BEAUTIFICATION COMMITTEE MEETING
SEPTEMBER 4, 1974
The meeting of the Beautification Committee for the month of
September, 1974, was called to order at 9:30 a.m. in the offices of
the Director of Parks and Recreation at 10 South Missouri, clearwater,
Florida. Present were: Albert P. Rogers, Chairman; Mesdames Mary E.
Stieneker and Juanita Anderson; Miss Grace E. Smith, Gil Whitton, Larry
W. Lord, Frank Marchiselli, Bob McMichael, William Voght, Ream Wilson,
Alan smith and Patrick Tracy. Those not present were: Messrs: Tom
Shepard, Forrest Watson, Jr., George A. Donatello, and Eddie C. Moore.
Also attending were Mr. Alexander & Mr. Fourman. and Mr. Kruse.
Chairman Rogers called for approval of the minutes of the August,
1974 meeting approved as mailed. Mr. Fourman asked that a correction
be made of record about the statement in second paragraph from bottom
of Page 2, concerning as follows: IIMr. Fourman stated members of his
church and himself had formed a clean-up and weeding party....1I Mr.
Fourman stated no church group was involved. Correction herewith
noted. The Minutes were then approved by the Committee.
chairman Rogers.next read from Resolution No. 69-108, creating
a city of Clearwater Beautification committee Setting Forth Its
. Responsibilities and Membership-- more specifically point out Reso-
lution No.2, wherein is stated the city's areas of representation
and who are to make up the Beautification Committee. It was brought
to,the COmmittee's attention that terms of committeemen, Mr. H. S.
Lawrence (representing the Downtown Development Authority) and Mr.
Clark Palmer (representing the Gulf-to-Bay Motor Court Association)
had expired in August, 1974, and replacements would have to be presented
to.the Mayor at the earliest possible date. Miss Grace Smith who
represents the Clearwater Woman's clUb also had term expiring in August,
1974 and was asked to continue in that capacity by Chairman Rogers.
Miss 8mi th graciously::' agreed to do so. It was stated a replace~ent
representative for the Senior Citizens Services due to Mr. Frank
Schebler's recent resignation would be presented to the Mayor before
the week was out.
The next items of business was the Bench program. Mr. Rogers
stated he had made a survey the Sunday prior to this meeting of benches
on the way.. to the Beach as well as the Beach areas. All benches have
been reslatted and that area is in good order. Mr. Rogers also recounted
his recent survey of the Crest Lake Park area, remarking that it is
amazing how many people patronize that park. He had counted 15 benches
in the area, all needing to be reslatted, requiring 105 slats to do the
job. Mr. Smith, ~arks Superintendent, was asked if any surplus slats
were available and how this could be accomplished. Mr. Smith replied
there were not enough slats in reserve to do this work; the balance
would have to come after the first of October when the new budget goes
into effect.

Mr. Rogers further reported that Stevenson Park has two benches
which have been repainted. It was his suggestion that one should be
transferred to the beach area. A bench is also needed at Venetian
Orive and Ft. Harrison for the bus people. Everything to the north
of town is in very nice shape. However, Mr. Rogers continued south
on Ft. Harrison from Cleveland to Parks street on to south of the
city limits, only five (5) benches are along that strip. He inquired
if more could be installed. Mr. smith informed the committee that
the only time more benches can be installed is through citizens.

The Chairman also pointed out that on Cleveland Street between
the Capital Theatre to Cleveland plaza, there are 40 benches which need
attention in regard to reslatting and concrete ends needing repair work
done. A discussion followed wherein Mr. Rogers told of how some of his
own men had done work on benches. He asked if there was a possibility
of Mr. Eddie Volland in the Maintenance Division, assisting in getting
city manpower to get painting done or possibilities of having benches
removed in groupings on trucks, taken to a central area shops for fast
spray painting to facilitate completing this job. Mr. Ream Wilson,
Assistant Director of Parks and Recreation, said he would look into
the matter and discuss same with Mr. Voiland who has also been plagued
with manpower shortages and would try to have a report for the Committee
by next meeting.
Chairman Rogers called the committee's attention to a recent
article on mangrove planti~gs. He suggested that resettings of mangrove
plants along the bulkhead lines in the Edgewater area might afford
favorable interim assistance from the standpoint of looks until further
accomplishments could be done on the Edgewater project. A brief discussion
followed on other good plantings for this purpose.
The sUbject of progress on the Edgewater project continued. Mr.
Rogers stated to his knowledge this project is still resting on the
desks in Tallahassee but it was known that a Mr. Monte DeOcka of the
Department of Transportationls Regional Offices in Tallahassee had this
project ready to present to the State.
Mrs. Juanita Anderson, representing the Edgewater Drive Association,
commented that more rUble was needed in the area as had the delivery
of more been long expected, that unsightly piles of dirt still remained
along the drive area with weeds growing up among the present ruble and
dirt, giving it an even more unpleasant sight for passersby to behold.
At a later time during the meeting there was further discussion
concerning money allocations and allotments still in effect under the
1970 G.O.B. program for the Edgewater Drive project. It was deter-
mined, and the Committee was assured that the original $30,000.00 grant
remained in effect and was available on draws basis until expended and
this grant does not expire~ $19,100.00 remains unexpended at this time.

