November 7, 1984
The ~autification Commdttec held its regular monthly moeting at th~ City
Hall Annex, 10 S. Missouri Avenue, on November 7, 1984 at 9:30 a.m. Membors
present were Chairman Mikell St. Germain, Mr. stephen Abrey, Mr. Robert Dicker-
staffe, Mrs. L. M. Clark, Mr. Frank Kramo, Mrs. Ruth DuChateau, Mrs. Kathryn
Peat and Mr. Dorr Snoyenbos. Mrs. Rita Canan and Ms. Pat Hennessy were excused
and Mrs. Emma Whitney was absent. Also in attendance was Mr. Ream Wilson,
Director of Parks and Recreation.
The Chairman called the meeting to ordor at 9:30 a.m. Mr. Abrey made a
motion to approve the minutes of the October meeting and it was seconded by
Mrs. Peat. Motion passed. New member, Mrs. Ruth DuChateau, was introduced and
welcomed to the Committee.
OLD BUSINESS
a. Waterfront Plan - The referendum for the Waterfront Plan is scheduled
for December 4th. The Committee is talking to various civic groups, homeowners
associations, etc., promoting the plan. Mr. Abrey said Mrs. Register was accept-
ing contributions of $50 or less to help sell and market the plan to the citizens
of CleaIWater. A brochure has been printed but at the time of the meeting was
not available for distribution. Members will receive one by mail.

b. Causeway Median Landscaping - Mrs. Clark asked about the $100,000 for
Causeway landscaping being included in the bond issue for the Waterfront Plan.
Mr. Wilson said it was included. Different means of accomplishing the Causeway
landscaping will have to be looked at if the referendum fails.
c. Causeway Parking - This issue is constantly being brought up by citizens
but at the present time there is nothing new to report.
'Mr. Wilson said that the Comrni. ttee had previously expressed considerable
interest in a bottle b'ill and that this would be the time to pursue it for legis-
lative action next year. Sen. Jeanne Malchon of St. Petersburg sponsored a bill
during'the 1984 Session but it failed as distributors and stores oppose the
legislation. This is a state-wide issue and Mr. Wilson questioned whether the
, Couunittee would be interested in aligning itself with other groups working for
a bottle bill. Discussion ensued and it was decided the secretary would' call
Sen. Malchon's office for the latest information on the subject so it could be
., discussed at the next meeting.
Mr. Wilson brought the Committee up-to-date on various projects. He said
the PACT site landscaping had been completed and Nursery crews were working on '
the City Hall Annex planting dwarf oleanders and ground cover for low maintenance.
He said City Hall and the Cleveland street medians, other than the 400 block,
will be done soon.

Mr. Abray inquired about enforc:cmant of modian mowing. He was thinking
particularly about the Belchor Industrial area whero weeds arc sometimes aa high
as 4' to 5'. Mr. Wilson said that area is locatod in the County and is not the
responsibility of the City. He suggested members call tho County if medians
are not maintained.

The Chairman suggested having the December meeting at Moccasin Lake Nature
Park so members could see what improvements have been made during the past year.
After a short discussion, Mr. Bickerstaffe made a motion to hold the meeting
at Moccasin Lake Park and it was seconded by Mr. Krarne and passed.

Mrs. 'DuChateau asked about the Clearwater Beach sign and Mr. Wilson said
it is on the list of projects to be done. Plans are to eliminate the berm and
relandscape, the whole triangle with beach type vegetation and native plants.

All Help" are being printed and will be ready in about two weeks. The "Sparkling"
will'be reflectorized.

,proejress or, being planned and Mr. Wilson suggested having Chuck Dray, Landscape
Architect, come to the January meeting and tell about the projects planned for'

information on the bill from Jane Shaw who heads a group called Citizens Against
Throwaways (CAT). Members were ,asked to look over the information and the subject
