Beautification Committee Minutes
December 7, 19B3
The Beautification Committee held its regular monthly meeting at Moccasin
Lake Nature Park on December 7, 1983, at 9:30 a.m. Members present were Dr. Jack
Rothman, Chairman~ Dr. David Berry, Mrs. L. M. Clark, Mrs. Kathryn Peat, Mr. Dorr
Snoyenbos, Ms. M. L. St. Germain, and Ms. Frances Zacharias. Mrs. Rita Canan,
Mr. Frank Krame and l~rs. Emma Whitney were excused and Mr. Stephen Abrey was absent.
Also present was Mr. Ream Wilson, Director of Parks and Recreation Department.
The meeting was called to order by the Chairman who introduced Neva Tahb,
Naturalist at the park. She explained the energy system which is designed to make
the operation of the park energy self-sufficient. Electric power generation, water
supply and waste disposal will all be accompliShed on site by natural forces--
primarily by the sun and wind.
Before touring the facilities, Mayor Kelly stopped by and spoke to the Committee
for a few minutes about neighborhoods Planting flowers in the medians and maintaining
them. This could be done as a group effort by the homeowners associations. A dis-
cussion followed on what the Committee could do to help and encourage the beautifi-
cation of Clearwater neighborhoods. Mr. Wilson stated that a lack of maintenance
on medians brings citizen complaints, but there is citizen interest in contributing
thru civic and homeowner associations. He felt there could be a double agreement
of associations planting annuals in the medians and maintaining them. He also said
there would have to be some type of agreement where citizens hold the City harmless
while performing the volunteer work. He said it would probably be a coordinated
effort between the Parks and Recreation Department and the various homeowners
associations.
After touring the facilities, the bettery room, restrooms and water tower, the
Committee met in the classroom. The Chairman introduced new Committee member, Frances
Zacharias. The Chairman asked Mr. Snoyenbos for a report on the slide presentation
by Mr. Robin Lewis to the City Commission work session. Mr. Snoyenbos stated that
the presentation was very well received and that the first step will be to finance
a study. of the shoreline restoration. Mr. Lewis has access to grants from the govern-
'ment for this purpose. Mr. Snoyenbos said that at present there is nothing more the
Committee can do and will have to wait to see how far the study will go'which will
take some time. Dr. Berry made a motion that the Committee send a letter to the'
City Commission supporting the funding of the study. The motion was seconded by
Mr. Snoyenbos and passed. The Chairman wrote a letter to the commission to that
effect.
Earlier it was explained to the Committee by Mrs. Tabb that a full time science
teacher is needed from the Pinellas County School System. After discussion, a motion
was made by Dr. Berry to send a letter to the City Manager and Commission supporting
the request of a science teacher for Moccasin Lake Park. The motion was seconded
and passed.
Comments from Members. Mrs. Clark appreciated the directional signs for
Moccasin Lake Park and stated it was very easy to find. She also said she wished
something similar could be done for the Marine Science Center as no one can locate it.
Mr. Wilson explained the construction taking place at Alligator creek Recreation
area. He stated there would be a picnic area, docks, boat ramp, parking lots and hike
trails. ,This recreation area is partially funded by a grant from the Department of
Natural Resources.
