Meeting connnenccd, at 9:15 A.M. in the Office of the Personnel Director.
The Committee selected Betty Ward to serve as Chairman.
Personnel Director provided each new Committee Member with a copy of the Minutes
of all meetings in 1975 and copy of the City physical examination procedure
which requires all employees to take a physical ~ithin their first 10 days on
the job.
Committee discussed various procedures with the Director and City Nurse to
familiarize themselves with the manner of processing physical forms.
Director advised the members that since previous Committees had, at times,
required employees to take a second physical or portion thereof, they should con-
sider their ,position with respect to this possibility.
Floyd Carter, Director of Central Services, stated that he concurred with the
with the Pension Advisory Committee's role in a reviewing process and
recommending employees entry into the Pension Plan. Such a role is necessary to
protect the soundness of the Plan. He then read a statement to the Committee
which outlined that he felt the action of the previous Committee, or individual
members thereof, in requiring him to take a second physical was arbitrary and
capricious. He considered it a violation of his civil rights in that he ~as .singled
out whereas many other employees ~ith defects have not been required to submit
to a second physical. He noted that the Committee had no standards or parameters
to specify when an employee would be required to take a second physical. It was
also pointed out that a ~ committee over~ruling its own physician was a question-
able procedure. After lengthy discussion, the Personnel Director advised the
Committee that Mr. Carter's physical examination form had not been processed by
the Pension Advisory Committee at the previous meeting because it had not been
initialed by the City Nurse. It was forwarded to the Nurse for her review and
initialing in accordance with procedure which has been common to all pension
physicals. Any further action was not an official act of the Pension Advisory
Committee. Director suggested that since the form has now been reviewed and
initialed, it be placed with the physical exam forms to be reviewed by the
Committee at this meeting. ThiB suggestion was accepted by the Committee.
Committee also agreed that no action would be taken in the future except at a
regular or specially called mee~ing.
The Committ~e Mem~ers expressed their desire to meet with the new City Attorney
to discuss the Pension Plan and many questions that they have or that employees
have brought to them. Betty Ward agreed to attempt to schedule an appointment
for the Committee with the new City Attorney.
Committee also expressed a desire to develop a fact sheet on the Pension for
distribution to all Departments. Personnel Director will attempt to work up
such a sheet for the Committee. Connnittee also asked to receive copies of the

"Lung.Ueart" bill for Police and Fire employees.
Another suggestion of the Committee was that a memo be prepared and sent to all
Departments asking employees to submit their questions on the Pension Plan so
that the Committee can respond to them.
The Committee then reviewed the physical examination forms for those employees
listed below in order to determine their recommendations to the Trustees of the
Pension Plan. After review of the forms, the Advisory Committee recommended
to the Trustees that the following employees be accepted in the Pension Plan:

Committee ,then ,reviewed and accepted the figures computed by the Finance Director
'of pension monies due to those employees listed below. The appropriate letters
were signed and will be forwarded to the Trustees.

Ray Kaminskas advised the Committee that he had met with Mr. Lowrey and received
copies of the Balance Sheet of Pension'Funds (9-30-74) and the Schedule of Cash
,Re~ei~ts and Disburs~ments of Pension Funds (Fiscal Year Ended 9-30-74).
