The regular monthly meeting of the Beautification Committee was called to order
by Chairman Frank Krame at 9:30 A.M., March 2, 1977, at the City Hall Annex, Clearwater.
Members of the Committee in attendance were: Mesdames Phyllis Phillips, Mary
Stieneker and Messrs.: Lester Dicus. Albert P. Rogers. R. L. Fourman, Donald B.
Alexander, Frank March1selli, Arthur M. Kruse and Frank Krame. Also present were
Messrs.: Eddie Moore, Patrick Tracy, Alan Smith and William Voght.
Minutes were approved as mailed. Mr. Krame read Mr. Picot B. Floyd's letter to
the Committee regarding the status of Edgewater Drive. The following excerpts from
his letter are quoted as follows: "In the current budget year 1976/77. the City
allocated $20,000 toward the beautification of Edgewater Drive. To date, the City
has expended approximately the following amounts on this project in the form of
acquisition of land, materials and labor:

Our estimates indicate that at least $20.000 mare will be required to implement the
plan submitted to us by Messrs. Donald R. Self and Richard R. Follett. This estimate
does not include the installation of a breakwater to prevent erosion of tbe site.
Recently an inspection of the site was made by the City Engineer and it was evident
that serious erosion of recent improvements is already taking place. Some fo~ of
breakwater is essential to prevent continued erosion....Consequently, improvements to
tbe southern portion of the site has been suspended pending resolution of the break-
water problem....P1ease be assured that the Edgewater Drive Beautification Project
will be completed.1t Mr. Krame, Mr. Alexander and Mr. Rogers have all talked to the
Mayor and he has assured his help in completing this project as soan as possible.
Additional monies will be sought for tbis project at the mid-year budget review.
There was discussion regarding the concrete rip rap necessary to stop the erosion
on Edgewater Drive. Mr. Alexander remarked that the boulders will be placed not dumped
when they are put in. If rip rap is received from the Gandy Bridge. we pay only for
the hauling. The mangroves that were planted were not effective. The curbing project
is beyond $10,000 so it will have to be the last thing.
Mr. Pat McMullen, President of the Clearwater Beach Association and Mr. Krame had
a meeting with Mr. MOore, Mr. Tracy and Mr. Voght to determine what can be dane-to
beautify the Mandalay and downtown beach area. Another meeting has been scheduled for
Thursday, March 3rd, to go to the beach section to assess the situation. They are
considering planting palm trees that would eliminate planters on the sidewalks. Mr.
Kruse said the great trouble on Mandalay is that the sidewalk has been paved from the
sidewalk to the curb. At one time they did plant palms and they did not do well.
Mr. Kruse gave a report on the directional sign for the beach. The Commission
hasn't come to a decision yet on what type they want. The prime place is the approach
on Marianne Street and to have it direct traffic to the North as well as to the South
side. The difficulty is in the character and size of the sign, and it should also be
lighted and directional. The idea of using an earth mound is out. At one time the
sign was going to be placed just east of Howard Johnsons, however, Howard Johnson's
lease has not been -renewed. Presently, it is felt that would be too far from the inter-
section. Mr. Alexander said it needs to be clearly visible and carry the proper message.
Mr. Kruse said Mr. Paroby is going to let us know when a decision is reached.

Mr. Dicus said the Senior Citizens Center has sold their craft building on Laura
Street and purchased land next to their main building which houses the Senior Citizens
offices. This will result in the~r being able to have both services in the same locale.
Mr. Rosers said the Chamber of CoMmerce has been very active in creating a
Beautification Committee to promote the downtown beautification which meets once a
month. Their slogan is "Pull a Weed and Plant a Flower". Mr. Russ Britton of the
City Nursery haa been mast helpful. Billboards are cost free as they have been donated
by the 3 M Company. Mr. Voght, City Nursery Superintendent, said we will have annuals
planted in many of the containers on Cleveland Street. Mr. Rogers suggested we write
a letter and compliment the Chamber of Commerce Beautification Committee on the fine
job they are doing.

Mandalay Marina Recreation Center area will have the sod laid today. Both sections
are operated on shallow wells with an irrigation system.

It is hoped the Gulf to Bay median strip can be improved in the future. We can
no longer put any trees in as the State Department of Transportation requires only
shrubs, and it is done in conjunction with them.
