Claude Zukowski moved that the resignation of Terry Clements as a member of the' Pension Advisory Committee be accepted. Seconded by Ray Kaminskas and motion carried. Chairman Kaminskas read request from Robert Noonan, Utilities Service Technician II, for job-connected disability pension. Due to the lack of specific referral as to whether the physical/medical problems of the employee are permanent and the limitations such problems might require as to job performance, it was recommended by the Committee that the Secretary get in touch with the City Nurse relative to sending Mr. Noonan to a specialist regarding his disability. .' ,Ray Kaminskas moved that a decision on disability pension for Mr. Noonan be held up until further medical documentation is received from the specialist. Seconded by Claude Zukowski and motion carried. Chairman Kaminskas advised that the Pension Fund will only contribute $1838.00 to the cost of the Meidinger Report and the balance will be paid by the City through another 'fund. This represents a 20% Pension - 80% City sharing of the cost of the report. Relative to the Meidinger Report, Frank Knickerbocker related that the Unions had not been 'notified' of the meeting of the Trusteea when the Meidinger Report was approved and that there was a question as to bargaining. Chairman Kaminskas noted that this was not a Union issue and Mr. Laursen advised that the Meidinger Report was a study and did not represeni:,any changes to the Pension Plan. Wesley Brettel and Jerry Karlick both expressed concern that the Meidinger Report was a management-oriented study and the employees had no input. Hope Studtman referred to the minutes of,May 7, 1982 stating that the Pension Advisory Committee supported the hj,ring of an Employee Benefit Consultant. Ray Kaminskas and Claude Zukowski related the Pension Advisory Committee, elected representatives of the employees under pension, did support the intent to hire a consultant and had partici- pated in Borne discussions with representatives of Meidinger. Frank Knickerbocker asked if the City changed the payment to 80-20 pro-rating and stated that the C~ty charged a Pension Report the employees didn't want, ask for, or receive to their Pension Fund. Claude Zukowski moved that the issue of payment for the Mcindinger Report be put on, the Trustee's Agenda for discu9sion. Motion was seconded by Ray Kaminskas and passed. Committee discussed concerns as to locating pensioners who have their checks "direct de~Qaitedlt to banks. In sev.eral instances, the Annual Certification of Pension Entitlement Forms mailed with employee pension checks were not returned. thereby causing a question as to whether the retiree was still eligible. Jerry Kar1ick noted that Social Security has a similar problem and has apparently developed a process to t~a~k down social security recipients relative to this problem. Carole Greiner reported .that nine (9) retirees have not yet returned the Pension Entitlement Forms. Van Horton suggested that perhaps an investigator should be hired to solve this problem. Ray' Kaminskas read the notice which was to be sent as a follow-up to the pensioners not yet responding to the Finance Department. Dear City of Clearwater Pensioner: Each year the City of Clearwater Finance Department requests that you complete the Certification to Pension Entitlement form which includes information necessary for the continued correct processing of your monthly pension checks. Because we have not rece~ved your reply this is our second request to you for this information this year - the first was sent at the same time that your 1-31-83 pension check was mailed. Please complete the enclosed, form and return it to the City of Clearwater in the self-addressed envelope provided as soon as possible. Your cooperation in this matter will be appreciated. Ray Kaminskas noted that a Pension Advisory Committee election would be required to fill the vacancy occasioned by the resignation of Terry Clements and because the term of. Hope Studtman, Building Department Ge~trude Devers, Utilities Department David Kreiger, Police Depa~tment Skip Kroeger, Fire Department Carole Greiner, Finance Department (To serve as Chairman) ,r: ~ " } ,~ 10 - 3 - Pension Advisory Committee Meeting April 6, 1983 He noted that, as in the past, the City Clerk's Department would assist in the administration of the election process. ~; : Chairman presented written requests from the International Association of Firefighters and Communications Workers of America asking for a reconsideration of the use of Michael Laursen as the Secretary to the Pension Advisory Committee. Several persons questioned why he, as Personnel Director, served as the Secretary. Ray Kaminskas related that Mr. Laursen prepared the minutes, handled the paperwork that is needed between the Pension Advisory Committee and Finance, and that he was not a voting member. Mr. Laursen related that it was the request of an earlier Pension Advisory Committee to an earlier City Manager that this function was given to him. Jane Craig, Secretary to Personnel Director, related that prior to that time, the records of the Pension Advisory Committee were kept in boxes. Barbara Weston related that the need for continuity necessitated the use of a permanent Secretary to the Pension Advisory Committee. Claude Zukowski moved, and Ray Kaminskas seconded the motion, that the PAC retain Mr. Laursen as its Secretary. Motion carried. Discussion continued as to why the Unions desired a change in the Secretary and Glenn Perry related that the CWA had been informed that Mr. Laursen changed the questions that the PAC wanted 'answered by the Legal Depart- ment, thereby the questions were incorrectly submitted. i," ,-' . ~', c ' ,'. c ; , ", r'\ ~~~..! ~~~/.- Gert Devers expressed her belief that each department of the City should be allowed to send an employee representative to the Pension Advisory Committee meetings. ',:~ ::t The question of whether the Pension Trustees were to approve all materials sent out to pensioners before the materials were sent was brought up by Frank Knickerbocker. Claude Zukowski stated that in his opinion they only wanted to see things that led to policy changes while Frank Knickerbocker and Wes Brette1 felt the City Commission wanted to approve all information that was sent out by the PAC. Ray Kaminskas suggested that a copy of the recent letter he sent to pensioners be transmitted to the Trustees for informational purposes. .&.... Ray Kaminskas asked that copies of the Pension Advisory Committee Minutes be sent to all Union Presidents as well as all items going out to the Commission from the PAC. ,"" There was a lengthy discussion on ~he quality of the Citvls physical examination process. Several persons indicated that the physicals were not thorough enough to protect the employment of persons who were not appropriate pension plan risks. The inclusion of X-rays of the spine, EKG's and urinalysis were suggested by various individuals. It was also noted that the physicals given by the:current City Doctor are much better than those given in the past. Some persons indicated that stronger physical requirements should be imposed for all City positions~ others noted that this might cause various EED and legal problems. .t;;:i ,,"' I." .}, ,~<.: .~: Van Horton inquired as to whether the City reaps the benefits of greater interest and investment earnings made from pension funds. Ray Kaminskas noted that the increased earnings may accrue to the City in the sense of reducing the City's percentage paid into the Pension Plan. The Ordinance requires a matching contribution from the City (compared to the employee) but the City actually has contributed well beyond the matching amount over recent years.