Mr. Wilson was aSKed the statuB of various projects with regard to
the Capital Improvement programs under the new budget discussed at a
meeting of the commissioners the day before.
Mr. Wilson said for the information of the Committee, the city
commission will have a hearing on Monday night, September 9, at 7:00
p.m. People are urged and welcome to attend and learn about the
Capital Improvement Programs as well as information on operation of the
budget. The meeting will be held at the City chambers--and anyone
interested in attending are welcome to go. Mr. Alexander and Mr. Kruse
indicated they planned to attend, if possible.
Mr. Wilson informed the Committee of the several projects which
have been allocated funds: The ~od Valley park, Haines Road Park,
and Kings Highway. The Number Two project approved is the McMullen
Park area, which consists of 20 a~resr specifications are being
drawn up to let for bids.
The Martin Luther King project (recreation building located behind
the Clearwater Comprehensive Junior High School) is progressing well
with the recreational building facilities almost completed. Mr.
William Voght, city Nursery, will be working on the landscaping of
this area. Dedication ceremonies should take place some time in
November. They are trying to get representatives from toe Martin
Luther King Foundation for this dedication program. This complex is
a much needed facility and will be a fine addition to the city.
In regard to further beautification programs, the city Annex
layout is progressing. It has been found there are a lot more planter
spaces than anticipated. Messrs. Tracy and Voght agree they are going
to be able to make this a nicely landscaped area in due time.
Among. the Capital Improvement programs projects funds available
under the 1970 G.O.B. grant discussed was recommended funds beginning
in October for the Softball complex in the area of $225,000.00. It was
stated many people want these facilities, but there is also the feeling
that quite a few might not feel this money should be spent that way but
rather spread for more neighborhood-type facilities. This will come
before the Monday evening commissioners' Hearing and will be discussed.
Any opinion of the Public can be expressed at that time.
other priority fund grants enumerated were: a 235 Housing project,
Valencia Park, and Del Oro Park south of Kapok Tree on Haines Road.
~other project in the planning stages, is an area just behind the City
Annex which has been purchased by the city, on which now sits an old
school building to be demolished in the near future, to make way for
city owned trucks officed at the Annex. Some of the land will be
used for this purpose and it is now planned about a 100 x 100 foot
area will be used as a playground area for the children who are
engulfed by the heavily trafficked borders of Greenwood, Cleveland,
Missouri and 'court streets. The area will be landscaped surrounded.

It was stated the parks and Recreation Board had been asked to deal
only with the most needed projects. other projects will fall into
other funding sources. Mr. William Voght as well as Mr. Wilson spoke
to the Committee about two areas which will shortly be completed in
regard to landscaping and beautification programs--the Police Station
and across from it~ the Fire Station. These facilities have furnished
most of their own landscaping materials.
Mr. Voght reported they were receiving considerable donations of
marvelous' plant materials, but more was always needed. He said that
if anyone on the Conunittee knew of others not aware of the donation
program~ to please so advise them of the city's needs and let them
know the city would provide removal and soil replacement for acceptable
plantings, all of which save the City a tremendous amount of money
and serve a very beneficial beautification contribution to Clearwater.
Mr. Voght also stated he would like to thank Mr. Gil Whitton
for his great assistance in determining a Canary Island weavil infestation
in one of five very nice palm trees owned by the City. His assistance
helped to save four other trees as well as saving the City much time and
money in determining the cause of a disease which could spread into
valuable trees.
Mr. Arthur Kruse of the clearwater Beach Association inquired if
there had been any thing projected for the Yacht ClUb property. Mr.
Wilson explained there had been a discussion on that at the Commissioner's
meeting the day before and that there was just so much money for the
next year and unfortunately there was no money being allocated at this
time for the Yacht Club, nor the Youth Center next year.
A further discussion ensued about improving plans to incorporate
the Yacht Club and Mandalay Park into one project and complex. It
was agreed that such a matter should be considered and a new plat plan
drawn up to show this possibility. It was further agreed this is anouher
subject which could be brought up at the Monday night hearing. Mr. Kruse
and Mr. Rogers stated people of the Beach area should indeed be en-
couraged to attend the.hearing and express their views.
Mr. Rogers complimented Mr. patrick Tracy, city Forester, on his
handling of acknowledgment of Mr. Waller Smith's contribution to the
city of the sable palms, stating his friend, Mr. Smith had expressed
his appreciation of same. Mr. Tracy was also asked about the maple
tree farm; he replied it was located east of the city, approximately
40 acres.
