The regular monthly meeting of the Beautification Committee. City of
Clearwater, Florida, was held at the City Hall Annex. The meeting was
called to order by Chairman Frank Krame at 9:30 a.m.
Members of the Committee in attendance were: Chairman Frank Krame, Mrs.
Lee Sciarra, Mrs. Phyllis Phillips, Mrs. Juanita Anderson. and Messrs.
Lester Dicus. D. C. Snoyenbos, Spencer Scheideman, Bernard Panush. James
Short. Also in attendance were: Mr. Albert Rogers. Mr. Pat Tracy. Mr.
William Vogbt and Mr. Eddie C. Moore. Absent were Mr. Hill MOrris, and
Mr. AI Price. (Mr. Price was absent to pick daughter up at hospital.)

Motion by Mr. Snoyenbos, second by Mrs. Phillips, that minutes of the
last meeting be approved as mailed. Motion carried.
Mrs. Sciarra reported information received from Ms. Sallie Parks
indicated tbe scaffolding for the mural to be painted on the east side
of the Blood Bank Building would be raised on January 3 or 4, 1978.
The wall of the Clearwater Federal Building will not be painted as
previously planned. For the benefit of new members. Chairman Krame
explained the "artist-in-residence" program.

Installation of the main lines for irrigation in Crest Lake is just about
completed. Mr. Vog'ht noted that delay in the berms was for settling
purposes. The berms have dropped two and one half feet at the present
time. Requisitions are out for sod for the berms. Mr. Dicus inquired if
berms would be planted. Mr. Voght stated the Gulf-to-Bay side would be
planted and mulched.
No final report has been received by Mr. Tracy concerning the ordinance
to plant trees in private yards. Mr. Moore discussed this proposed ordinance
further to familiari~e new members with the topic of discussion.
A brief discussion was held concerning the undesirable looking area at
the corner of Sunset Point Road and Hercules Avenue. It was determined
this private property is not.in the City limits and the matter should be
referred to the county.

Mr. Scheideman has observed the Court Street area near the radio station
to be unsightly. After discussion he was informed the property in question
was in litigation at the present time and nothing could be done about
the piles of dirt and debris. The Chairman offered to talk to Mr. Tony
Shoemaker to see what could be done about the situation.

Because several members may not be aware of exact locations of the
beautification projects. it was suggested by Mr. Panush a tour of the
project sights be made. A tour. conducted by Mr. Voght, Nursery
Superintendent has been arranged for January 12 at 9:30 a.m. Mr. Moore
passed out fQ~ders showing some of the locations of the Parks and
Recreation Facilities.

Hr. Tracy showed snapshots indicating problems to Oak trees at Crest
Lake Park. In an effort to combat a fungus affecting trees in the orea,
. fungicide is injected directly into the trees.
Following a question concerning the right of private property owners to
the shoreline, Chairman Krame stated that the property owner has 300 feet
."riparian rights". In an effort to improve the conditions along the
shoreline of Edgewater Drive, Mr. !Crame will contact Max Battle who is
in charge of the installation of the riprap for the project.

Mrs.. Sciarra asked if anything would be done to restore the median
plantings leading from the causeway into Island Estates. The large
shrubbery had been removed due to a sight problem with oncoming traffic.
Mr. Moore explained the city had "inherited" the medians, and the upkeep
of these medians in terms of cost was tremendous. Mr. Voght will
determine if plantings from the Nursery may be available to augment land-
. " scaping to the medians. Also the Coaanittee was informed water bills at
the Causeway expanded from $640.00 per month to over $1,OOO.OO per month
when sprinklers were utilized three times weekly to serve new plantings
.from the usual twice per week sprinkling program.
After discussion of the old'swimming pool at the Yacht Club and the
dangerous and unsightly condition which exists there, Mr. Scheideman
made.a motion, second by Mr. Snoyenbos, that the' pool be filled and
. landscaping serve as a replacement. Final action on this recommendation
~ust be by the C~ty Commission.

Correction: . ."Reparian rights" in paragraph 2 should be
in reference to property other than Edgewater
Drive.
