Beautification Committee vi
February 1, 1978
The regular monthly meeting of the Beautification committee
was called to order at 9:30 a.m. by Acting Chairman, Lester Dicus,
at the City Hall Annex, Clearwater, Florida.
Members of the Committee in attendance were: Messrs:
Lester Dicus, Spencer Scheideman, D.C. Snoyenbos, Bernard panush,
Hil Morris, James Short and Mrs. Juanita Anderson. Also in atten-
dance were Mr. Pat Tracy, Mr. Eddie Moore, Mr. William Voght, Mr. Gil
Whitton, Mr. Albert Rogers and Mr. Max Battle.
Absent were: Mrs. Blaise Sciarra (excused), Mrs. phyllis
phillips and Mr. Frank Krame (excused).
Following a correction to the minutes of the last meeting,
the minutes were approved as mailed.
Mr. Max Battle was available to answer pertinent questions
from Committee members. The delay at Edgewater Drive is due to
unavailability of the dragline to place the rocKs. Considering the
safety factor, Mr. Battle thought it not wise to stockpile small
rocks. When the' dragline is available, rock will be ordered. The
',smaller rock will fit more closely and will not erode as do larger
pieces.-.The projected tirne'of completion is five to six weeks.
Following discussion concerning the pier .on Edgewater Drive,
a motion was made by Mr. panush, second by Mr. Scheideman, a
reccommendation be made to the city Manager to have the pier removed.
Motion carried.
Mr. Battle stated the trailer.had been removed from the
causeway. He will contact the appropriate person to have the re-
,maining debris removed.
At the present time the corps of Engineers is contemplating
a c~urt action against Norman Bie for removal of debris from his
property, according to Mr. Battle.
Mr. Dicus noted the fruit stand at the corner of Hercules
and Sunset Point Rd. has been removed and the property is for sale.
Mr. Voght, reporting on crest Lake progress, said he is
, having a difficult time finding suitable sod for the project. Sod
used in Sand Key has proven unsatisfactory and rye grass may be .
,planted at Crest Lake to hold the berms.

GUlfview Beach area dunes are being graded and planted to
prevent reduning. Two problems at this site are: reoccurrence
of s~d over sod and the high cost of watering the sod. ($600 mo.~
Consideration is being given using bricKs. Total cost $3300.

M.r. Scheideman reported favorably on the effectiveness of the
tour, January 12, 1978, taKen by members to various city projects.
A motion was made by Mr. panush, second by Mr. Scbeideman, and
carried~ to arrange further tours with the Parks and Recreation
,Department. Public recognition was given Mr. Pat Tracy, Mr. Russ
Britton and Mr. William Voght for their informative guidance
during the tour.

Mr. Snoyeribos noted several areas in the city where trees
might be planted to enhance the area. He also suggested this
. 'corrnnittee migbt contact -the ,Chamber, of Commerce .and Homeowners
Association to see if influence could be exerted to homeowners
i~,tbe city.to upgrade the appearance of their proper~ies. Mem-
bers agreed to reaffirm the motion made on December 7, 1977 to
, continue pl~ntin9 of trees by the City on ~ight-of w~ys when it
:' appears' such' plan~ing is feasible.
