Mr. E.J. Robinson, Directqr, Rehabilitation and Redevelopment
Mr. Robinson became a licensed general contractor in 1962. He
came to work for the City of Clearwater as a Minimum Housing
Inspector in 1968, and remained in that position until 1973.
. The ~ollowing year he was appointed Rehabilitation/Redevelopment
Director, the position.he now holds. In addition ~o this job,

Beautification Committee
February 7, 1979

The regular monthly meeting of the Beautification Committee
was called to order at 9:30 a.m. by Chairman, Bernard Panush, at
the City Hall Annex, Clearwater, Florida.
Members of the, Committe in attendance were: Messrs: L. Sweat,
B. Panush, A. Price, D.C. Snoyenbos, R. Thompson, D. Alexander,
J. Martin, Jr., Mrs. V. Custer, Mrs. C. Lundeen and Mrs. J. Wolfe.
Absent: Mrs. P. Ph11~lps (excused). Also in attendance were: Ream
Wilson, Director~ Parks and Recreation, Mr. Bill Voght, Mr. Michael
Campbell and Mr. Lester Dicus.
Following the introduction or Michael Campbell, Land Resources
Specialist and new members, Mrs. Connie Lundeen, Mrs~ Virginia
Custer and Mr. L. Sweat, Mr. Panush ~troduced the guest speaker,
Mr. E.J. Robinson, Director, Rehabi11tation/Redevelopment, City of
Clearwater.
Mr. Robinson's remarks afforded the Committee members an inform-
ative insight into the development and workings of the City Housing
Program. Pictures showing effective results of the rehabilitation
program were circulated. Mr. Robinson 1nd~cated the City had been
particularly active s~ce the passing of the Min~um Housing Code
Ln 1967. Prior to that time the City was faced with areas of ro-
dent 1n?estat1on, and unsanitary living conditions. After the
Minimum Housing Code was passed, the City employed a City Housing
Inspector. There are three target areas in the City (Madison Heights)
Belmont Heights and North Greenwood). Mr. Robinson said he felt
lIany problem in a City becomes a. problem of the whole City." Among
the projects to help low to moderate income families are the Fulton
stree ap~ments, (family type), Condon Gardens (278 family units),
'and Barbee Towers (150 units for the elderly). These housing fa.cilities
were crea.ted a.s a result of a referendum which was passed origina.ting
the present HOUSing Authority. In addition to the facilities already
built, the office provides new housing for low to moderate income
fami1lea depending upon family composition and income. The program
requires a person to qua11fy for a. first mortgage loan at a local
lending institution. The City offers plans, gives advice and expertise
at cost to the prospective buyer. Other programs available include
the Rehabilitation Loan Program, Emergency Grant Program and the
Acquisition/ Rehabilitation Loan Program.
Mr. Dicus was presented with a Certificate for serving rive
years on the Beautification Committee.'
James Martin, Jr. reported Mr. Sam Cosella had met with the
'sub-co1D.Dd ttee on Downtown Development. M.r. Martin recommended the
Beautification Committee invite Mr. Casella to a forthcoming meet-
~ to present his views of the proposed Zoning ordinance before the
sub-committee presents its recommendations to the Committee. If
possible, the Co~ttee will schedule Mr. Casella for the meeting
in April.
The agenda item. concerning Christmas Tree lights w11.l be dis-
cussed Ln March when Mr. Keith Crawrord~ Director~ Traffic Engineering
will be the speaker.
