BEAUTIFICATION COMMITTEE
February 6, 1980
, The regular monthly meeting was held at the City Hall Annex on
February 6, 1980. Members present were: D. C. Snoyenboo, Acting
Chairman; Bill Sapp; Connie Lundeen; Virginia Cuoter; and Phyllis
Phlllip,s.Members absent were: Bernard Panush (excused) t Al Price
(excused); Rita Canan; James Martin; and L. S. Sweat. Also in attend-
ance were Ream Wilson, Director, Parks & Recreation; Bill Voght. Nursery
Superintendent; and Don Jass, Plan.ner II 0 f Community Development De-
partment. Guests attending were Mrs. Cherry Harris; Mrs. Beatrice Peaster;
Mr. James Hatten; Mrs. Ethel Bryant; and Hrs. Joann Wolfe.
The minutes of the last meeting, January 9, 1980. were approved as
sent out with the fallowing correction: Add Bill Sapp's name to those
members present.
OLD BUSINESS - N. Greenwood area
Mr. SnoyenboB distributed and discussed with Committee Members the
list of recommendations and considerations relative to a clean-up campaign
within the Greenwood community. Members discussed the various recommenda-
tions and felt that a clean-up campaign would be more successful if com-
munity citizens took the lead with the City helping in any way it could.
A motion was made and approved to arrange a meeting at Martin Luther King
',-Center in the evening within the next 30 days with a group of leaders of
,the Greenwood community to discuss the possibilities of a clean-up campaign.
Mr. Don Jass, Community Development Department. volunteered to contact
various community leaders in an attempt to arrange such a meeting. Further,
Mr. Wilson stated that he would look into specific concerns expressed by
,li Mrs. Harris, Mrs. Peaster, Mr. Hatten, and Mrs. Bryant. These conc.erns
include trucks parking on Greenwood Ave. at Overbrook Drive, clearing of
vacant lots and the unsightliness of abandoned vehicles at two different
,locations. Additionally. Mr. Wilson stated that the City is now applying
for a recreation recovery grant to upgrade facilities and beautification
at Plaza Park. Ray Green field. and Overbrook Park. Further information
regarding this grant should be received within the next couple of months.
NEW BUSINESS'
Mrs. Wolfe stated that she had heard that the City's Zoning Code is
outdated and not very effective. Members expressed a desire to discuss
this matter in more detail at the March meeting.
Mr. Sapp stated that he had received a reply to his letter from
Detroit regarding that city's bottle ordinance. 'Oregon has not replied
as of this date. It was further decided that it would be more appropriate
for Mr. Panush to contact Mr. Chesnut of the Pinellas County Commission
to inquire about their feelings of a bottle ordinance.

Mr. Snoyenbos read Mr. Robert Thompson's letter of resignation to
the'Reautification Committee and City Manager Shoemaker's letter.to
Mr~: Thompson accepting his resignation with regret. A motion was made
and ap'proved,to write a' resolution commending Mr. Thompson for his
'" service and, accepting his letter of resignation.
.,.Mrs.' Custer inquired about when the Christmas Tree located at the
bayfront wOuldbe.taken down. Mr. Wilson informed the Committee that
the:TrafficEngineering Department is responsible for this task and that
their high: lift bucket truck.is not operative at this time. Mr. Wilson'
will rep~rt an this matter at the March Beautification Committee meeting.
There being' no further business, the meeting was adjourned.
