The meeting was called to order by Chairperson Wray Register in
the Chamber of Commerce Building.

Mr'. Bomstein stated that, Maas Brothers seems to want to cooperate
with the Committee on the bayfront plan but does not want to
participate. They indicated that they do not want to be in the
'same situation as they were with the previous plan to build a
hotel on the bluff.' -They do not want to,participate in any
pos~lble expansion of retail area on the bluff. Mr. Hornstein
suggested swapping some of the City's long-term parking s~aces
for -Maas Brother varklng spaces.
~rs. Garris expressed concern with the possibility of Maas
.Brothers selling their parking lot to someone who will eventually
build on it.

Mrs. Folwell stated that the meeting with Clearwater Progress,
Inc. was mos~ly a presentation of the plan but there was some
concern expressed regarding the money that will be required to
maintain the park.
Mrs. Folwell further stated that the meeting with the Church of
Scientology was also mostly a presentation of the plan. Attorney
Richard Hayworth stated that the scientologist require a lot of
space and they might consider a land swap with the City of
Clearwater of the Sand Castle property.

Discussion ensued by the Committee regarding the time sequence
and money involved in processing the baYfro~t plan referendum.
Mr. Paumier arrived at 12:15 p.m.

The Committee proceeded to discuss several newspaper articles and
the public feedback that resulted from them.
ChairpersQn Register read an article that appeared in the
editorial section of a newspaper that Mr. Al Hoffman, Clearwater
Progress, Inc., wrote regarding the parking garage and community
room being considered on the bayfront plan.

Mr. Paumier stated that the Committee needs to agree and resolve
issues prior to preparing a final plan. He further stated that
it will take three to four weeks to prepare a final plan.

Mr., Paumier presented to the Committee several possibilities for
pa~king. '
Motion was made by Mrs. Garris. and duly seconded, not to accevt
votes by proxy. Motion carried unanimously (7-0).

It was the consensus of the Committee that a parking garage is
needed on the 'bayfront plan.
Mi. Bomstein stated that a decision for the placement of a
parking garage is not needed at this time.
Mr. Paumierstated that a parking garage at the previouslY,
indicated locat~on should not be forced on the public.

Motion was made by Mrs. Garris for the consultants to recommend a
suitable area for,a parking garage that is not ~west of Maas
Brothers but would not disturb the oak trees in the area. Motion
'aid not carry for the lack of a second.

Motion was made by Mr" McDougall, seconded by Mrs. Folwell, tor
the consultants to consider the possibility of a semi-sunken
. parking garage located north of Maas Brothers. Motion carried
5-2.
Motion was made by Mr. Nigrelli, and duly seconded. for the
consultant to consider locating a community meeting room with
cafe facilities in two places; above or below the bluff. Motion
carried unanimously (7-0).
It'was,the consensus of the Committee not to include a garden
resta~rant on the plan.
Motion was made by Mr. McDougall to retain the restaurant
building on the Sand Castle property to serve tbe marina. After
,discussion by the Committee, Mr. McDougall withdrew his motion.
Mr. Paum1er suggested that the east side of the Sand Castle
property be articulated "future development opportunity".
Mr. Paumier reviewed with the Committee different phases of
completion of the bayfront plan and the funds involved.
The next Waterfront Committee meeting will be held on June 29,
1984 at 1:00 p.m.
