BEAUTIFICATION COMMITTEE MINUTES

. A joint meeting of the Benutification committee involving members
of various city Departments was held Wednesday, February 6, 1974, in
City Hall, 112 South Osceola Avenue. The primary purpose of the-
meeting was to discuss action to be taken on the Edgewater Drive
Beautification project.

Those in attendance were Messrs. Al Rogers, Chairman~ Arthur
Kruse, Russell Fourman, Tom Shepard, Frank Marchiselli, Larry Lord,
Frank Schebler, Forrest Watson, Jr., Don Alexand~r, Mike Kenton,

Max Battle, Alan Smith, Pat Tracy, Keith Crawford, Ream Wilson, Mrs.
Juanita Anderson, and Miss Grace Smith. Absent were Mrs. Mary
Stieneker and Mr. Robert McMichael.
Edgewater Driv~. Mr. Al Rogers opened the meeting introducing
Max Battle, City Engineer. Mr. Battle displayed a graph of the Edge-
water Drive property and stated all parcels have now been secured
by the city except the southerly Bradham-Brown Tract, which is still
under negotiation. Howeve'r, Mr. Battle reported that on a few of
the parcels, there are restrictions such as no picnic tables, grills,
etc., being allowed. It was questioned as to the particular time that
~his project could .be started. Mr. Battle felt that the report shoulg
b~ filed with Tallahassee before any work can be done. This will be
at least March 21, when the next meet~ng will be held. It appears that
Ta~lahassee, at this time, is in favor of the plan. Mr. Battle will
follow ~p, on this report. Mr. Battle felt that riprap would be the
appropriate substance to place along the bulRhead line. He stated that
when .beautification begins, sod should be placed immediately behind
the'riprap and towards Edgewater Drive. Mr. Battle was requested to
survey this bulkhead line.

It was mentioned that a site plan for the proposed beautification
be started immediately. Up~n the completion of this site plan, there
is the'possibility that the Cuban Laurels, now located around. city
Hall, could be placed along Edgewater Drive as called for by the site
plan. The remaining beautification, inclUding items such as sod,
flower beds, etc., would wait until such time as the riprap is in place
in order that heavy trucks and vehicles would not cause damage. It
was further felt that the placement of the riprap should start at the
south end of this drive and move north.
It was questioned if by placing the Cuban Laurel trees an~ other
shrubbery around,' if this would block the view of the water. It was
decided this would add to the beauty and not detract from the vision.

Meeting
McMullen Park. The tree survey and the layout of the loop road
within this park are almost. complete. Upon completion, tennis courts will'
be located around the trees and established on a site plan. The tonnis
pro shop-clubhouse is in the hands of the architect who has prepared
schematics. These are being reviewed at this time.
Marina Plans.

The plans for this facility are still in hands of
Kings Highway Property. The architect assigned to this project
is working on elevations for the building. It was mentioned .that
parking and entrance to this park be provided both from Kings High-
way Road and from the east side of the park.

Peonwood Park. Residents from the Del Oro section of Clearwater
requested that work be started on this project and that the Recreation...
facilities take,pr~ority over the construction of the Neighborhood
Recreation Center Building. They were mainly interested in the init;al
development of a ballfield for Little League youngsters which is now
. under construction. This field should be ready for Little League play
in March.

Crest Lake Development. A report from the last meeting was read
on the development of' Crest Lake Park. It was agreed that any infor-
mation on' the development would not .be released publicly until March.

RESOLUTION

WHEREAS, the City or Clearwater is preparing to rill a 2.600 foot
strip of Edgewater Drive within the City of Clcar~atcr in its beautification
project for said right..of-way; and
WHEREAS, the City of Clearwater wishes to request the Pinellas County

Water and Navigation Control Authority to waive the proccssing fee [or this

beautification project; and
WHEREAS, said Authority requires a formal rcquest be made by a
municipality for the waiving of said fee;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
CqMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
~ SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:

'1. That the City Commission of the City of Clearwater hereby formally
requests the Pinellas County Water and Navigation Control Authority to waive

: the processing fee for the beautification project which involves filling a 2600
. foot strip of Edgewater Drive within the City of Clearwater, Florida.
Z. That a certified, copy of this Resolution be forwarded forthwith to
the'Pinellas CoUnty Water and Navigation C~ntrol Authority, Pinellas County
. Court House, 315 Haven Street, Clearwater, Florida 33516.
