Beautification Committoe Minutes
January 4, 1984

The Beautification Committee held its regular monthly mooting at tho Parks
and Recreation Offices, 10 S. Missouri Avo., on January 4, 1984, at 9s30 a.m.
Members present were Or. Jack Rothman, Chairman, Mr. Staphen ^bray, Mr. Frank
Krame, Mr. Dorr Snoyenbos, Ms. M. L. St. Germain and "ls. Frances Zacharias.
Dr. David Berry, Mrs. Rita Canan, Mrs. L. M. Clark, Mrs. Kathryn Poat and Mrs.
Emma Whitney were excused. Also present was Mr. Ream Wilson, Director of Parks
and Recreation Department.
The meeting was called to order by the Chairman. Mr. Snoyenbos made a
motion to accept the minutes of the December meeting and it was seconded by
Mr. Krame. Motion passed.
It was reported by Mr. Wilson that funds were made available for the study
of shoreline restoration by Mr. Robin Lewis when it was approved by the City
Comndssion. He said that the Committee was instrumental in getting the study
approved by acting on Mr. Kenton's recommendation after he spoke to the Committee.
To implement the neighborhood beautification suggested by Mayor Kelly at
the December meeting, Mr. Wilson explained the city's agreements with homeowner
associations like Imperial Park where the association maintains the medians.
The Parks and Recreation Department will work with any association desiring to
beautify their area, and also provide help in planning ele project, including
choice of plants and bushes and information on underlying pipes and utilities.
All maintenance will be responsibility of homeowners. The Chairman will write
a letter ,to the President of the Clearwater Coalition of Homeowners' Associations
to this effect.
Comments from Members. Mr. Krame stated a large shrub should be trinuned at
Garden and Seminole Sta. as it could cause an accident. He also questioned
whether there was an ordinance requiring large trucks to have the company name
on the side of the truck.
Mr. Snoyenbos inquired if anything had been done on a new dog ordinance.
He ispart!cUlarly interested in St. Petersburg's new ordinance which requires
a dog owner to clean up after his animal. Mr. Wilson said that all City's have
this problem and there is an ordinance that dogs must be on a leash and the owner
muSt 'pick ,up after ,their animal but it is veri{ difficult to enforce.
Mr." Snoyenbos also inquired about the palms on Courtney Campbell Causeway.
Mr. Wilson said that after approval by DOT he hasn't been in a rush to complete
the project as crews would have to be sent out to mow the area' and now with the
citizen's Choice Amendment on the ballot, he questions if this is the time for
thb project. Mr. Abrey asked if the grass around the trees could be treated to
keep the growth down. After a short discussion, Mr. Wilson suggested that he,
Mr. Snoyenbos and Z,1r. Abrey go out to the Causeway sometime and take another

Mr. Wilson suggested the Committee might be interested in reviewing previous
landscapo plans for the area behind City Hall and the bluff behind the Baptist
Church. One consideration is to remove the northwest tennis court at the Bayfront
to provide more green space at the intersection.
Mr. Abrey inquired about the lot mowing ordinance and the length of time
between the verbal notification and the Commission hearing. Mr. Wilson stated
most property owners respond on the verbal notice. A short discussion followed
as to where to start the process of citing a property owner for an overgrown lot
and hOW high' the'grass has to be. Mr. Wilson stated the Sanitation Department ~e-
sponds very quickly to calls regarding this ordinance. '
Mr. Abrey also asked about a tour of the City Nursery facilities. Mr. Wilson
,said he would make arrangements with the Nursery for a tour and to plan on holding
the meeting there in March.
