The monthly m~eting of the Beautif~cation committee was
ca1l~d to order by Chairman Albert Rogers on January 8, 1975,
at 9:30 A.M., in' the meeting room at City Hall Annex, 10 South
Missouri Avenue, Clearwater, Florida.

Mr. Rogers report~d that ten of the Holly trees donated to
the city's Beautification program'last year. had been transplanted
from Mercer Nursery to the Stevenson park area. These plants

serve as fine additions to the landscaping in this area.
.Mr. Rogers sai3 a letter ~~ appreciation would be sent to the Board
of Realtors gi~ing location of where the trees have been utilized.

that area. Th~ committee was informed the matter had been taken
'care of following the last meeting with saiQ timer registered for
twice-a-week s?rinkling. Planting beds in Stevenson'park are to
be set up as s~on as the Police Station landscaping project is
completed.

11r. Rogers reported he had sent Mr. Moore a memorandum on
January 7, 1975, enumerating benc~ program requirements along
wi~h a bench replacement required on LeBeau Street. ~~. Rogers
requested the Causeway be~ches be completed within the next 30
days. Mr. Noore replied he was in receipt of the memo and require-
ments would be accomplished.

Mr. Moore was asked to bring the committee up to date on
relevent matters of interest to the Beautification Committee.
He reported as follows:
1. Sky Crest Nursery. ' city is trying to utilize and
. salvage as much materials as possible when 'time
and manpower allows. Materi~ls being used by both
Forestry and Nursery Divisions.
. .
2. Water costs are the major factor of concern in all
areas. parks and Recreation Department uses more
water than any other Department of the City. Mounting
costs, which have tripled and even quadrupled within
the past few months, have brought about tremendous
cost and budget problems. Recent contractual investi-
gations on shallow wells installations in several areas
have proven disappointing and still there is the great
need f~~ water supplies to keep our areas attractive.
contin~ed investigations are being made in such areas
as Island.Estates medians, Memorial causeway and
Morningside 'areas. Mr. ~rd inquired if the City gave
special water rates to its Parks and Recreation Depart-
ment. The answer is: IINo.'J An example was given.
Where a 2-ipch water meter which costs $129/montb,
.' basic'rate, has"a,month of no consumption, base rate
of $129 is still paid. It was noted that City area
golf courses 'have their own wells for watering. '

3. Fertilizer prices have gone up 30~~-40~~: another major
'. concern.
4. plant materials budget has been cut. Parks and Recreation
Department is dependent upon the city Nursery for plants
which it develops and donations that come in which ~re
most welcome from indivipuals and organizations such as
the much appreciated assistance from the Board of Realtors.
Moreover, there is still the problem of lack of necessary'
pers onne 1.
5. The City Forestry is now engaged in a lengthy prog'ram of
installing a buffer. strip along the highway, using 250
evergreen trees to screen the new sewage treat~ent plant
at the City-rn~ned 320 acres in northeast Clearwater.
This project will take them well into.February.

Mr. Donald Alexander was asked to comment on any further
developments' concerning his contact with the City Manaqer's
office and City Commission for funds to hire a full-time landscape
architect for all City area~ including parks areas already pur-
chased by the city. The matter seems to have come to a standstill,
though it is understood the City commission might be favorable to
~his funding. Members of the Committee agreed they were aware that
Parks and Recreation Denartment does not have funds set aside for
..
a landscape architect. It will take funds from the City Manager's
office ,in all likelihood before the Edgewater Program can proceed.
Mr. Tom Shepard had done preliminary plans during a time funds
carne from Parks and Recreation and had been paid for his efforts to
'date. Mr. Kruse stated the point was to try to complete plans
begun on the Edgewater Drive Project. ~~. Alexander stated he
had been informed about a 'month ago that if landscape architect
services were needed and the City Manager's of~ice could be con-
vinced, funds might be obtained. No one had convinced them yet.
It was concluded that immediately following the meeting, 'a
. committee of three (Mr. Rogers, Mr. Kruse and Mr. Alexander) would
'go to City Hall to confer further on this matter and report back
to the Co~~ittee'ne~t meeting.
. Mrs. Stieneker reported she had contacted the Postmaster
at the main center on Belcher concerning the rose beds and had
been assured by him the beds would be restored. Mr. Rogers
commended Mrs. Stieneker for her follow.through and in obtaining
positive results. .
Mr. Perc Powell presented to the Committee two proposals for
discussion and ~:onsideration, typewri t.ten copies of which he
turned over to ':he secretary for incorporating in the Committee
Minutes. He thnn read the:o\ before the committee as follows:
Proposal ~o~: l'It is my contenti:on when the City of
Clearwater insti.gated curb collection of garbage to save money'
it was detrimental to keeping our City attractive.
"Seeing rows of garbag.e cans on our streets not only becomes
an eyesore twice a week, but the fact the majority 9f garbage
containers are not covered, garbage is also put in ordinary boxes
":. . ~ric6vered, branches and garden debris is piled up. The wind plays

Chair.man.Rogers ascertained Mr. Powell had been .active in

Powell to head a committee to go into these proposals and report
to the committee at the next meeting. Mr. Powell consented to do
so.
A brief discussion ensued concerning need for keeping the
downt0\'1il areas cleaned up. l>1r,. Powell sUFPorted his evidence
for the need of closer Sanitation Department follow up with
pictorial evidence.
. . Mr. Krame commented on shrubbery problems of private
'. .:'. properties which obstruct traffic views and cause traffic hazards.
,.', ').' ," He had . witnessed an accident due to this 'at the southwest corner of

.On SR 590 (Drew Street) at its interaection with Greenwood Avenue;
.th~re is an offset in the curb lines Which makes it necessary for
all traffic to owing left 2'-3' as it croases Greenwood Avenue. We
have received complaints a.lJout this from time to time.

A'relatively minor construction project would eliminate this problem
by. tapering the curb line on the north side of Drew Street to provide
a transition area from one curb line to the next. If this \~re done,
repainting of the center and lane lines to follow the north curb
line',;ould, in effect, eliminate the offset in both directions
