The meeting was called to order at 9:32 A.M.
John Nicholson welcomed the two new members to the Pension Advisory Committee.
Thomas Pudelski and Glenn Perry. Mr. Perry was elected for a two-year lenn, and Mr. Pudelski
nnd Mr. Nicholson's lerms will expire in June of 1989.
Thomas Pudclski nominated John Nicholson as Chairman of the Committee. The nomination was
seconded by Glenn Perry. There were no other nominations. John Nicholson was selected
Chairman.

Glenn Perry moved the accept into membership the five (5) employees listed above. The mOlion
"was duly seconded by Thomas Pudelski and carried unanimously.
John ,Nicholson explained that William Kunzman was originally employed as a temporary and
became fuUMtime but was overlooked due to his temporary status. This will correct the oversight.
lohn Nicholson briefed the new committee members on Danny Alley's request for a
"-job-connected disability pension. Mr. . Alley is a Water Distribution Service Worker II in the Water
" Division who injured his left knee. He submitted letters from Dr. Schwab and Dr. Gustke.
:':\':: ',' Mr. Nicholson spoke with Mr. Alley and advised him the lelter from Dr. Schwab was not acceptable
':' . and a Dew letter must be 'provided. To date' we have not received anything.
With regard to John Welch. Cary Singletary. attorney for Mr. Welch. provided the Committee
with a brief background of this case. Mr. Welch requested a job-connected disability based on his
,psychological problems. After a decision by the Pension Advisory Committee. the matter went
':~ ' ,~...~ before the Trustees of the Pension Plan. At tha~ time records were presented concerni~g his wo.rk
:, ' \;..Jperfonnance. At the request of the Trustees, thiS maller was remanded to the Committee for Its
:"::;" ,decision ,as to 'whether or not tbe doctors should receive this ihfonnation. The information was
" 'forwarded to four doctors. To date we have received two of the four responses. These letters thllt

.. ,'..., arc from the doctors selected by Mr. Welch corroborate their curlier opinion thut Ihis disllbllily is
job-related. Mr. Singletary requested the Committee tnke action bnsed on these two letters.
John Nicholson asked that the new members be provided with materials concerning John Welch,
including the packet of information regarding his job performance nnd nIt minutes pertaining to
this mntter.
John Nicholson moved that all Committee members be present when disability pension decisions
are made. The motion was duly seconded by Glenn Perry and carried unanimously.
Chairman Nicholson advised this matter would be brought up again at the next meeting.
Mr. Singletary asked that if, the Commillee needs the letters from the other two doctors, staff be
asked to contact the doctors as to the status of their responses.
The Committee considered the request of Dennis Babinl. Police Officer, Police Depanment. for a
job-connected disability pension based on loss of sight. Cary Singletary, attorney for Mr. Babini.
explained to the Committee the background of this C:lse. Mr. Babini had an accident in December,
1985. while operating a police cruiser. As a result of this accident he was hospitalized with a back
problem. After his discharge he had vision problems in his right eye. He had lazer surgery and
rctumed to work even though he was legally blind in his right eye. In September. 1987, he had
another accident while operating a police cruiser. After this accident he had a problem with the
,1 vision in his left eye. He again had lazer surgery and has now lost most of the sight in 'both eyes.
, The Committee members briefly 'reviewed the letters from the doctors. There was a letter from
"."., "7\Dr. Mazer, Dr. Goldstein. Dr. Lazenby. and Dr. Birr. Dr. Mazer's leller is unacceptable because he is
,~;.. : (;:',:'/J. medical doctor. Mr. Singletary was advised the other lellers were not explicit enough. The
;': ,'."~ letters should, state 1) what the disability is, 2) whether or not he can work as a police officer, and
';;',;, 3) whether or not it is a permanent disability. They should also state whether or not the injury is
job-related and must be from a doctor specializing in the field of injury.
'Disussion ensued as to whether or not the Committee should review the worker's compensation
'files contained in the Risk Management office. Secretary Laursen presented a memo from Don
Petersen,' Risk Manager, which stated none of the notices of injury filed for worker's
compensation made reference to eye injury. After a lengthy discussion, John Nicholson staled he
would review the worker's compensation files.

The Committee considered the request of Brenda Ward, widow of William T. Ward, Jr.. Police
Officer, Police Department, for a non-jab-connected disability (widow's) pension on behalf of her
husband. Thomas Pudelski move to approve the non-job-connccted disability (widow's) pension to
,Brenda Ward. The motion was duly seconded by Glenn Perry and carried unanimously.
After ~ a questioned was raised by Mr. Singletary, John Nicholson asked whether the Committee
members were required to file Financial Disclosure Statements. Secretary Laursen will check with
. Miles Lance, Assistant City Attorney.
Discussion ensued regarding the, updating of the retirement pamphlet "How Do I Retire'!" Joh
Nicholson mentioned several changes that 'should be made. This will be reviewed after the
referendum in September when the age 45 requirement is changed.
