ,shrubbery, although some shrubS are dead and need to'be replaced. After dis- cussion Mrs. Clark moved to request clean-up of the area around the main library and replacement of dead shrubs. She fools there should bo a. definito division betwoen the public boach and residential property. she said they infringo on private prop- eJ:ty t play their radios and leave trash and dobris behind. Thill was discussed by. members and it was felt it was more a problem for the homeowners aOBociation on Cle arwater Beach than for tho Beaut! fica tion Comml ttee. tlrs. Whitney also said more shrubs should be planted on the rights-of-way in the residential areas of the beach and allow adjacent property owners to do the same. She feels,the rights-of-way are very unattractive since the City removed the shrubs. Dis- cussion followed on this subject and Mrs. Whitney made a motion that the City put in more shrubs and trees in the rights-of-way in the residential area of the beach and allow the abutting property owners to do the same. Mr. Bickerstaffe seconded the motion which passed. Mrs. Peat mentioned that the planters on US 19 and GUlf-to-Bay Blvd. have nothing in them. Mrs. DuChateau said the medians on Missouri Avenue have also been neglected. There are no plants in them and the brick planters are falling apart. After discussion, Mrs. DuChateau made a motion to find out if there are any plans for the planters at US 19 and GUlf-to-Bay and on Missouri Avenue. The motion was seconded by Mrs. Canan and passed. Mr. Bickerstaffe inquired about the waterfall which is not working across from the Court House at Court St. and S. Ft. Harrison. He said there is a pipe stiCking up and stagnant water in the pool. Members discussed the waterfall and Mr. Bickerstaffe made a motion for the repair and reactivation of the water- fall. Mr. Krame seconded the motion which passed. Mrs. Peat asked about activating the sprinklers on Island Way. She stated the city planted new trees and they need water. Discussion followed about the sprinklers on the causeway. Mrs. Peat did not think they were working. No motion was made. Mrs. Clark asked about the study on shoreline restoration. Mrs. DuChateau inquired about the beautification of the berm and sign at , Clearwater B~ach. A lengthy discussion followed. Mrs. Peat made a motion to , find out the status of the plans for the "Welcome to Clearwater" sign at Route :,60, and Mandalay Avenue on Clearwater Beach. Mr. Krame seconded the motion which passed. At this time Mr. Wilson joined tho meeting and showed an aerial and concep- tual landscape designs of the "Welcome to Clearwater Beach" sign which are to be presented to the City Commission at their meeting On ThurSday night. Plant materials to be used will be conducive to the environment as there are problems with blowing sand. Wedelia, oleanders and parsinite, date and sabal palms and the large Washingtonian palms will be planted in the triangle. The sign will be concrete with raised letters which will light up at night. Mr. Bickerstaffe suggested a small bridge could be constructed over the ground cover so tourists c~hld still take pictures at the sign. The Committee liked the drawings and Mr~ : Bickers taffe ,made a motion that the Committee accept the concept of the plan as presented and it was seconded by Mrs. Peat.
