The Beautification Committee held tlueir regular monthly meeting in the Parks and
Recrea~ion Offices at the City Hall Annex, 10 South Missouri Avenue, at 9:30 AM,
on January 14, 1981, Members present were Mr, D. C. SnoyenboB, Chairman,
.. Mr. Jack Siebenthaler, Mr. Robert Stepp. Mrs. Connie Lundeen, Mt'. Frank Krame,
Mrs. Ruth Heineman, Mrs. Virginia Custer and Mrs. Rita Canan. Mrs. Billi~ Clark,
Mr. Bill Sapp, Mr. James Martin and Miss Donna Winkler, ex-officio member, were
unable to attend. Also attending were Mr. Ream Wilson, Mr. Bill Voght, Mr. Marc
Tritschler of the Planning Department and Mr. Andy Nicholson, Oceanographic
Engineer for the City of Clearwater.
The Chairman called the meeting to order at 9:35 AM.
The Minutes of December 3, 1980 were approved as submitted with Mrs. Custer
making the motion, seconded by Mr. 'Krame, carried unanimously,

Mr. Siebenthaler said that the news release announcing the Residential Landscape
Beautification Program could go out February lst, a copy of which was given to each'
Committee member. This release explained the program and the Committee was shown
a map of Clearwater indicating nine (9) areas that would participate in the pro-
gram but decided to revert to a total of eight (8). A copy of this release will
be sent to the City Manager for review, Mr. Siebenthaler said that he would bring
in another release at the next meeting, an February 4th, with more details.

Mrs, Custer queried the cast to the City far this program and Mr, Wilson said that
it would be minimal.

Mr. Andy Nicholson spoke to the Committee regarding a sailing center which is being
proposed for location an Sand Key near and east of the toll booths. He spoke of a
group of parents who have been conducting a successful sailing program off of the
Bay side of Sand Key and who are interested in finding a permanent home for this ,
program. It is being studied to determine if the City can earmark part of their
Sand Key property for future development of a sailing center~ The City would awn
it and may lease it out to be run and managed by an outside group. Mr. Nicholson
showed plans to the Committee that are still under review and stated that the
parents might want to fence in a portion of the property to secure boats and equip-
ment. The Chairman said that they hadn't seen enough to commit the Committee.
Mr. Wilson said that he just wanted the Committee to be aware of what is going on.

Mrs. Lundeen made a motion that the Committee approve the concept of the use of
the property that the Committee had described to them for purposes of a Sail1ng
Center with future plans to be submitted and reviewed before major changes in the
fa~e of the property are made, and that this is not to be interpreted as the start
of a marina activity. Seconded by Mr. Krame, carried unanimously.

Hr, Wilson said, that the marina on the Ca.useway has been ~e.JIlOved from consideration,
. Ha'statcd that ~r. Tritschler had the original plan of the b~yfront parks and also
plans from tfie State, but that nothing ~as been adopted as yet~ HOwever, the
fo~lowing information would keep tbe Committee abreast of what was going on in this
~egard, The . Committee. has been on record, with reference to the minutes of tbeir
October 4, 1978 meeting, with. recommendations for consideration relevant to the
Dayfront Park~ Mr~ Tritschler stated that a landscape arcllitect with the Planning
~Departmentat that time. drew up plans in April, 1977. The plans were later redrawn
showing no parking, no expanded lake and the amphitheater was to be considered for
the "Norman Bie Property", A marina on the bayfront has been mentioned but con-
siderable opposition has Deen raised.

Another plan of Hay t 1980 was shown by Mr. Tritschler. There were a few minor
changes and another plan was a result of the melding of the two previous 'plans.
Hr. Wilson said that before anything goes to the City Commission, these plans will
" be brought back before the Committee to make specific recommendations.
The' Chairman thanked Mr. Tritschler for his presentation and said that the Committee
will want to look into these plans at a later date and get back with him when
further details are available.'
