CITY OF CLEARWATER
BEAUTIFICATION COMMITTEE MINUTES
Nnrch 4. 1981
The Beautification Committee held their regular monthly meeting in the Parks
and Recreation Offices at the City Hall Annex. 10 South Missouri Avenue. at
9:30 AM, on March 4. 1981. Members present were Mr. D. C. Snoyenbos, Chairman,
Mr.' Jack Siebenthaler. Mrs. Virginia Custer, Mr. Bill Sapp, Mrs. BU1ie Clark,
Mr. Frank Krame, Mrs. Rita Canan and ~[r. Robert Stepp. Those members excused
were Mrs. Connie Lundeen and Mrs. Ruth Hieneman. Miss Donna Winkler. ex-officio
member was unable to attend. Also attending were Mr. Ream Wilson, Mr. Bill Voght.
Mr. G. M. Turnburke, Roadside Development Coordinator for the Department of Trans-
portation and Mr. Dan Jass. Planner II of the City's COnIDlunity Development
Department.
The Chairman called the meeting to order at 9:30 AM.
The Minutes of February 4. 1981 were approved as submitted with Mrs. Custer
making the motion to accept. seconded by Mr. Stepp, carried unanimously.
NEW BUSINESS
The Chairman introduced our first guest, Mr. Milton Turnburke. Roadside Develop-
ment Coordinator for the State of Florida, Department of Transportation, to give
the Committee some idea of the status of fixing up the Courtney Campbell Causeway.
Mr. Turnburke said that there were no future plans for any further construction in
the five year program or anywhere else. He stated that there had been a five
agency cleanup an the Causeway not long ago but that the DOT Maintenance forces
, are being phased out. He also stated that there can be no beautification structures
between the little bridge and the long bridge, only before the little bridge.
Mr~ Turnburke told the Committee that there could be no beautification of any mag-
nitude between the bridges. but that from the first bridge back to the mainland
there would probably be no further construction. Mr. Siebenthaler asked if the
, ComIDittee could consider recommending attractive ground cover between the struc-
tures and was told that that would be permissible, and that west of the low bridge
benches and picnic tables could be placed. Mr. Turnburke stated that DOT is getting
'itself out of,the parks and recreation maintenance programs and is performing these
tasks now on limited access highways where it can be patrolled. He said that is a
State road to which the Committee would have to submit a proposal but that no con-
struction is anticipated for that area. Since the safety factor would be a con-
sideration, there could be no structures or trees.
Mr. Wilson said that whatever is done would involve City manpower and that budget
constraints had to be considered. Mr. Voght said that Commissioner Rainey was
concerned about this area and established a Committee to study this project. It
was 'to be cleaned up and then more extensive beautification was to be done including
the installation of irrigation. Mr. Sapp recalled some talk of a combined effort
between the City and the County to'accomplish this but that it was probably because
'of manpower that it didn't materialize. Mr. Siebenthaler made a motion that this
'Committee initiate steps 'to see what can be done to improve the visual appearance
of, the west end of Courtney Campbell Causeway. seconded by Mr. Stepp, carried
unanimously. Mr. Snoyenbos suggested that the Committee leave from here, at the
next meeting. and go out to this area so that an on sight review could be made.

It was decided to change the next meeting date from April let to April 8th sa that
1-1r. Turnburke could attend. A motion was mnde to that effect by Mr. Snpp. seconded
by Mr. Krame and carried unQnirnoualy. Nr. Snoyenbos thanked Hr. Turnburke far coming
to the meeting and said that the Committee would look forward to seeing him on
April 8th.
OLD BUSINESS
Regarding the Residential Landscape Beautification Program, Mr. Wilson said that it
had received very little publicity. The radio station did an announcement about it
but actually weekly or every ten day repeat publicity ie' what is needed. There should
be constant reminders in the newspaper with this office keeping 011 applications.
Mr. Wilson suggested that we have a form letter made up that can be sent out ack-
nowledging receipt of applications. He said that he would make up this form letter
and have Mr. Snoyenbos come in from time to time to sign them.
NEW BUSINESS
Mr. Wilson said that funding for the Bayfront Dock is considered in the 1981/82 budget
which would be in October of this year, if funds are available. Mrs. CUBter made a
motion to support the Boat House nnd Dock project as outlined in the budget. seconded
by Mr. Krame, carried unanimously. Mr, Snoyenbos stated that the old Boat House out
at Edgewater before you come to the City limits, south of Union, should also be removed.
Mr. Snoyenbos introduced Mr. Jass who spoke of last year's cleanup campaign in the
North Greenwood area nnd thanked the Committee for their efforts in that regard. It
has been recommended that another cleanup drive be pursued possibly over a three week
period. making arrangements for special pickups as was done last year. He reported
that the neighborhood housing services program has been ahead with individual members
working within the neighborhood. He also said that they are working to beautify
Lake Bellevue and were trying to get a program going in Wood Valley. Mr. Snoyenbos
thanked Mr. Jass for his attendance at this meeting and said that the Committee would
try to help him in his different programs.
Mr. Snoyenbos felt that a letter should be sent to the City Manager requesting a status
report an the unused bridge on the Memorial Causeway.
Mr. Wilson will bring information back to the Committee regarding the Edgewater Drive
Dock.
Mr. Snoyenbos asked if the Committee would want to stop meeting during the months of
July and August or August and September because of the hot weather and vacations but
it was decided to discuss this at a future meeting.
The Chairman told the Committee that only about ten or twelve people saw the film on
the Mini-Parks but said that it could be rented for $75. to be shown at other club
meetings. He also said that this Committee will be kept apprised of programs relating
to downtown beautification. Mr. Sapp stated that he could arrange to show a short
movie of about 15 or 20 minutes duration on the Brooker Creek Park, which is a County
park, to the Committee at their May meeting.
MrS4 Custer talked of the street ends on the beach. She spoke of a house which is
adjacent to the Bruce Street ending. where the water cannot be viewed uny longer from
the street and access to the beach at that point has to be gained by going through
what is now a private yard. Mr. Wilson said that public access and public view must
be available, and told the Committee that he would look into the situation. There
being no further business. Mr. Stepp made a motion to adjourn the meeting at 10:50 1~1,
