P~esent: Claude Zukowski, Chairman Joy Love. Member / Carole Greiner, Finance Department Barbara Weston, Finance Department Dan Deignan, Finance Department Nancy Degner. City Nurse Mike Laursen, Personnel Director Jane Craig, Secretary to Personnel Director Stephen Zimmerman, CWA Representative John Nicholson, Fire Department Skip Kroeger. President IAFF Chairman Zukowski called meeting to order. Jay Love moved that the Minutes of May 2, 1984 be approved after adding, "Jay Love made a statement that John Nicholson asked permission to come before the Committee and his supervisor denied it." Claude Zukowski seconded the motion that the Minutes be approved after correction. Motion carried. Committee considered the request of Renzo Thomas for retirement pension. Jay I.ove moved that Mr. Thomas be approved for retirement pension after ca~culationq. Seconded by Claude Zukowski and motion carried. Jay Love moved that the request from Delbert Long for non job-connected disability retire- ment pension be approved based on computations by the Personnel Department and Finance. Seconded by Claude Zukowski and motion carried. Mr. Long submitted letters from two physicians stating he was unable to continue working. Dan Deignan, Finance Director, advised the Committee that he had looked into the actuarial situat~on as it pertains to the pension plan including the cost of having the study done. " He recommended to the Committee that an actuarial report not be done this year. It is not required by State law - it is only required every three years. Mr. Deignan did get a cost estimate from the current actuarial 'firm of $9,150.00 to have a study done this year. If the City waita, which we are entitled to do. the two years combined would be $11,000.00 so over the two years there would be a savings of some $7,000 not to have the' study done. The Fireman's Pension Board met and the same recommendation was made to them and they approved having a study done every'other year. Chairman Zukowski moved that the Committee recommend to the Trustees that the actuarial study be done every other year. Seconded by Jay Love and motion carried. Chairman Zukowski moved that the Committee r~cornrnend to the Trustees that they grant the Finance Director the authority to obtain bids and make recommendations to the Pension Advisory Committee as to which proposal to accept for actuarial services based on pro- fessional services and competitive quotes) giving consideration to the contents of the report as well as price. Seconded by Jay Love and motion carried. Chairman Zukowski stated that while he was doing research on the actuarial studies he noted that the Pension Advisory Committee is supposed to send members of the Pension a financial statement. Mr. Deignan said this could be drafted from information already in the Finance Department. The only cost to the Pension Advisory Committee would be the printing and it would be printed on one sheet. Claude Zukowski moved that the Pension Advisory Committee recommend to the Board of Trustees that an Annual Report be prepared and distributed to each employee in the Pension '''. Claude Zukowski moved that the following employees be approved for pemsion based on their having passed a comprehensive physicol examination by tho City's physician and their age being less thon 45. Skip Kroeger asked Chairman what kind of feed-back he was receiving on the Pension physicals. Mr. Zukowski stated that everything he had heard had been very positive and Mr. Kroeger stated that it was just the opposite of what he had heard. On the annual Firefighter physical. some Firefighters had certain tests and others did not. Chairman said he would look into this before the next meeting. Personnel Director, suggested that feed-back regarding annual physicals should be handled through the Fire Department or the City administration as that is a contract item. John Nicholson asked why he was entered into the pension 10 months later than another Firefighter who started at the same time. Personnel Director told Mr. Nicholson if he would give him the names of others who started at the same time, he would look into the matter. Chairman stated that the Committee could do nothing about this matter except get the iriformation for Mr. Nicholson. ,Mr. Zimmerman. CWA Representative, stated that if an administrative foul-up in the department caused this, then the department should make it up - not the employee. John Nicholson stated he had sent a letter to the Pension Advisory Committee last month and it was totally ignored - it didn't even appear in the Minutes. Chairman Zukowski advised him that it did appear in the Minutes and his letter was read at the last meeting. Jay Love asked about City policy relative to attending Pension Advisory Committee meetings when an employee has a question on pension. Chairman Zukowski informed Mr. Love that he would be glad to answer any questions over the telephone. There is nothing the Committee can do about departments not allOWing time off - that would be a Union matter. ,There being no further business. Jay Love moved the meeting be adjourned.
