The meetlng was called to order at 9:43 A.M.
Michael Stuart moved to approve tbe minutes of the meeting of February 1, 1988. The

Michael Stuart moved to accept into membership the five (5) employee(s) listed above. The
motion was duly seconded by John Nicholson and carried unanimously.
Nancy Degner. City Nurse, was contacted this morning by Frederick Woodard.
Firefighter. He was questioning whether the City had received the letter from
Dr~Ferdcrigol. The nurse contacted Dr. Ferderigos' office and was advised the letter was
signed and ready to be picked up. She callcd Mr. Woodard and advised him to go to Dr.
Fcrderigos' . office immediately to pick up the Icttcr and come to the City Hall since the
Committee was meeting this morning.
. No new information has been received on Lenard Dixon. Howevcr. Miles Lance. Assistant
City Attorney. has written to Mr. Wilhclm and Gulfc.oas! Legal Services advising them to
. settle this matter or commcnce legal action to detcnnine the rightCul beneficiary. The
reason for his letters is to avoid any futurc claim for attorney fees or interest.
Secretary Laursen advised the Committee that the Trustees did not approve the request of
Jobn Welch. Police Officer, for a job-connectcd disability pension. This matter was
remanded to the Pension Advisory Committee with a rcquest that all matcrial submitted by
the Internal Affairs Division of the Police Departmcnt bc forwarded to the four doctors for
te-evaluation.

John Nicholson questioned the reasons for the Trustees' action since they hod previously
remanded this matter to the Committee for reconsideration of the Committee's approval of a
nonwjobwconnected disability for Mr. Welch and arc once again dissatisfied with the
Committee's decision.
Michnel Stuart asked who would be responsible for payment of tbe expenses incurred if this
action were taken. Mr. Laursen advised him the City would pay the cost as directed by the
Trustees.
Mr. Laursen informed the Committee the Trustees discussed the possibility of having some
type of work session with the Committee prior to meetings to discuss these disability
requests and eliminate some of the reservations the Trustees may have concerning them.
Michael Stuart stated the Committee has previously requested this be done.
Mr. Laursen stated he would see that all members arc notified of the date and time of the
Trustees' meetings in which disability pensions will be considered. Discussion ensued
concerning the possibility of one of the member's attending all Trustees. meetings.
No action will be taken by the Committee until the members are provided with a copy of the
information from Internal Affairs and the exact motion made by the Trustees as to what
they want the Committee to do.

John Nicholson asked whether a response had been received regarding the conflict of
interest question he raised. Secretary Laursen stated he would follow up on this matter by
requesting that the Trustees direct the City Attorney to write to the Attorney General for

is received by the next meeting.

John Nicholson moved to approve tbe Finance Director's recommendation to request
proposals for an actuary and appoint Michael Stuart to represent the Committee: in the
selection of aD actuary. The motion was seconded by Charles Dunn and, carried
unanimously.
The meeting adjourned at 10:12 A.M.
The meeting reconvened at 10:29 A.M. for the purpose of considering Frederick Woodard's
request for a non-jab-connected disability pension. Mr. Woodard presented his letter from
Dr. Ferderigos. Based on his examination, Dr. Ferderigos hIlS determined that Mr. Woodard is
permanently disabled from performing the duties of a firefighter.
lohn Nicholson moved that Frederick Woodard be granted a non-job-connected disability
pension, effective on the date to be determined by Personnel and Payroll, based on
Mr. Woodard's disability that occurred and resulted from offwthe-job circumstances and
which is described as a bulging disc in his lower back, said disability making him
permanently unable to perfonn his job and which is documented by medical statements of
