CITY OF CLEARWATER BEAUTIFICATION COMHITTEE MINUTES April 7, 1982 The Beautification Conunittee held its regular monthly meeting at the Parks and Recreation offices at the City Hall Annex, 10 South Missouri Avenue, on April 7, 1982. Members present were Mr. D. C. Snoyenbo8, Chairman, Mrs. Virginia Custer, Dr. David Berry, ~frs. Ruth Hieneman, Miss Louise Keppie, Mr. Frank Krame, Dr. Jack N. Rothman, and Mrs. Emma Whitney. Mrs. Rita Canan nnd Mrs. L. M. Clark were excused. Mr. Ream Wilson was unable to attend. Also in attendance were Stuart Williams, Sign Inspector and Bob Marek, Nursery Division. Student member Eric Seeger was absent nnd Eric Falco was excused. The Chairman called the meeting to order at 9:35 a.m. Dr. Rathman made a motion to approve the minutes of March 3, 1982. Motion was seconded and passed. Subsequent to meeting, Enviro~ental Section notified Secretary of correction to be made an minutes of March 3, 1982, on page 2 under New Business. Paragraph 2, to read "Developers come to the R.D.C. meeting Biid are required to bring site plans and to present a tree survey where every protected tree over 4" in diameter at breast height (4~ feet above ground) is shown." Mr. Snoyenbos introduced new member, Mrs. Emma Whitney to members of ColXl1t1i t tee. . NEW, BUSINESS , Sign Problem - Mr. Snoyenbos introduced Mr. Stuart Williams, City Sign'Inspector, and asked him to explain the rules and regulations of the City's Sign Ordinance. Mr. Williams stated that an ordinance written in 1972 is' presently ,outdated, and difficult to enforce. However, a new ordinance is in ,the process of being written. Mr. Williams submitted recent memo received by him from the Public Works Director concerning violations of the City Ordinance arid the use of right-of-ways for the placement of illegal signs. He also submitted,a copy of a letter written to realtors by the City regarding Buch violations and the action which will be taken in removing illegally placed signs. A charge of $25.00 for removal and storage would be made, in addition to overtime labor cast. Copies of correspondence were sent to committee members per request. , Dr. Rathman proposed that a letter be written to the City Nanager expressing concerns of the Beautification Committee aver this matter and in- dicate the difficulty ofunders~anding the ordinance. However, it was decided that a subcommittee be appointed to study the ordinance before making the decision. Dr. Rothman requested copies of the Sign Ordinance and Mr. Williams \\ -1- . .,1 " supplied same. and Mrs. Keppie next meeting as of-ways. A Committee of three WllS appointed - Dr. Rothman. Mr. Krome - to study information an hand and p08sibly give a report at to what can possibly be done in getting signs off the right- Mr. Snoyenbos to investigate if there is another Sign Committee in exis tence . , " ," OLD BUSINESS ~ : ;.. 1) Northwood Es tates Right-of-Way Problem - Dr. Derry reported that Mr. Wilson had met with the members of the homeowners association in reference to problem of maintaining medians and. a8 a renult, came up with specific plans as to what could be done. The Association will take over the maintenance of medians, and City will take care of the irrigation system and major mowing. Northwood Estates had written a letter proposing this and Mr. Wilson forwarded it to the City Attorney. i-.. ' 2) Bandshell - Adopted and approved aver-all plan and it is presently being considered by the City Commission. r. COMMENTS ....' , ' Mr. Snoycnbos indicated he has been concerned about the lack of definitive projects which the Committee has attempted to develop. On numerous '. occasions the 'Committee has attempted specific programs Qnd goals, but few have materialized. Therefore, Hr. Snoyenbos requested each member at next meeting, be prepared to submit two (2) or three (3) items of interest of areas Committee should be considering. Dr. Berry suggested it would be well to know the purpose of the Committee and what its actual function is. Therefore, a copy of the charter was , 'mailed, to all Committee members. I,:' 'Mr. Krame recommended an annual report on actual accomplishments of the Beautification Committee. .,. 1. " ' Mrs. Keppie inquired about the rose bushes at City Hall. Bob Marek stated that the situation is about the same. The City is short of manpower and he had received no further ward from the Senior Citizen's group regarding main- tenance of the roses. Mr. Snoyenbos requested Mr. Marek to follow up on this .. and report at the next meeting. At this time Mr. Marek notified Committee that the fountain at City Hall 'should be in working order shortly; and also that the Nursery now is growing flowering trees and will have stock available for park facilities within a year or two. - ~;,:: :-" , ;;' '. : Ij'" ,. ~':, : , . ',' Discussion ensued os to a project for the Committee, and plans were made to review and look in to the possibi Ii ty of reins tolling the fountain ot Crest Lake Park. Motion was made by Mr. Krome, nnd seconded by Dr. Rothman, that the Committee Chairman submit a letter of interest on the Crest Lake Park fountain to the City Manager. Junk Store - Mr. Krome reported that the material is still being kept outdoors of these premises, and has reported same to Mr. Wilson. Mr. Wilson has written letter to Public Works and is awaiting response from them as to what can be done regarding this problem. " Mr. Krome commented on the good work being done by the Nursery in front , of the Chamber of Commerce. , I, 'I,{~ ~ . ! l , '~. . Mrs. Whitney stated that she enjoyed the meeting and was looking for- ward to future meetings.
