CITY OF CLEARWATER Beautification Committee June 6, 1984 The Beautification Committee held its regular monthly meeting at the City Hall AnneX, 10 S. Missouri Ave., on June 6, 1984, at 9: 30 a. m. Members prosen t were Dr. Jack Rothman, Chairman, Mr. Stephen Abrey, Mrs. L. M. Clark, l-lr. Frank Krame, Mrs. Kathryn Peat, Ms. M. L. St. Germain and Mrs. Enuna Whitney. Also present was Mr. Ream Wilson. Director of Parks and Recreation. The meeting was called to order by the Chairman. As there were no additions or corrections to the May minutes, they were approved as written. Waterfront Plan - Mr. Snoyenbos attended the May 17th meeting for Or. Rothman. As Mr. Snoyenbos was unable to attend today' s meeting, Dr.. Rothman read the report to the Commdttee. The meeting was attended by regular memberA of the Committee and representatives f:.:om the Clearwater Times and Clearwater Sun. The fOllowing points were brought out in the meeting. (1) There will be a slide presentation on the tentati.ve plan by the des:i.gner. (2) It should be a high quality park to attract private developers. (3) Major boulevard or walkway along the edge of the water. (4) Coachman Park should be completely redesigned ann changed for reasons of beauty and maintenance. (5) Attention given to parking problems. (6) Sand Castle Motel property to be an open space area. (1) Extension of Chamber of commerce Building upward!'; one floor so that lower ,level. would provide public meeting rooms a,nd a restaurant. (8) Development of moving water features such as waterfalls in the park. (9) Improve water's edge near Pierce 100. A marina on the side of the Sand Castle Motel property is also in the discussion stage. The referendum has been put off for now as the Committee is looking for more time and the opportunity for more suggestions and input. A discussion followed on"various aspects of the plan. Mr.' Wilson said Mr. Robin Lewis, who is conducting the mangrove and sea grass survey, along Clearwater's shoreline, has submitted his quarterly report. Mr. Wilson shOwed maps of the existing sea grasses and mangroves along the shoreline and there are very few in, Clearwater. Causeway Beautification - Mr. Wilson said the Clearwater Beach Association will be starting on the first median ,on the causeway very soon. They will purchase the plant materials, plant and maintain them. . Mr. Wilson said a news release has been prepared to waive the $3 tree perrrdt fee during the month of June to encourage homeowners to remove dead trees on their prope~ty before the summer storms arrive. Neighborhood Beautification - Mr. Wilson reported that he has a signed permit. with the Carlouel Women's Club to beautify a median on Clearwater Beach. Addition- 'ally, the City has agreements with Island Estates Women"s Club, Northwood Home- owners Association, Morningside-Meadows Homeowners Association, and I~erial Park Homeowners Association. ' Mr. Abrey asked whether Clearwater used treated water to water their park areas and Mr. Wilson said they did not.
