CITY OF CLEARWATER BEAUTIFICATION COMMITTEE MINUTES April 8, 1981 The Beautification Committee held their regular monthly meeting in the Parks and Recreation Offices at the City Hall Annex, 10 South Missouri Avenue, at 9:30 AM, on April 8t 1981. Members prescnt ~ere Mr. D. C. Snoyenbost Chairman, Mr. Jack Siebentha1er, Mr. Bill Sapp, Mrs. Ruth Hieneman and Mr. David Berry. Those members excused were Mrs. Virginia Custer, Mrs. Rita Canan. Mrs. Billie Clark and Mr. Robert Stepp. Absent were Mrs. Connie Lundeen, Mr. Frank Krame and Miss Danna Winkler. ex-officio member. Also attending were Mr. Ream Wilson, Mr. Bill Voght and Mr. G. M. Turnburke, Roadside Development Coordinator for the Department of Transportation. The Chairman called the meeting to order at 9:30 AM. The Minutes of March 4, 1981, were approved as submitted with Mr. Siebenthaler making the motion to accept, seconded by Mr. Sapp, carried unanimously. OLD BUSINESS Mr. Wilson reported that only two applications have been received as entries in the Residential Landscape Beautification Program. Brochures and applications have been sent out to all homeowners' associations in the City and about five hundred to the Morningside community. Mr. Voght stated that a reporter from the Sun interviewed him at his home. Mr. Snoyenbos suggested that the Committee let the program ride until the next meeting, but Mr. Wilson said that since the next meeting is on May 6th, the Committee might want to consider extending the deadline from May 1st to allow more time for applications to be received for the program. NEW BUSINESS . The Committee went to the Courtney Campbell Causeway where they were met by Mr. Turnburke. Mr. Snoyenbos said that the Committee would like to make some recommendations regarding the beautification of the Causeway from the first bridge back towards Clearwater to the City Commission and asked Mr. Turnburke what could be done in this regard. Mr. Turnburke reiterated that the Department of Transportation is getting aut of the park maintenance program as they are too shorthanded to continue what they have been doing in the past. .,He suggested getting in touch with the Corps of Engineers to get permission to put something at the high tide mark and try to establish some limits without a bulkhead. He suggested that the Committee start on a low profile and see what the capabilities are. determining their course and continuing that program ,in phases. Plantings can be made from the white line on the road. outside edge of outside driving lane, for a minimum of 30 feet to clear recovery, with 40 or 45 feet considered even better. Permission would have"to be obtained from the State to plant. Mr. Siebenthaler offered that perhaps a sub-committee could be formed combining people jointly from the City and the County to develop a preliminary plan and cast estimate to be presented to the Department of Trans- portation. " Mr. Turnburke suggested concentrating an 1/2 or 3/4 of a mile of roadway. Mr. Voght said that more maintenance is what scares everyone off. Mr. Siebenthaler felt that a little informal meeting among the people who are interested in this plan would be a first step. He said a contact person~ familiar with what needed to be done, should be approached and that an initial layout was needed, starting small, with the idea of improving scenic beauty for the City. Rainey, Mr. Wilson, Mr~ Voght. the County Extension Director and possibly three or four members of the Beautification Committee, Mr. Snoyenbos volunteered to call Mr. Wilson and pick out four or five people to,get together with. Mr. Siebcnthaler felt that the program should be done for esthetic purposes not necessarily including picnic tables and benches. Mr. Voght felt that Sabal Palms would be D good choice because they would improve the sod, condition and help the grass to green up. Mr. SnoyenboB agreed that it would be best to stick with trees and plants. Mr. TUrnburke said 'that if the trees were put ,too close to the road, there would be a concern for safety. He said that the'Depare- ,ment of Transportation would be in favor of whatever a municipality can do to contribute, sponsor and maintain a program similar to that under discussion. If the safety criteria is complied with, then the rest would be a matter of formality, by setting up a small informal group to explore the situation. Mr. Sapp felt that both Oaks and Sabal Palms would go ,well. Mr. Snoyenbos offered to stop by the office tomorrow to discuss this with both'Mr. Wilson and Mr. Voght.
