Those in attendance were: Albert Rogers, Chairman; Miss Grace Smith, Mrs. Juanita Anderson, Messrs: Donald Alexander, Howard Groth, Frank Krame, Lester Dicu~, Russell Fourman, Robert McMichael, Frank Marchiselli. Also in attendance were Messrs: Alan Smith. Parks Superin~ 'ten~ent and Lynri Ahlgri~t Assistant City Forester. Those of the Committee not ,present were: Forrest Watson, George Donatello. Pare Powell, Tom Shepard,'Arthur Kruse and Mrs. Raymond Stieneker. A memorandum of July 23, 1975 from Mike Paroby, Assistant City Manager to Eddie Moore concerning painting of mural or a design on side wall of the Eckerd Drug Store on Clearwater 'Beach was reviewed by the Committee. Motion was made by Mr. ,Alexander that the Beautification Committee felt this matter, should be referred to the Building Department to be put in proper line for consideration. Mrs. Anderson read the letter, to the Committee. :~ 'In effect', Hr. Landers stated there are two pe'riding applications ;: for this project. First, an application: for the construction' is complete. Second, application for dedication of state-owned submerged land to be filled, is nearing final stages of comple- tion for approval by the Dept. of Natural Resources. It is anticipated the dual applUntions should be completed in early August and issuance of dedication and construction permit should follow quickly. CORRESPONDENCE REVIEWED (Cont.) 3. Edgewater Drive Projuct Correspondence and Up-Vnte. Chnirman Rogers reported he had been in touch with Max Battle and Cecil Henderson to find out how this project wos progressing. He had been given a copy of a letter of June 23. 1975, written to Mayor Cnzarcs by Governor Askew concerning tile Edgcwnter Drive Project. Mr. Rogers reviewed the letter with the Committee. In it the Governor explained the Department of Environmental Regulation. created by the Environmental Roorganizlltion Act of 1975, will start functioning July 1. It will take oveE the permitting of functions presently under Trustees of Internal Improvement Trust Fund. ,I i, Quoting from the Governor's tetter: "Since mnny of the Trust~e8' staff members will transfer to the Department of Environmental Regulation and since all pending application files will be trans- ferred to the new department, we expect no significant delay in the routine processing of applications. Regarding your applica- tion for the beautification and protection of Edgcwnter Drive: (Alternate U.S.19)~ there will be no delay in ~inal action. The works ,application is completed and all necessary environmental i reports are in. The d adiea tion applica tion is' now ,in the final lstages of processing and will be ready for final action some 'j time: in' July. II ' !'! " 1 'I ,j A brief discussion followed concerning the aforementioned 'c o'l.-res pondence. AGENDA TOPICS FOR REVIEW AND DISCUSSION VIERCE STREET - WATERFRONT CAUSEWAY AREA: Mr, Rogers reported ,his numerous endeavors to get this area completed for several 'months. Most of it har. been done with the exception of City- ;owned 250 feet strip fronting the water seawall. Pierce 100 has 'don~ their part 100% in the development of that location. A report had come back that the strip might be gr~veled. Serious erosion is now taking place which will make it necessary to have 'three to four truckloads of fill to correct the situation. It was pointed out Pierce 100 pays $50.000 a year City taxes. or '~pproximately $1,000 a week. and still ca~not get City to assist :1n getting this matter completed. The cost of fill is approxi- ~ately 8~/Yard square foot layed. If given authority, Pierce 100 would have them come in there the next day and have it done. Bank of Clean/uter has completed highly commendable landscaping and parking lot work, planted nccording to City ordinanccs. It was felt this should be put on the Agenda and, a letter written to Parks and Recrcation Department inquiring of them to give US Borne report of what plnns orc rORnrding chis mutter. '~vc been put in on Gulf-To-Bay and some shrubbery on Cleveland Street. Two months ago an inspection revealed rose garden which goes in from Cleveland side was in pitiful condition. No new plants have been put in; there are six planting areas with sprinkler systems. Mr. Rogers said he would like it ,brought to the attention of the City NurBery Superintendent William Voght if and when commitment to do something about this would be'made. Mr. Smith contrihuted that due to the terrific cost of water and utilities bills. mostannunls beds have gradually been phased out and to his knowledge no new rose plants have been ordered for some time. The question arose if City Hall's' rose beds wouldn't come under the same ~riiegory of rulings; and if so. then it was felt Crest Lake should not be excluded either. This would be an item for question of the Pa~ks ari~ Recreation Department. TREE GIVE AWAY PROGRAM - SEEDLINGS As stated at prior meetings, the 1800 trees (seedlings) given away in June had proven ample supply. Planriin~ ahead is important to a program such as this. Mr. Rogers had