". ; CITY OF CLEARWATER BEAUTIFICATION COMMITTEE MINUTES June 2, 1982 The Beautification ComrnitteeJ in lieu of its regular monthly meeting at the City Hall Annex, met at the City Nursery on June 2J 1982. A short meet- ing was held, followed by a tour of the Nursery. Members present were Mr. D. C. SnoyenbosJChairmanJ Mrs. Virginia Custer, Mrs. L. M. Clark. Mrs. Rita Canan.Mr.KrameJ Miss Louise Keppie. Dr. David BerrYJ Dr. Jack N. Rothman and Mrs. Emma C. Whitney were excused and Mrs. Ruth Hieneman was absent. Mr. Ream Wilson, Bob . Marek, Acting Nursery Superintendent, and Eric', Seeger were also present. Eric Falco. student member was excused. The Chairman, called the meeting to order at 9:30 a.m. Mr. Krame made a motion to approve the Minutes of Hay 5J 1982, and Mrs. Virginia Custer seconded the motionJ whicn passed. Mr.Snoyenbos introduced the new member, Hr. Robert Aude. Mr. Aude stated he was pleased to be present and has always been interested in City activities. Mr. Aude, an architect and resident of Clearwater for 10 years, has, 'served on other advisory boards within. the City. ., 'j OLD'BUSlNESS Hr.. Wilson reported on the status of the fountain at, Crest Lake Park. Approximately 3 years ago the Parks and Recreation BO,ard met with the Chamber of , 'Commerce Beautification Council. At that time the Council suggested a pt'ogram whereby ,they would solicit private donors for material and equipment to install the:fountainJ with the City maintaining the fountain and paying the operating C08.~'. ,The Board supported the Council and a recommendation was made to the City Commission. Based on the estimated energy cost of $5,134.00, the project was not approved. ~ \ Mr. Wilson further stated that the City haG recently put into operation two 'fountains. one at'Rruse Gardens at the Memorial Civic Center and one at City Rail. The estLmated cost of operating the fountain at City Hall is $1,200.00 per year. , ~ Mr. Wilson then showed a drawing prevjously preBented by the Chamber of Commerce Beautification Council of the proposed fountain for Crest takeJ which would use miuUnum power and reduced lighting. Due to the budget constraints, ,Mr.' Wilson did not feel that City Commission ,,,ould favor the resto't'stion of the fountain at Crest Lake at this time. The impact on the budget for restoration of the' 'fountain would be considersb ly more than for the fountain at City Hall. . \ -1- .', ~ ~:' r As an alternative) Mr. Wilson stated that during a previous discussion with Mr. John Peddy, city's Energy Officers Mr. Peddy said that a fountain ouch os this might be operated uoing solar power and a windmill. Mr. Peddy, at that time. indicated that when technology becomes available, this might be a good project. Presently the Energy Office is involved with Moccasin I.ake Park. Mr. Wilson said that upon Mr. Peddy's return to work. he will speak to him as to the possibility of using a windmill for the fountain at Crest Lake. If possible, the operating cost would then be negligible and there would be just the acquisition cost to look into. ... ,'j\'.. ,." ... ;" , ,.". :~ . ,. ,', ":. I , :~ ' ,l.e, Mr. Wilson went on to state that the attendance at Crest Lake has in~ creased immensely since the improvements there. Staff is presently looking into a lake restoration project to reduce the amount of aquatic vegetation along the shore line. '.'.: ~. ~ I "~ I} It was decided to request Mr. Peddy or his assistant to come to a future meeting to discuss the possibilities of using solar energy for a fountain for Crest Lake Park. ". ~: ", .;.:,~ .;. ~ .; . ~ : . :': ~ 1. ~ ,;'; I~ Bob Marek gave a brief description of the functions of the Nursery, stating that:8 few years ago it was decided that it would be less expensive for the City Nursery to grow its own plants rather than purchase them. Therefore. the City Nursery presently grows 95% of its shrubbery and trees that are used for landscaping City Properties. Mr.~ Wilson explained that there are four different sections within the Nursery: which 'are Landscaping. Irrigation. Chemical Pesticide and Tree Planting. As the group progressed I Bob ~larek described the different plants, shrubbery and trees that are being grown, how they are propagated and procedures for transplanting. ~I :" ~ .'/. :/,~; ",l,j 'l'.:: 1.. :~:~: " The group was shown several different shelt~rB built by the City for the plants,' e.g. shade house, green house and shelter for indoor plants. Many ,of the indoor plants are placed in the different offices throughout the City. The environmental plants are being prepared for Moccasin Lake Park, as they are being obtained from different areBS.
