M. Approvnl of Minutes i ~ II ~ .~ , ~ , ,! Bill Carrozl1 moved that the minutes of the meeting of June 19. 1990, be approved. The motion was duly seconded by Mary Kane and carried unanimously. Director's RepoL's ~' I. il U ~ ~ ~i 1', ~ I'~ ~I ~:> Secretary Michael Laursen reported to the Board on the status of collective bargaining which currently is in progress with all four unions. All current contracts expire on September 30. 1990. and it is hoped that agreement can be reached before this date. There arc several major economic 'issues. including wages. Some of the requests being made by the various unions include 1) dependent hospitalization coverage to be paid by the City. 2) additional holidays, 3) sick leave changes. 4) increase in the vacation schedule. 5) no sick leave cap. and 6) daily overtime instead of weekly. The City's proposals include 1) establishing a sick leave cap for the CW A since all the other Unions already have one. 2) reducing union time off, 3) limiting the line~of-duty injury pay. 4) standardizing grievance procedures. 4) maintaining wages at the current level. 5) providing a standard uniform for Police rather than a clothing altowance, and 6) establishing a maternity/child care leave policy which would be up to six months without pay. The City also has proposed a drug testing policy for the CW A bargaining unit similar to the one for Police and Fire. f: I, I , r t ( Mary Kane asked who the City's bargaining team members were. Mr. Laursen advised her that he. Kathy Rice. and Tommy Thompson, the labor attorney. serve on the team for each union. In addition. 10e Pidala serves on the Fire Department team; Ed Desmarais on the two Police Department teams~ and various management personnel. such as Al Hicks and Larry Dowd. on the team for the CW A. Mr. Laursen explained that if the parties cannot agree on a contract. impasse is declared and the matter is taken to a Special Master who would make a recommendation to the City; the City Commission then makes a final determination. Mr. Laursen reported to the Board on the status of Civil Service grievances. At this point in time there are no pending grievances. There had been a grievance pending on Al Gryncewicz; however. upon Mr. Gryncewicz's retirement, the City withdrew his suspension and paid him for the one day. Mr. Laursen advised her that according ': to State law nothing can be removed from an employee's me but something should be put in the file to show that the suspension was withdrawn. Al Gryncewicz addressed the Board on this issue. He expressed his objection to the cancellation of his hearing without his consent and presented a Jettcr to the Board. Miles Lancc, Assistant City Attorney. advised the Board and Mr. Grynccwicz that on,;c the City withdrew the suspension. the grievance became moot and n hearing was no longer necessary. A Hearing Officcr can only make a decision on whcthcr or not the discipline was appropriatc; and. if the suspension is withdrawn. thcrc is no issue to take before the Hearing Officer. A lengthy discussion ensued as to what alternatives Mr. Gryncewicz had in order to receive answers to the questions he raised in his letter to the Board. It was suggestcd that he contact Leo Schrader. Risk Manager. and the State of Florida concerning his worker's compensation questions. Mr. Laursen stated he would check with the City Manager's Office to be sure something is put in Mr. Gryncewicz's file to indicate that the suspension had been withdrawn. .. , :~f. . .*f": Mr. Laursen reported to the Board on the change of hours for the Personnel Department. 1T;~. Applications will be accepted only on Mondays. Wednesdays. and Fridays. Applications for ~,', Police Officer and other designated jobs may be accepted at other times as determined by it:.:.. Departmental staff. Mr. Laursen explained the reason for this is that of the nine to ten ~t thousand applications received each year. only about three thousand of these applicants ~,>, actually take tests; there is a lot of staff time involved in processing all the applications which f' causes a backlog in other areas. Under the new process. applications will be accepted only for ';!:,' jobs that currently arc being tested. (~:; Mr. Laursen acknowledged for the record the receipt of a bouquet of flowers from Clearwater Florist to the Civil Service Board. Bill enrraza moved that the flowers be given to Debbie Lally.
