Beautification Committee
May 7. 1980
The regular monthly meeting of the Beautification Committee was held
at 9:30 A.M. on May 7. 1980 in the City Hall Annex. Members present were:
Bernard Panush, D. C. Snoyenbos. Rita Canan, Connie Lundeen. Phyllis
Phillips, AI Price, Bill Sapp, and Billie Clark. Members absent were:
Virginia Custer. James Martin anrl L. S. Sweat (excused). Also in attend-
ance were Ream Wilson, Director, Parks & Recreation. B11l Voght, Nursery
Superintendent and Barbara Laker, reporter from the Clearwater Sun.
The minutes of the last meeting, April 2. 1980, were approved as sent
out.
OLD BUSINESS:
s. GREENWOOD AREA-Chairman Panush stated that the existing problems as
voiced by the citizens of the S. Greenwood a~ea are already covered by City
Ordinances, and the most beneficial action citizens should take is USing
the main City information phone number - 462-6900 - in stating complaints.
Mr., Wilson stated that as soon as the road work is completed on Greenwood
Ave.. the dirt pile north of Norton Park Recreation Center will be moved and
the area landscaped.
N. GREENWOOD AREA-The clean-up campaign for the N. Greenwood area that was
scheduled for April 14-26 did not materialize, due to a lack of interest
of the majority of the residents. Additional neighborhood meetings will be
. held to see if enough stimulus can tIe generated for a clean-up campaign.
Mr. Panush and Mr. Wilson met with Cynthia Nash. Chairperson of the
Chamber of Commerce to discuss a clean-up campaign for the entire city.
Mr. Panush said a target date of this fall or next spring should be con-
sidered since a great deal of prior organization is required to have an
effective campaign.
VACANT Lot.ORDINANCE-Mr. Price questioned whether the Vacant Lot Ordinance
is being enforced. Mr. Panush suggested that the Committee ask Mr. Willard
.Stewart's replacement to attend the next meeting and give a progress report.

BOTTLE ORDINANCE-Discussion was held on the possibility of Clearwater having
a Bottle Ordinance ,wherein bottles would be returned to stores for the
deposit refund. Mr. Sapp, who works for the Pinellss County Parks Depart-
ment. stated that since aluminum cans are in such demand, very few 3re left
in County parks. A motion was made that the Oregon Bottle Ordinance be
forwarded to the City Manager to study the feasibility of adopting a City
,Ordinance or sending it on to Pinel13s County for stqdy and adopting. The
motion passed unanimously_
DOG ORDINANCE-The Committee decided to wait 6 months before discussing a
" ,dog ordinance to see how effective St. Petersburg's new dog ordtnance was.
, Mr.' Panush asked Mrs. Canan to compare Clearwater' 5 existing dog ordinance
with St. Petersburg's and report back next month.

CLEARWATER BEACH STREET ENDS-Connie Lundeen reported that nothing had been
done about signs, parties, overgrown grass, etc. at Clearwater Beach Street
Ends. ,Hr.,Panush 'asked her to draft a letter to the City Manager asking for
a status report. Mr. Wilson informed the Committee that he along with Mrs.
Betty Haeseker, Asst. City Manager, Mr. Bill Voght and Mr. Art Mulholland
inspected each one of the street ends at the direction of the City Manager.
Mr. Wilson stated that in order for each street end to be t~eated in exactly
the same'manner, considerable engineering survey time would be required.
Development is especially confusing on the Bayside just north of the Youth
'Maritime'"Center. '
',NEW 'BUSINESS: Billie Clark asked if the Main Post Office on Cleveland St.
was 'a protected. 'historical building and was informed that it is on the
. ~ National Register of Historical Buildings.
