12/01/1976 BEAUTIFICATION COMMITTEE MEETING j 'e December 1, 1976 The regular monthly meeting of the Beautification Committee was called to order by Chairman Frank Krame at 9:30 A.M., December 1, 1976, at the City RaIl Annex, Clearwater, Florida. Members of the Committee in attendance were: Mesdames Mary St1eneker, Juanita Anderson and Messrs.: Frank Kramc, Lester Dicus, Albert P. Rogers, Donald B. Alexander, Russell Fourman, Richard Follett and George A. Tice. Also present were City employees Eddie C. Moore, Patrick Tracy, William Voght, Andy Nicholson and Art Mulholland. Minutes from the November 3, 1976, meeting were approved as mailed. Chairmpn Krame opened the meeting with discussion about the "Welcome to Clearwater" sign to be placed on Edgewater Drive. The Committee agreed after discussion they would like a redwood sign - the size of the lettering to De determined by the sign people but large enoug~ to be seen clearly from a distance. Mr. William Voght, Nursery Superintendent, said the sodding of the second 600' will be finished by Friday, December 3. Curbing has gone out for bid. The curb is very low and once raised it will prevent cars from running up on the grass. Mr. Andy Nicholson gave a report on the present erosion stability of Edgewater Drive. It took a number of years for the City to acquire the land and some of the land had a <:)deed restriction stipulating no sidewalks or heavily populated area, and also the State gave -restrictions on the limit we could go out from shore. The build up lengths and off shore depths 'and waves will break before reaching higher ground. The present rip rap and rubble we have will withstand and provide good protection. We have selectively placed mangroves which are excellent once they take hold. The cost to make the shoreline completely free of severe storm damage is too prohibitive - it is wiser to take care of it as the need arises. Mrs. Anderson. said there will be a meeting of the Edgewate-r Dri.ve Association Board Tuesday, December 7, and after that time she may have something to report. Mr. Rogers said the donation of $500 from the Board of Realtors had been given to the City with the request that it be used at the Shuffleooard Courts. The Nursery is putting in ligustrum and non-freeze plants and adding a deep well sprinkler system. The Board of ,Realtors.gift has been acknowledged. d Mr. Alexander gave a report on the New Resolution #76 which was discussed with the Legal Department and how it differs from the original Resolution #69 which he wrote in 1969. This explains how the Resolution was titled. The Legal Department said it must conform to the City Charter which is quoted: "ARTICLE IX. ADVISORY BOARDS Sec. 80. How constituted. The city commission may at any time appoint an advisory board or advisory boards, composed of men or women who are residents of the City of Clearwater qualified to act in an advisory capacity to the city commission, the city manager, or to any department of the city government, with respect to the conduct and management of any property or institution, or the exercise of any public functions of the city. If the city commission is unable to fill the membership of said boards with members who are residents of the City of Clearwater, it may appoint members who reside outside of the corporate limits of the City of Clearwater. 2 ~ The members of such board shall serve without compensation for the time fixed in their appointment, or at the pleBBure of the commission, and their duties shall be to consult and advise with such municipal officers and make written recommenda- tions which shall become part of the records of the city. All appointments which are to be made by the mayor nnd/or the city commission shall be made in the following manner: (a) At a city commission meeting the mayor shall request names to fill the vacancies on the various boards. Such nominations with brief resumes shall be made by any or all of the commissioners and the mayor-eommissioner. Nominations in writing, with resumes, will be accepted from the public. (b) After receipt of the nominations, the mayor shall review tbe nominations, screen and interview the individuals nominated, if deemed necessary, and report back to the city commission at a commission meeting the names and perti- nent information concerning nominees suggested for each vacancy. (c) The city commission shall at a regular meeting, act on the recommendations of the mayor and by a majority vote appoint one of the nominees for each vacancy. CCh. 65-1385, & 7, Spec. Acts 1965; Ord. No. 1524, & 1, 9-3-74)." After much discussion, it was decided to accept' the New Resolution 076 with the number of members being changed to twelve plua the Chairman. However, until such time as a vacancy arises, the Beautification Committee wishes to maintain its present status of thirteen members plus the Chairman making fourteen. Mr. Rogers made a motion to accept this Resolution 076 with the above change. Mr. Tice seconded it. Motion carried. Hr. Krame read the commendation letter which the Beauti.fication Committee sent to the C1,ty Manager, Mayor and Commissioners praising the. fine work of the City employees ~. "."', involved. in the beautification of Edgewater, Drive. ---' Mr. MOOTe advised that the C01Illllission has approved the old Youth Center site now called Youth Maritime Center for a children's playground area. Sodding and irrigation system will be installed prior to the first of the year. The area south of the new tennis courts will be beautified, also. In the next month you will see quite an improvement. The tennis courts are completely finished. Also, the City is making an effort to purchase. an approximate two acre tract of land on Clearwater Beach from Mr. Mallory. Mr. Dicus asked about Crest Lake beautificati.on. He suggested perhaps some attention .' be given to the entrance from Cleveland Street. There are. several piles of sand that do not enhance the appearance, and he would like to see some kind of perennials planted. Mr. Moore said this will De considered. Mr. Moore also discussed the water usage on Clearwater Beach and how extensive the .shower water is wasted. Mr. Mulholland said there are only two counties in Florida that p~ovide public beach showers - Pinellas and Sarasota. Mr. Follett extended ~n invitation to all of the committee members to attend the Task Force meeting on MOnday, December 6, at 8:30 A.M. at the Chamber of Commerce meeting room. After months of study, this will be the first physical presentation. Mr. Tice said the Clearwater Beach merchants association wanted to beautify the~r storefronts and streets.
