" Those present were: Albert P. Rogers" Chai~an, Mrs. Mary E. Stieneker, Miss Grace Smith, Mrs. Juanita Anderson, and Messrsl Robert McMichael, Russ Fourman, Frank Krame, Lester Dicus, Donald B. Alexander, Frank Marchiselli. Also present wer~l. Messrs: Gil Whitton, Pinellas County Extension Director, Eddie C. Moore, Director of Clearwater Parks & Recreation Department: Ream Wilson, Assistant Director: Alan Smith, Parks Superintendent: Patrick Tracy, city Forester: and William Voght, City Nurseryman. Watson, Jr., George Donatello, Larry Lord, and Tom Shepard. Motion made by Mr. Alexander, second by Mr. Whitton~ that Minutes of the November 5 meeting be approved as recei ved. An exception was made by correction on Page 3, paragraph B, which should have read: IIMrS. Stieneker, representing the Clearwater Garden Club..... instead of "Miss Smith, representing the Clearwater Women's Club.1I Mr. Rogers commented that all had received an up- 'dated list of names and addresses of members of the committee with said minutes. Mr. Francis Krame was introduced to the committee. 'Mr. Krame was Parks Superintendent for the city of St. Louis for approximately 25 years. Mr. Rogers reported on the Bench Program with regard to repainting of all but a few benches on Cleveland which should be completed by next week. New slats are available for completion of other work. Mr. Fourman reported on bench changes in Stevenson Park. Stevenson Park will have evergreens planted in that area to lessen maintenance costs. Mr. Moore and Mr. Rogers discussed the sprinkler system at the Park and setting ttmers more often for proper watering of the oak trees in the area. Mr. Voght will check this matter. .' " _ I" - l ." . -\, ,> .' ..\ Mr. Rogers reported on donation of Skycrest Nursery plant materials by the Emil Matz family to the city. Appraisals will be made of all'plants, and this information ' provided to Mr. Metz. An 'appraisal figure of approximately $30~O has been estimated. Mr. Moore stated transplanting of some materials directly to the landscape site (the Police Station at this time) is being done to save double handling. 'Mr. Rogers commented on the Tree Donation Form used by the Forestry and Nursery Divisions of the parks and Recreation Department. Mr. Tracy reported in a monthts period, out of eight donors there averaged an approximate yield of 60 pieces of plant materials. The status of the Edqewater Drive project was discussed including deeds to the submerged lands. An abstract check is being made at this time. Mr. Rogers relayed a telephone message from Tom Shepard, who was unable to attend the meeting, that he would like to know if the committee was going to make a decision on Edgewater Drive and if they warited him to go ahead on design. A lengthy discussion followed. Mr. Donald Alexander stated that for eight years he . had been trying to qet the City of Clearwater to work on hiring a qualified landscape architect for ALL city services. There had been a ohange in management about half way through: the new management had put it on the bottom of the pile and have just now been oonvinced they should do it but at the city Manager's office level where there are funds. Mr. Alexander has written a letter in this regard, copies of which have been distributed to the Mayor and City Commission, as well as facts published recently in the pinellas Times. Mr. Alexander further pointed out that several pieces of parkland had been purchased by the city in recent years and are in need of landscape architectural services. Mrs. Juanita Anderson made a motion that a qualified pro- fessional landscape architect be employed by the City Manager's office, to work under his direction and he assigned to various departments as requested. Motion seconded by Mr. Whitton. Discussion followed. Mr. Voght, city Nurseryman, presented problems that could be encountered with architectural landscape plan~ing and necessity of using available plant materials from the City Nursery. .Messrs. Alexander, Dicus and Mrs. Anderson agreed architectural landscaping design for the various areas should be considered establishing what was' needed and prooeeding on the basis of available material. ~~o Dicus stated the Post Office .had used this process in the architectural planning and planting of " materials. ': ' . j]xl 'II" jI" \~f , , . :- .' Mr. Rogers commended Frank Marchiselli and patrick Tracy on their efforts and assistance in the perennial planting's at the Board of Realtor's parking lot. Beautification' or improvement to the crest Lake was dis- cussed. Mr. Tracy indicated additional trees would be an asset to Crest Lake's beautification program. Further, Mr. Tracy reported the Forestry Division had been involved in small plantinqs at the Senior citizens for their opening: the afore- mentioned Crest Lake transplanting and routine trimming work of the Department. Alan Smith, Parks Superintendent, reported on maintenance of park areas and flower beds. Messrs. Moore and Voght reported on the Department's efforts, in obtaining contracted installations for shallow well '.systems. Deep wells will be necessary at stevenson Park and the Causeway due to salt water. Causeway planting will take priority during the next two weeks. ., ,. . I:,'. ',. , , f.' , . The Police Department Beautification project has been bogged down with the problem of the Nursery's four-man crew having to use their own labor to break through 8 inches to 10 inches of shell. ~~,. . The pros and cons of continued use and/or repairs of the union Street Pier and proper "hazardu signs being put up as warnings to persons who might presently try to use the pier. ' "': it', . tf' ~t..ti. ~.;" j\J.. ~ f. , i ~ , f' . Mr. Moore presented a. brief report from the Electrical Division of the Traffic Engineering Department concerning the fountain at Crest Lake. He also told the Committee the City Manager's office wants to know what the Beautifieation Committee's feelings are concerning the inoperative fountain. The matter of obtaining more detailed description of costs of repairing and restoring the fountain was discussed. Mr. Dicus made a motion that the fountain be left in Crest Lake to be utilized there now or in the future plans for Crest Lake and not dismantle it. Motion seconded by Mr. Alexander. Motion carried unanimously. Short discussions ensued on the following: 2. The replacement and plans for the planting Pots in the downtown area. One is being reconstructed at the Nursery: two others were destroyed by fire damage. 3. Mr. Francis Krame gave brief commentary on his back- ground and experiences as Parks Superintendent for the Ci~y of St. Louis with the 150 parks involved there. He also had a sample of uKeep City Clean" signs St.Louis uses on refuse containers for possible implementation in the Clearwater area. 4. Mr. Whitton commented on his present experimentation of . an ornamental plant and tree similar to a poplar to determi.ne hardiness for this area's use. He also recommend- ed a book, which the U. S. Department of Agriculture Forestry Service offers without cost, entitled: "Important Trees of the Southeastern Forest.1t ,. There being no further business, Chairman Rogers adjourned the' meeting at 11;00 A.M.
