BEAUTIFICATION COHMlTTEE HINUTES
February 4, 19B1
The Beautification Committee held their regular monthly meeting in the J?arks and
Recreation Offices at the City Ball Annex, 10 South Missouri Avenue. at 9:30 AM.
on February 4, 1981. Members present were Mr. D. C. Snoyenbos, Chairman. Mr. Jack
Siebenthaler, ~trs. Connie Lundeen, Mrs. Virginia Custer, Mr. Bill Snpp, Mrs. Billie
Clark, Mr. Frank Krame and Mrs. Ruth Hieneman. Those unable to attend were Mr. James
Martin, Mrs. Rita Cansn. Mr. Robert Stepp and Miss Donna 'Winkler, ex-officio member.
Also attending were Mr. Ream Wilson, Mr. Bill Voght and Mr. Chris Cowles, Land
Resources Specialist for the City of Clearwater.

The Chairman called the meeting to order at 9:30 AM.
The Minutes of January 14, 1981 were approved as submitted with Mr. Rrame making the
motion to accept, seconded by Mrs. Heineman. carried unanimously.
Mr. Snoyenbos introduced our new City Forrester, Chris Cowles, who spoke to the
Committee. Mr. Cowles has replaced Mr. Michael Campbell. Mr. Cowles said that his
job encompassed tree replacement, tree production. reforestation and other related
areas. He said that he will be available to assist the Committee with their beauti-
, fication endeavors. Mr. Snoyenbos extended an invitation to Mr. Cowles to attend
the Beautification Committee's meetings anytime he was free. The Chairman stated
that, over the years, the Committee has made a recommendation to go for mare flowering
.'trees. especially on medians as this would cut dawn an maintenance. Mr. Wilson
explained that Hr. Cowles' job involves inspecting all new construction. developments,
and single family homes although he actually works aut of Public Works Department.

Mr. Siebenthaler gave a progress report on the Residential Landscape Beautification
Progr~m and passed out two releases which will be given to the Services & Information
Department. He stated that the Committee must concern itself with the application
forms which should include a reduced map showing the geographical areas. Participants
, will be asked to indicate the area in which they live and their name, address, tele-
'phone'number, category of entry. etc.
Mr. Wilson said that the application forms could be handled in the Parks & Recreation
office. (Mr. Snoyenbos asked if a special sub-committee meeting should be set up).
It was decided to meet at the Parks & Recreation office on February 16th at 2:00 PM.

~r:" The Chairman began discussion about Countryside, Tract 20 which, when finished, will
~2:' be considered a major community park. Mr. Wilson spoke of the park properties the
l1/,CitY has in the Countryside area and stated that Tract 20 was donated by U.S. Homes.

Mr. Snoyenbos told the Committee that a request had been received from the City
~mnager's office for an'attendance report of the Committee's past meetings. However.
'it did not specify a time period and this would be checked into and compiled.
