Beautification committee Minutes
Decomber 1, 1982
The Beautification committee held its regular monthly meeting at the Parks and
Recreation Offices, 10 S. Missouri Avenue, at 9:30 a.m. on December 1, 1982. Mem-
bers present were Mr. D. C. Snoyenbos, Chair.man, Mr. Robert Aude, Mrs. L. M. Clark,
Miss Louise Keppie, Mr. Frank Krame, Dr. Jack Rothman and Mrs. Emma Whitney. Mrs.
Rita canan, Mrs. Kathryn Peat and Dr. Oavid E. Berry were excused. Mrs. virginia
Custer was also absent. Also in attendance was Mr. Ream Wilson, Director of the
Parks and Recreation Department.
The meeting was called to order at 9:35 a.m. by tho Chairman. A motion was
made to approve the Minutes of November 3, 1982. Motion was seconded and approved.
The Chairman reported that Mr. Follett and Ms. Rouse from St. Petersburg Award
Program were unable to attend today's meeting, therefore they will be invited to
. the January meeting.
OLD BUSINESS
1. Anti-Litter Ordinance. Miss Keppie reported that the Coalition of Clear-
water Homeowner Associations (there are 16 or 17 groups representing over 7,000
people) meets every 2nd Wednesday at Fortune Federal Bank in Sunset Point Shopping
Center at 7:30 p.m. The next meeting will be December lOth and Mr. Snoyenbos will
attempt to attend this meeting to express the Committee's concern about litter and
,'attempt to get their ideas and opinions on the litter problem in Clearwater. He
will report to the Committee at the next meeting.
2. Bottle Ordinance.. Mr. Snoyenbos read the letter he wrote to Anthony Shoe-
maker about the legislative delegation sponsoring a bottle bill in the next session.
He enclosed copies of the oregon bill for the Mayor and members of the City commission.
In regard to the bottle bill, Frank Krame called the City Manager's Office and
'.found out many states have a bottle ordinance or something of a similar nature.
They. are Connecticut, Delaware, Iowa, Maine, Michigan, Oregon, Vermont, Alaska,
,California, Louisiana, NebraSka, Ohio, South CarOlina, Tennessee, Virginia and
'Washington State. Mr. Snoyenbos said an article in Time magazine stated the bottle
bill was defe~ted in four states in the national election in November. A discussion
followed about opposition to the bill. The Chairman stated that the Committee had
';gone on record in support of a bottle bill for Florida and felt there was little else
'to' be done at this time.
. ,3. Decorative Tree. Mrs. Clark reported the SubConunittee had decided on the
weeping bottle brush tree (calistamon) as their choice for the official tree. This
?' ..' .. tree is a reliable plant, easy to grow and propagate, frost free and can be planted
"', 'iri !sun or shade. A short discussion followed about a tree selected by the city
.,',~:\.;!~".,. . . twenty years ago which was 'not suitable for extensive urban planting. The weeping
bottle brush 'tree was approved by the Beautification committee as the official
:0:;' ' , . ,o'rriamental tree of Clearwater and Mrs. Clark made a motion that the Chairman send
