The 1 ~ Secretary Laursen did not have an opportunity to submit to the Trustecs the information concerning tbe Committec.s request for legal counscl. He will do that this week. The Committee's procedures and guidelines will be discussed when lohn Nicholson returns. 'The Committee considered the request of Johnny Jones, Maintenance Worker I, Transportation Group. for a job-connected disability pension. Mr. lones has only submitted one letter from Dr. Sick which was not informative enough. He is financially unable to pay for ,the cost of 'a second opinion. Discussion ensued as to the nature of the injury which is ,described as spinal stenosis which resulted from surgery following a job-relnted injury to Mr. Jones back. A question was raised as to whether Worker's Compensation would pay to send Mr. Jones to another doctor., Nancy Degner, City Nurse. will check into this. I I I I I Glenn Perry moved that if Worker.s Compensation cannot send Mr; Jones to another doctor then the Pension Fund will send him for another evaluation, and letter. The motion was duly seconded by Tom Pudclski and carried unanimously. In addition. the Commitlee will review Mr. lones' Worker's Compensation file to detcnninc if there is more substantial documentation from Dr., Sick in it. Page 2 The Committee considered the request of Raymond Emmons, Police Lieutenant, Pollee De par t men t , for a regular pension based on years of service. A question was raised concerning the fact that Lt, Emmons had been using one.haU of his sick leave when the proper papers had not been filed and the pension approved by the Committee. Glenn Perry moved to approve Lt. Emmons' request and establish a policy for the use of accumulated sick leave. Secrelary Laursen slaled he did not think this was an Brea in which the Committee could make such a policy. A lengthy discussion ensued, at the conclusion of which Mr. Perry reaffirmed his molion. The motion was duly sccondcd by Tom Pudelski and carried uanimously. The Committee considered the request of James C. Johnsont Water Worker, Water Division, for a regular pension based on years of service. duly seconded by Tom Pudelski and carried unanimously. The Committee considered the request of Leonard PetriCk, Heavy Equipment Operator, Water Pollution Control Division. for a regular pension based on years of service. The motion was duly seconded by Tom Pudelski and carried unanimously. Quollty ServIce The motion was The Committee considered tbe request of Poul Cartert Pollee Officer, Police Department for a job-connected disability pension. Tom Pudelski moved that this be continued to the next meeting when all three members are present (September 20, 1989) to allow time for review of the letters. " ii" ~F:~' Mr. Pudelski addressed comments reportedly made by the Trustees at their recent meeting concerning the unusually high number of disability pensions that arc being granted by the Pension Advisory Committee. He wanted it understood that the Committee is following the ordinance as it understands it; and when papers are in proper order, the Committee makes its recommendation. Secretary Laursen explained it was his feeling the Trustees were more concerned with changing the Pension Plan as it now exists and they were not necessarily finding fault with the Pension Advisory Committee. A lengthy discussion ensued regarding the possibility of changing the existing Pension Plan and making some of the changes addressed by the Pension Rewrite Committee. One area discussed was the possibility of employees being moved to jobs that are within their medical limitations rather than being retired on job~connected disability pensions. Mr. Laursen advised the Committee members he would be sending a memo to them at the request of the Trustees to receive input from the Committee as to the possible solutions to some of these problem areas.
