Meeting was called to order by Chairman Kaminskas. He welcomed Jay Love, Fire Depart-
ment, as a new member on the Committee.
Claude Zukowski mo~ed the Minutes of the meeting of July 6, 1983 be approved as typed.
Seconded by Jay Love and motion carried unanimously.
Ray Kaminskas moved that Claude Zukowski be designated as the new Chairman. Seconded
by ~ay I.ove and motion carried unanimously. Mr. Zukowski will start as Chairman at
~he September, 1983 meeting.
:Committee received request from ,Ed Maynard, General Superintendent of Gas Division for
non-job connected disabi1ity,pension. Two letters from doctors were attached to the
request. Claude Zukowski moved that Ed.Maynard be approved for non-job connected
'disability pension. Seconded by Jay Love and motion carried. Pension amount is to be
figured by the Personnel Department and Finance Department.
Carole Greiner reported that Mr. Maynard had called and indicated he would be submitting
a request to withdraw his resignation.
Claude Zukowski moved that Sarah Wells, Building Department, be approved for pension.
She meets requirements for both age and longevity. Seconded by Jay Love and motion
carried unanimously.
Nurse Degner read letter from Dr. Nach stating that he does not feel that Mr. Noonan is
eutitled to job connected disability p~nsion.

Ray Kaminskas moved that Mr. Noonan's request for job connected disability pension be
denied. Seconded by Claude Zukowski and motion carried.
Chairman Kaminskas read letters sent by Chief Asst. City Attorney Frank Kowalski from
attorneys representing R., E. Harrington on worker's compensation claim for
.Bernard Donahue. Personne~ Director Mike Laursen, on behalf of Gerald Weimer, suggested
that ,the committee get together with worker' 8 compensation lawyers regarding Donahue.
Claude Zukowski asked that the matter of Bernard Donahue be tabled until next meeting.
Carole Greiner told the Committee that a request is needed from Robert Hunter's widow
~or his non-job connected disability pension. This request is also to include state-
ment that he has a minor daughter.

Pension Advisory Committee Meeting
July 27. 1983
Carole. Gre.iner explained to the Committee. thnt there were a number of Police Officers
and Firefighters that have not been approved for pension by the Trustees (City Commission).
This 1s due to the fact that their employment physicals are given in a different manner
Bnd do not come through the routine process of physicals of other City employees. There
are 54 Police Officers and 18 Firefighters. as ShOWll on the attached list, who were hired
between the years of 1971 and 1983 (and have been contributing to the Pension Plan) but
have not been formally admitted to Pension by approval of the Trustees, In all cases,
these employees passed a comprehensive pre-employment physical exam and have been con-
tributing to the pension plan from the appropriate date.
Ray KaminskaB moved that the list of employees be blanketly approved back to their
retroactive dates. Seconded by Claude Zukowski and motion carried unanimously.
Chairman advised that the employees who were on payroll before 11-2-72 were given a
chance to pay back first 6 months of pension (which was not deducted) plus interest.
,This decision was made by Judge Driver. Between 1972 and 1978 employees were not
permitted to contribute to the Pension Plan during their initial six months' employment.
The Pension, Advisory Committee is to request a l2gal opinion ,from Tom Bustin~ City
Attorney asking the following:
1. For a legal opinion as to how to remedy the situation where employees were
not able to contribute to pension during their first six months' employment
(hired between 11-2-72 and 2-11-77).
2. What needs to be done?
3. To meet with PAC to explain legal opinion and answer any questions.
Ray Kaminskas moved that the Committee recommend to the City legal staff and Trustees
that the people affected be given the same opportunity and same option as given to
the employees before 1912 by court order at the rate of salary. Seconded by
Claude Zukowski and motion carried.
Personnel Director stated that on all re-employments or withdrawal of resignations. the
applicant will be required to take a new physical.
Ray Kaminskaa moved that Ned Hall. Building Department, be approved for non-job connected
disability pension. Seconded by Claude Zukowski and motion carried,
Carole Greiner stated that the last two pension certification forms had been received.
She explained to Jay Love. new member. the purpose of the form (to make sure that
.the pensioner is still alive and receiving his pension) and that it is sent out each
year to all pensioners.
Jay Love asked whether or not Joe Taylor. Firefighter, would have to take another
physical before his name went before the Trustees for approval. At the present time.
