The Committee considered the matter of Paul Carter, Police Officer, Police Department, who was granted a job-connected disability pension at the September 20. 1989. meeting. This was presented to the Trustees on October 2. 1989, and remanded back to the Pension Advisory Committee for further consideration as to whether or not Officer Carter's Crohn's disease is actually job-related. In the meantime. the Trustees approved a non-jo~-connected disability pension so Officer Carter would not be without finances. , I Officer Caner presented to the Committee a copy of his pre-employment physical which showed no indication of this disease and stated he was in It good health." . He also presented . another letter from Dr. Hirschfield which reaffirmed the doctor's earlier opinion that this condition is stress related and caused by Officer Carter's job as a Police Offic~r. Discussion ensued concerning this matter. Mr. Laursen related to the Committee that it was his impression the Trustees were concerned with this disability being job-related when Officer Caner was diagnosed only five months after starting work. He suggested to the Committee that Officer Caner be sent for independent medical examination (IME) in. an effort to clarify ,how this condition is job-connected. Tom Pudelski moved that Officer Carter be sent for an IME and the doctor be advised to confer with Officcr Caner's personal physicians. The motion was duly seconded by Glenn Perry and carried unanimously. r ~.; I' },: ;.~ ,,, ~;,\ ....'~ Proceedings of the Pension Advisory Committee Meeting of October 18, 1989. He was advised that the City Nurse would supply a list of three names and Omcer Carter can pick one. In 'the meantimei he should complete the necessary paperwork to receive the non6job-connected disability pension. If a Job-connected disability pension is approved later, the difference in payments will be retroactive to the dale the non-jab-connected disability was approved. The Commiuee considered the matter of Albert Gryneewlcz, Accountlng Clerk II. Purchasing Division. This matter was remanded back to the Doctor's Walk-In Clinic by the Trustees at their last meeting. Some questions arose concerning Mr. Gryncewicz recent stroke. ~ A letter from Or. Patrick Cinelli was received which states that without access to any other ~ recordsi Mr. Gryncewicz is accepted for membership in the Pension Plan. Discussion ensued ~ concerning whether this would be a pre-existing condition, if something were to happen in the ,~ future. I t At the conclusion of the discussion, Tom Pudelski moved that Alben Oryncewicz be accepted into the Pension Plan. The motion was duly seconded by Glenn Perry and carried unanimously. I' ,f: f,' , 'r. Mr. Pudelski referred to a memorandum from Joseph DeSantis, Pollee Sergeant, Police Department, which was received by the Committee. In this memorandum, Sgt. DeSantis stnted he fcels he is being treated in an "arbitrary, capricious, and discriminatory manner" in that he has not been readmitted to the Pension Plan. Discussion ensued. At the conclusion, Tom Pudelski moved that another letter to Sgt. DeSantis be drafted advising him the Committee requests him to have another physical before being accepted into the Pension Plan. Mr. Laursen stated he thought the Commiuee only needed documentation from Sgt. DeSantis' doctor that his triglycerides and cholesterol are under control and not another physical. Mr. Perry agreed that the last motion was for Sgt. DeSantis to present a doctor's letter within six months or he would be required to have a new physical. Tom Pudelski amended his motion to read that' Sgt. DeSantis supply appropriate verification from his doctor that his triglycerides and cholesterol are under control or within proper Ihnits before he is accepted. The motion was duly seconded by Glenn Perry and carried unanimously. Mr. Perry asked what the status was of the procedures and guidelines. Mr. Laursen advised the Committee that tile Trustees discussed this during their last meeting and agreed we needed solid procedures. He will "finalize his draft within the' next ten days and present it to the Pension Advisory Committee. If the Committee members have any additional comments or suggestions, they should let him know. Mr. Laursen suggested to the Committee that it may be necessary to revise the form used by the Doctor's Walk-In Clinic. as well as the actual physical examination. The physical may have different requirements dependibg on the type of work an employee is to perform. Tom Pudelski moved that the Michael Mitchell, Sanitation Worker, Public Works/Sanitation, be 'contacted to see why he didn't sign or answer any questions on his physical. There may be a . question as to whether or not he can read and write. The motion was' duly seconded by Glenn Perry and carried unanimously. i~.. ~ J:f~' '. 'F.~ . .'\' ~!I" .
