Proceedings of the Pension Advisory Committee ,meeting held April 7, 1978.
Present: Betty Ward, Chairman
Ray Kaminskas, Member
Wesley Brettel, Member
Joyce Bayerle, City Nurse
Mike Laursen, Personnel Director
Meeting commenced at 9:10 A.M. in the Office of the Personnel Director.
Pension Advisory Committee reviewed letter from Fire Chief John Pitts who has requested
that he be switched from the Fireman's Relief and Benefit Pension Plan to the Clear-
water Employees' Pension Plan. Betty Ward moved that the question of whether such a
change is possible be referred to the City Attorney for a legal opinion. Seconded
by Ray Kamin:kas and carried unanimously.
Pension Advisory Committee reviewed a request from Wilbur Williamson of the Public
Service Department for retirement effective 8-20-78. Mr. Williamson was born on
10-8-21 and was employed by the City on 8-20-58. His 'last day of scheduled work is
to be 8-19-78. Ray Kaminskas moved that Mr. Williamson be approved for retirement
under the Employees' Pension Plan effective 8-20-78. Motion seconded by WeB Brettal
and passed unanimously.
Pension Advisory Committee reviewed request of Jim Edsall, Safety & Training
Supervisor for retirement on a medical disability effective 4-3-78. Mr. Edsall
was born on 7- 9-20 and employed by the City 10-21-64. His resignation was
effective 4-3-78. Letters were attached from William R. Tench, M.D. and
Nicholas T. Valenti, M.D. Ray Kaminskas moved that Mr. Edsall be approved for a non-
job connected disability effective 4-3-78. Seconded by Wes Brettel and carried
unanimously.
Committee discussed memo received from E. J. Robinson, Affirmative Action Officer,
relative to the Committee's recommendation on Edward Miller. Committee asked
Personnel Director to prepare draft of letter for Chairman to send to Mr. Robinson,
said letter to note that the Pension Advisory Committee based its recommendation
on the recommendation of the Doctor and'that municipal pensions are not covered by
Federal law (City's Pension Plan not subject to Federal regulation at this time).
Committee reviewed legal opinion of Mr. Tom Bustin, City Attorney on the subject
of Pension Contribution (as related to Mr. Resnick, P.A.C. Minutes of 2-7-78).
Committee requested that the Personnel Director send a copy of the opinion to
Mr. Resnick and his Department Director and-to the Finance Department stating that
Mr. Resnick is to contact the Finance Department to make arrangements to pay the
required amount.

Pension Advisory Committee reviewed l~gal opinion of Mr. Tom Bustin, City Attorney
on the subject of Leave of Absence (as related to Mr. Zimmerman, P.A.C. Minutes
of 2-7-78). Committee determined it would like to 'meet with Mr. Bustin to discuss
his opinion with respect to this matter. Chairman asked the Personnel Director to
alert Mr. Bustin's office that she will contact him to request an appointment.
Committee recommended that the Trustees accept the following elnployees who are under
