Present: // '.../ Jay Love, Member Charles, Dunn Member Carole Greiner, Finance Department Mike Laursen, Personnel Director Jane Craig, Personnel Department Cindy Henning, Personnel Department Steve Zimmerman, CWA Representative Absen t : Claude Zukowski, Chairman Nancy Degner, City Nurse In the absence of Chairman Zukowski, Jay Love called the meeting to order. Committee discussed receiving the Minutes and other correspondence too late to give proper consideration to the items to be discussed at the meeting. Committee members asked that the Minutes be sent a week after the meeting and Personnel Director Laursen agreed that this ~ould be done. 'Charlie Dunn brought up again the matter of reviewing job-connected disability pensions. Secretary Laursen stated that he thought it had been settled at the last Pension Advisory Committee meeting that when Chairman receives a request for a job connected disability pension from an employee he will advise the other members by telephone and between that time and the next meeting. all Committee Members will stop at the office of the nurse and review those files. If the meeting is the next week and members are satisfied, they may approve the pension - if not, they may defer it until the next regular meeting or set a special meeting. Charlie Dunn stated he felt that the Minutes were not detailed enough and he would like more information given in the Minutes. \ Charlie Dunn moved the Minutes,be approved. Seconded by Jay Love and motion carried. Jay Love moved that the Committee approve the following employees for regular retirement pension based on computations by the Personnel Department and Finance Department: Joseph Molnar, Fire Marshal Eddie Dunlap, Public Service Renzo Thomas, Public Service Motion seconded by Charlie Dunn and carried. Jay Love read letter from Alex Battle asking to be placed under pension. He was rejected for pension 10 years ago because of hypertension. He now feels the hypertension is under concrol and would like to be considered for pension. Jay'Love moved that Alex Battle be notified that he is to see the City Doctor at his own expense and that the Committee will consider his physical at the next meeting. Seconded by Charlie Dunn and motion carried. This will be a regular pre-employment physical. Mr. Dunn stated he had visited with Mr. Gary Lutman and he felt he was in good physical health although he only has the use of one arm, since he has complete loss of function ~of the other arm and hand. Mr. Love stated he was opposed to the motion. Motion passed 2 - 1 with Mr. Dunn voting "aye" and the Pension Advisory Committee Members present accepting Chairman Zukowski's written approval as being in favor. Mr. Love abstained from voting. Committee discussed whether or not an employee should be required to pay for a second physical or whetber the City should pay for this physical. Charlie Dunn moved that the following employees be approved for pension based on their having passed a comprehensive physical examination by the City's physician and their age being less than 45. Committee discussed request from Peter Verhoeven to buy back into pension. This covers eight years of employment after which he withdrew his pension, plus four years in military se'rvice. A legal opinion has been received by the Committe but the Pension Advisory Committee asked for some clarification. Carole Greiner, Finance Department, stated that to her knowledge no one in the past several years had been allowed to buy back their time after, withdrawing their pension. Legal opinion reflected that Mr. Verhoeven gets four years' credit for pension purposes for the service time. After a lengthy discussion, Jay Love moved that the matter of Peter Verhoeven be tabled until the next meeting at which time Alan Zimmet. Asst. City Attorney, and Mr. Verhoeven could be asked' to attend. Seconded by Charlie Dunn and motion carried. Charlie Dunn requested a copy of the Court ruling on the disability case of Monty Krysko. Director had previously mailed a copy to the Pension Advisory Committee but members had not yet seen it. Copies were made and given to Mr. Dunn and Mr. Love. Steve Zimmerman. CWA Representative, stated that if the Court's final ruling is that the Pension Advisory Committee makes the final decision on disability cases, not t~e City Commission as Trustees, the Committee members should look into the matter of being bonded. It was suggested that the Committee ask Mr. Zimmet about this at the next meeting. Member Dunn advised Committee that he had spoken to his friend in Pennsylvania and he would be sending copies of several pension booklets. Member Dunn said he would like copies of the Pension Advisory Committee Minutes sent to all departments for posting.
