BEAUTIFICATION COMMITTEE MINUTES
December 3, 1980
The Beautification Committee held their regular montluy meeting at the Nursery
Office located at 901 N. Saturn Avenue, at 9;40 AM on December 3, 1980. Members
present were Mr. D~ C.' Snoyenbos, Chairman, Hr. Jack Siebenth.aler, Mrs. Billie Clark,
Mr. James Martin, Mrs. Connie Lundeen, Mrs. Virginia Custer, Mr. Bill Sapp, Mr. Robert
Stepp, and Mr. Frank Krome. Mrs. Rita Canan and Mrs. Ruth Heineman were unable to
attend. Also attending were Miss Donna Winkler, ex-officio member, Mr. Ream Wilson
and.Mr. Bill Voght, Nursery Superintendent. ..
M~. Wi~son gave a special report to the Committee, regarding the endorsement the City
Commission gave to the Residential Landscaping Beautification Program developed by
Mr. Siebenthaler's'committee. He said that he had submitted an agenda item to the
C~ty Commission on the proposal and that the Commission expressed their appreciation
to the. Beautification Committee for the Commltteets efforts and contributions to the
beautifying of Clearwater. However, there was one aspect ,that the Mayor and Commission
~equested be incorporated into the.program. This was whether or not the Committee
would be receptive to having special judging categories to recognize those low income
areas,. namely Condon Gardens and some 'in North and South Greenwood. Mr. Wilson said
that he would bring a map to the' next meeting to show exactly where these' areas are
located and'possibly, in the Cornmitteets publicity campaign, have a picture of the
map showing the judging areas.
~ Mr. Siebentba1er asked if a' special meeting could be ~onvened so that Committee
.' members could meet to get sonie pJ:e-planning on this proj ect.

A motion was made by Mr.- Sapp to accept in principal, without details, the Commission's
request, seconded by,Mr. Krame, carried unanimously.
~A' letter. is to be sent to the City Commission expressing the Committeets appreciation
.-'of the, Commission's support and concern of the Connnittee's work and the interest shown
in what. the Committee is trying to do.
OLD BUSINESS:
Mr. Martin had a pre.vious plan of the Waterfront Park which had been initially.sub-
mitted. There were SOme changes which th~ red marks on the,map reflected and Mr. Martin
discussed these.with the Committee. Mr. Martin discussed the proposed marina on the
Causeway and his concerns about the ability of the City addressing recommendations
made by the Committ~e except the lot clearing ordinance that the City had passed.
Mr. Wilson made mention of the fact that there is the possibility of Federal grants
for bayfront properties.

;':' sented to the,.City Commission a couple of months ago. It was said that the next City
S~;.,; Commission meeting will be on December 18th but that there might be a special hearing

',Mrs. Clark spoke of the "Save the Bay Committee" saying that a mS1:ina with the
proposed 58 slips to be put there would destroy the ecology.. Mr~ Snoyenbos said
~,that the Committee should take a stand again if only as a beautification stand.

Mr. Martin moved that ,the. January meeti~g be the second Wednesday (January 14th)
rather. than tbe fi~st Wednesday because of the holidays, seconded by Mrs. Custer,
carried for the change. The meeting yi11 be in the offices of the. Parks & Recre-
,ationDepartment at the City'Hall Annex.
. ~e~ommiitee waB~then .taken'~n a tour,of the City's Nursery Division by Mr. Bill
:Voght, 'Nursery Superintendent. Members ~pressed their pleasure about the facility,
located 'on Satur~ Avenue. . All of the trees were shown, the propagating methods.
. used and ,some of the equipment was discussed and demonstrated which most of the
members were unaware of. The Nursery has been recently expanded and presents a
very'pleasing site to the surrounding community.
