The meeting was called to order at 9:37 A.M.
David Krieger moved 10 Approve the minutes of the meeting of October 15. 1986. The motion was duly
seconded by Charles Dunn and carried unanimously.

David Krieger read the name of the following employee who was not approved for membership In the Pension
Fund:
James Berry, Public Works/Public Service. due to high blood pressure. He may reapply for pension when he
has been re-e~aluated and his pressure Is under control.

Charlie Dunn moved to deny membership In the Pension fund to the one employee listed above and accept for
membership In the Pension Fund the thirteen employees listed above. The motion was seconded by DavId
Krieger and carrl~d unanimously.
Chairman Dunn questioned the status of the "no smoking" policy for new Police hires. He was Informed that
unless an Interested party requests a pubJrc hearing on this matter, the amendment to the Civil Service Rules
and Regulations requiring all new hires for Police Recruit I, Police Recruit II, and Pollee Officer be non-
smokers. on and off duty, will become effective December 15, 1986.

The City Nurse presented the Committee with a letter from Dr. Osher regarding Charles Kimball's request for a
.."", ',job-connected disability 'pension. Discussion ensued regarding this letter. According to Dr. Osher. Mr.
:~~':.O Kimball will not recover enough to resume full duty. He should remain on limited status or seek employment

~ elsewhere. Chairman Dunn will contact Or. Osher to conllrm his findIngs. This matter will be scheduled for
f ,,' . J., the next meeting, and acllon will be taken at that time.
In regard to Mark Brumage, the workers' compensation flies have never been received. Chairman Dunn
Instructed the City Nurse to contact Gallagher-Bassett and ask them to use pressure to get the flies by the next
meeting. If Gallagher.Bassett has no success, she should go to the City Manager and have hIm contactlhe party
'responsible for sending these flies. He urged her to get the files no matter what she has to do.
David Krieger expressed hIs concern about prolonging a decision in this matter.
Chairman Dunn requested Secretary Laursen contact everyone (witnesses, the other employee with whom he
had the fight, etc.) Involved In Mark Brumage's accident In which his shoulder was Injured and ask them to
attend the meeting of November 20. 1986, so the Committee can hear the whole story.
The City Nurse Informed the Comlttee Mr. Brumage received another Inlury to his right shoulder on October
16, 1986. when he was chipping paint off of a pipe with his left hand. This Is In addlUon to his accIdent on
September 24. 1986, when he fell whIle working In a hole.
According to the City Nurse. Or. Logue stili contends Mr. Brumage can use his rIght arm. ChaIrman Dunn asked
\ the nursa to contact Or. Logue to see If he would attend a meeting If they needed him to appear.
~ In regard to John Welch. Chairman Dunn spoke with Mr. Weich and once again advised him to contact an
attorney and submit the necessary letters. The union also Informed Mr. Welch of what Is needed In order to
ploceed with his request. The next step Is up to Mr. Welch.
\ Chairman Dunn stated Cary Singletary will be here on November 20, 1986. to represent Douglas Carey and
Waller Kosiba. Mr. Koslba.s case Is a review of a previous decisIon and Mr. Carey's request Is new.
(3 Chairman Dunn did speak with Mr. Carey's doctor, Or. Fishman, who informed him Mr. Carey's heart attack
was not caused by his Job. There Is a history of heart attacks In Mr. Carey's family; and thlst combIned with
the fact that Mr. Carey consumes a lot of meat and Is a heavy smoker, was the cause of his heart attack. Dr.
Fishman Is wll1lng to write a leUer to this effect. Chairman Dt;nn will contact him agaIn to be sure he
understood the doctors findings. '
David Krieger asked If we could have Dr. Fishman here If necessary. Chairman Dunn stated the Committee
would consider the letters from Mr. Carey's doctors and what his attorney says and decide from there on the
next course of action. Chairman Dunn will write a letter to Or. Fishman asking him exactly what his findings
were. I. 'e. was It Mr. Carey's lifestyle or his job that caused his heart attack.
Chairman Dunn stated he Is glad to know the City Manager Is behind the request for a "no smoking" policy for
new Poltce hires.
The Committee considered the request of Daniel E. Wonders. Metal Fabricator, Motor Pool Division, for i1
length-of.selVlce retirement pension. Mr. Wonders' benefit dale Is February 19, 1958; his date of hire Is
February 19, 1958; and hIs blrthdate Is November 25. 1921. His resignation date Is February 22, 1988.
Cynthia ClIman advised the Committee that Mr. Wonders has quite an accumulation of sick leave and has chosen
to extend his retirement date by using this time.
David Krieger moved to approve the request of Daniel Wonders for a langth.of-servlce retirement pon!';lon to be
effective February 22. 1988. The motion was seconded by Charlie Dunn and carried unanimously.
