Missouri Avenue, on October 3, 1984, at 9:30 a.m. Members present were Chairman Mikell St. Germain, Mr. Stephen Abrey, Mr. Robert Bicker- staffe, Mrs. Rita Canan, Mrs. L. M. Clark, Mrs. Kathryn Peat, Mr. Dorr Snoyenbos and Mrs. Emma Whitney. Mr. Frank Krame was excused and Ms. Pat Hennessy was absent. Also in attendance was Mr. Ream Wilson, Director of Parks and Recreation. The Chairman called the meeting to order and asked for a motion to approve the September minutes. Mr. Abrey so moved and it was seconded by Mrs. Whitney. New member, Robert Bickerstaffe, was introduced and welcomed to the Committee. OLD BUSINESS - Waterfront Plan , The Chairman said the final hearing of the Waterfront ~lan was on the agenda for Thursday's City commission meeting. She stated she had received a letter from the City Manager in response to the letter from the Committee supporting the Waterfront Plan and she read portions of it to the Committee. Mrs. Peat said the plan has changed so much in the past two months and her concern is whether commercial enterprise will be allowed or not. She is against any commer- cial enterprise on the land purchased for parkland. Mrs. Canan said she was against building a community hall on any property acquired, that it should all be used for parkland. A lengthy discussion followed in regard to the changes in the plan and especially to' commercial or private enterprise on any of the acquired property. Mrs. Whitney felt the Committee should take a vote to find out how members feel about commercial buildings on the waterfront and that some- one from the'Committee should speak before the Commission on Thursday night. Mr. SnoyeDbos felt that the Committee would be making a mistake to go back on the 'decision, to support the Waterfront Plan. He said there was nothing in the project that commercial enterprise would be in the plan. Mr. Wilson said that final decisions will be made at the Commission meeting on Thursday and said he was in favor of the' Plan as proposed. He encouraged me~ers to attend if they wanted to have input. It was decided the Chairman would write a letter to the City 'Manager and' Conunission and it would be hand delivered to the City Manager. Mr. , "Abrey made the motion that the Conunittee take the position of further clarifica- tion relative to any commercial building or any involvement in the Plan by private ,enterprise. The motion was seconded by Mr. Bickerstaffe and passed. ,The Committee also feels the referendum for the Waterfront Plan shOUld not be held at a separate election but' included in the regular City 'election to be held in February. A new committee was formed to raise funds for the project by private donations. At this time it appears the project will be incl~ded'in the bond issue for the Waterfront Plan. Mr. Wilson explained.the new park dedication ordinances to members of the Comndttee. He said the forestry ordinances are also being considered so that : they will be stronger than the present ones. ',,'. :'Causeway Parkinq - A discussion on this' subject ensued with some members opposed to; any parking on the causeway and others in favor of limited parking. New member, Mrs. Ruth DuChateau, was introduced and welcomed to the Committee. ;.. . OLD BUSINESS .' " , a. Waterfront Plan - The referendum for the Waterfront Plan is scheduled for December 4th. The Committee is talking to various civic groups, homeowners associations, etc., promoting the plan. Mr. Abrey said Mrs. Register... was accept- ing contributions of $50 or less to help sell and market the plan to the citi~ens of Clearwater. Causeway Median Landscaping - Mrs. Clark asked about the $100,000 for Causeway landscaping being included in the bond issue for the Waterfront Plan. Mr. Wilson said it was included. Different means of accomplishing the Causeway landscaping will have to be looked at if the referendum fails. ,,~ > " ',' +" .' c. Causeway Parkin9 - This issue is constantly being brought up by citizens but at the present time there is nothing new to report. ~r, < ,', Mr. Wilson said that the Committee had previously expressed considerable interest in a bottle bill and that this would be the time to pursue it for 1egi5- 'lative, action next year. Sen. Jeanne Malchon of St. Petersburg sponsored a bill during the 1984 Session but it failed as distributors and stores oppose the legislation. This is a state-wide issue and Mr. Wilson questioned whether the Committee would be interested in aligning itself with other groups working for a bottle bill. Discussion ensued and it was decided the secretary would call Sen. Malchon's office for the latest information on the subject so it could be discussed at the next 'meeting. l:, . ' ~~ , '... He said the PACT site landscaping had been completed and Nursery crews were working on the City Hall Annex planting dwarf oleanders and ground cover for low maintenance. He was thinking partioularly about the Delcher Industrial area where weeds are sometimes as high as 4' to 5'. Mr. Wilson said that area is located in the county and is not the responsibility of the City. He suggested members call the County if medians are not maintained. " The Chairman Buggested having the December meeting at Moccasin Lake Nature Park, so members could Bee what improvements have been made during the past year. After a short discussion, Mr. Bickerstaffe made a motion to hold the meeting at Moccasin Lake Park and it was seconded by Mr. Krame and passed. Mrs. DuChateau asked about the Clearwater Beach sign and,Mr. Wilson said it is on the list of projects to be done. Plans are to eliminate the berm and relandscape the whole triangle with beach type vegetation and native plants. The stickers for trash containers saying IlKeep Clearwater Sparkling--Let's All Help" are being printed and will be ready in about two weeks. The IISparklingll will be reflectorized. Mr. Bickerstaffe asked about'City landscape and beautification projects in progress or being planned and Mr. Wilson suggested having Chuck Dray, Landscape Architect, come to the January meeting and tell about the projects planned for 'the City.
