' '" .~~} ~'/) :..:,;~ " 1 (,::,~;: , '~ City of Clearwater Beautification Committee Ninutes January S, 19B3 The Beautification Committee held its regular monthly meeting at the Parks and Recreation Offices, 10 S. Mise~.:~l Avenue. at 9:30 a.m. on January 5, 1983. Members present were Mr. D. C. SnoyenboB, Chairman, Mrs. Rita Canan. Mrs. L. M. Clark. Mrs. Virginia Custer, Mrs. Kathryn Peat, Miss Louise Keppie and Dr. ,Jack Rothman. Dr. David Be~ry. Mr. FranK Krame and Mrs. Emma '~itney were excused. Mr. Robert Aude was also absent. Mr. Ream Wilson. Director of Parks and Recreation Department was in attendance until 10 a.m. The meeting was called to order at 9:30 a.m. by the Chairman. As Mr. Wilson had to leave. Mr. Snoyenbos invited him to make his comments at the start of the meeting. He stated an article appeared in the Clearwater Times of January 5, 1983. to the effect that the City Commission will request that the state legislature sponsor a bottle bill similar to the one enacted in Oregon. Also, the bottle brush tree which was recommended by the Beautification Committee in a letter to the City Manager from Mr. Snoyenbos ~ill be an agenda item at the next City Commission meeting. " ~) 'c' <.J For the Committee1s information, Mr. Wilson brought them up-to-date on admin- istrative changes in the Parks and Recreation Department. Originally the Forestry Department was under Parks and Recreation and was moved to the Public Works Depart- ment. 'Now Forestry is back under Parks and Recreation and the ne~ City Forester is Chris Cowles. who formerly was the Land Resource Specialist. As City Forester, Mr. Cowles will be supervising our tree operations and running our tree program. We may want to ask Mr. Cowles and Bob Marek, Nursery Superintendent, to attend our meetings as a matter of ~orking together with us. ~).:. ' Mr.' Wilson also stated that the Cleveland Street Beautification project has begun,with the planting of one tree. When the project is complete there will be 12 trees, benches, etc. A motion was made to approve the Minutes of December 1, 1982. Motion was seconded and approved. :,'" " 'I At this time Mr. Richard Follett from St. Petersburg Award Program, who had ~ given us a brief description of the program two months ago, was welcomed to the meeting. Mr. Follett distributed an organizational chart to illustrate haw the program works. First the Committee decides the categories for judging and solicit between five to ten deserving entries in each category. Photographs are then brought to a Beauti,flcation Committee meeting and screened by the Committee. These are narrowed down to three top choices in each category. Then a letter is sent to the three top applicants in each category telling of their initial recognition and selection. A jury is selected composed of one architect or planner, one landscape architect. one,horticulturist and two lay people. The jury then inspects and judges the three applicants in each category. Mr. Follett also distributed an evaluation form to be used in rating the selections. A simple plaque or certificate is given ,at a banquet or something less costly as a morning meeting with coffee and rolls. A discussion fo11o~ed on various aspects of this program. The cost of the St. Petersburg program is approximately $500 annually. It was also suggested that an ,article be placed in the newspaper for publicity on the ,proj-;lct and suggesting entries, from' the citizenry in addition to the entries nominated from mn~bers of the Committee. As a quorum was not present at the meeting a final decision could not be made. At this time the Chairman thanked Mr. Follett for coming to the meeting and explaining the program in such detail. Mrs. Canan reported that the City did not feel they were the ones to address the noise problem with Pelican Airlines, that it was up to the Coast Guard or the FAA. She 'has spoken with them and they will keep her informed of any new developments. ',' At this time the secretary read the letter Mr. Snoyenbos wrote to Chief of ~olice Klein,Chief Klein's reply, and the letter to Anthony Shoemaker regarding the official flowering tree for Clearwater. Mr. Snoyenbo8 then asked Committee members for comments or suggestions. Mrs. Clark' still feels the palm tree is obstructing the outdoor sculpture. A Committee member reported that the old palm tree had been removed and a new one planted in , its place and also that the sculpture will be moved to a new location. , ~ ~ . ".