as~ertained from State Nurseryman there might be available to the City l,OOOto 2,000 seedlings which could be made available to Clearwater. ,Th~ Committee would like to know from the Parks & Recreation Department if: anything has been done about getting these seedlings. This would be ,inc'orporated in the memorandum to' that Department., TREE TRANSPLANTING - Mr. Rogers reported the City has accomplished during the past week a beautiful job in transplanting two very large~ excellent palm tree specimens taken from ~he Bypass under construct~on and replinted on the Causeway toward the Beach. This is a difficult ,procedure'and the Parks and Recreation Department should be commended, fo~ wo~k done. ' KINGS HIGHWAY CENTER - 1751 Kings Highway. This new area still has ,parking lot work in progress. Beautification will proceed upon completion. ~ .! NORTHEAST GOLF COURSE - In Mr. Moore's absence. Mr. Rogers reported that further contact had been made with Landscape Architect Ron Gar! on this~ A ~reliminary plan would be drawn up by him and by next meeting, M~~ Moore would hope to have an updated report on this. If 80, what are they trying to get? It WilS felt: it Is within the realm of this Committee to know what funda and plans urc involved in beautification. materials ancl availability [or the various City projects. Mr. Groth said copies of proposed budget were nvnllnblc at City Library and City Clerk's office. Messrs. Rogers and Alexander agreed they would try to check into this, Another inquiry came from Mr. Krume concerning possible Federal funds available to support major City landscaping projects. It was stated several years ago a nUD pr.ogram had been discussed, but evi- dentally had phased out. Mr. Alexander contributed that Jeff Butler in the City Manager's office was the gentleman who would be knowledge- able about the City's investigation into such matters. BUS SYSTEM BENCHES The bus system is now being operated County- wide and benches are allocated under the Transportation Program to be installed at ~rious bus stops. Mr. Rogers had noted new style of bench (with yellow slats) near Sunset Point area which were attractive in line, somewhat similar to City Benches. Mr. Smith suggested if any inquiry needed on this, it might be directed to the Transit Authority from what agency of Government these benches are obtained. OPEN DISCUSSION PERIOD EMPLOYMENT OF LANDSCAPE ARCHITECT - Mr. Alexande~ reported the CityCommlsslon had denied request for employment of landscape architect to do Edgewater Drive design with statement it was not necessary and could be done within the City staff. Members of the Beautification'Committec were most disturbed by that and had orig- inally started out with the idea it needed professional assistance, specifically on projects like Edgewater Drive Project. EDGEWATER DRIVE - MORE DETAILS & DISCUSSION - Mr. Alexander presen:ed a plan he had worked with on this project. Committee members reviewed it with him and a discussion followed in some detail - generally outlined as follows: 1. Edge~ater Drive must remain a beautification area and approach 'to the cities of Clearwater and Dunedin. " 2. Area .hou1d be left only for the enjoyment of view, walking on the grassed areas, with benches at either end of the area, some bike/walkways perhaps. 3. Landscaping should be kept at low-growth level so as not to ,obstruct view for passerby of the Bay as well as property owners who deeded this land over for this project under these stipulations. 4. No wheels on the area - signs would and should be in office as project proceeds. 5.,N~ picnicking nor litter allowed. (Again. signs & policing would implement this.) 6~C'ongestion of off-street-&-side street parking a consideration; suitabie signs used for benefit of property owners in that area would be a must. Tom Shepard, landscape architect, to furnish City with plans nnd proposals he had worked on when under City employment and turn them over to Parks and Recreation Department at earliest possible date 80 planning and planting materials projections could be accomplished and tied in when project was ready for that stnge. Some committee members reported they had observed improvement in their own residential areas regarding curbside trash since this ,,,as ,sent out. The committee members felt this matter had been brought to the City's attention with '~60d response on the beach area and the City Manager's office h&d,corresponded with response concerning their efforts in the 'downtown areas recently. Therefore this matter would be held " in abeyance. V. -..', ). 3. Munic1pal,Auditorium Location. Mr. Powell suggested this be 'brought before the Beautification Committee. A discussion followed with contributing information from various committee members, This matter is being worked on by Impact Co~mittee and studied by all City Departments. Numerous locations have been investigated and elimination processes are well under way. The 'City Commission has this matter before it at Work Shops and it i~ felt some definite conclusions will be forthcoming.
