The regular monthly meeting of the Beautification Committee was held at the City'Hall,Annex, 10 Soueh Missouri Avenue, on May 2,1, . 1979, at 9:30 a.m. ' The meeting- was called to' order by the Chair~: man, .'Be'rnard. Bot.h gentlemen presented their department"s views on the proposed ordinances to be 'presented to the ,City Commission in regards to the development of downtown Clearwa tar. Both men made it clear there were only a few differences' 1:0 be worked out;....the goal was the same. the di.sagreement was the technical. way in which it was to be done. .. Mr. Heal.ey. Planning nirector, began his presentation by stating the ordinance his department proposes was prepared as a result of the'RTRL study. Although" not formally acted upon~ it has !.heen accepted,. and in-principle, 'endorsed. This proposal urges. fhe specific use of land"for office space, residential and commercial areas. .Single use" 'land space is advocated but. individua1s could apply for adjustments to reclassify areas.. There is a diseinction between the .core" area-and the "eastern corridor". In" the proposed ordinance there would be no building height re- strictions in the .core" area. In the "eastern corridor".., there would be a restriction of S6 units limited to a beight of 16 stories.. Since the availability of land is greater in the "east--.. ern corridor" area, if there are no restrictions there would be no incentive to build. in the "core. area. Storeowners wou1d be required to provide a certain number of parking spaces for their cust.omers. If these parking spaces are not available on the premises, a one time fee would be charged to the storeowner~or a lease ~rangement established, to provide the number'of spaces required.
