M. -- ------- -..._~-- ,bpprovnl of Mlnute~ '. t Bill Carroza moved that the minutes of the meeting of April 24. 1990. be approved. The motion was duly seconded by Mary Kane and carried unanimously. The motion was duly seconded by Mary Kane and carried unanimously. t. < The Secretary to the Board had received a request from Mrs. Kane that this matter be placed on the agenda. Mrs. Kane questioncd thc status of Hope Wlasiuk who was employed by the City in 1983 and resigned in order to receive her leMA contributions which she needed at the time. When she resigned Floyd Carter indicated he would have no problem with rehiring her. but when the time came to do so he would not. Ms. Wlasiuk has been interviewed seventeen times and not been hired. Mrs. Kane requested a full report on why this fanner employee has not been hired for any of the jobs for which she has been interviewed. Mrs. Kane feels someone is deliberately trying to hurt Ms. Wlasiuk. ~ ~ t ~ I. '. t, ~I. {- i' ~: I ~ A lengthy discussion ensued. Jeff Harper, Assistant Personnel Director, read to the Board several Applicant Referral Forms which did not indicate anything derogatory against Ms. Wlasiuk other than the fact that the applicants chosen had more experience or better qualifications. Mr. Harper reminded the Board that an employee has six months in which to withdraw a resignation and the Department Director can approve or disapprove it at hisfhcr discreti on. ',1 r " , ~:< f (, \ ! Syd Snair. former Board member and co-worker of Ms. Wlasiuk, addressed the Board at the suggestion of Mrs. Kane. He advised the Board that Ms. Wlasiuk was a good worker who knew her job and he did not think it was fair she was being treated this way. Further discussion ensued concerning this matter. , " ", At the conclusion. Mr. Carroza and Mr. Deegan did not feel the Board could do anything since there are no facts to be uncovered other than the remarks on the referral sheets. Mrs. Kane stated she will continue to work on this matter. Mrs. Kane raised a question concerning the City Manager's reduction of employees through attrition. She asked if employees whose positions were targeted for deletion would be placed on all eligibility lists for which they qualified and remain on the list for two years. She referred lO one employee who was moved from one department to another. Mr. Harper advised Mrs. Kane that the City Manager has stated there would be no layoffs. Mr. Harper suggested she have this employee contact Eleanor Breland or Bob Murray who arc handling these employees. Mrs. Kane questioned what happens to an employee who was off because of an on-the-job ,injury and has been released to return to work but the department will not take him/her back. Mr. Harper advised her that when the employee is released to return to work. he/she goes back to work. Mrs. Kane said this particular employee's department said he cannot perfonn his duties. Mr. Harper asked her to give him the name of the employee and he would check into it. Direc~prts Report!!; Mr. Harper advised the Board that Albert Oryncewicz's grievance will be heard by a Hearing Officer on June 27. 1990. Mrs. Kanc stated she hcard that this matter may be delayed at the request . of Mr. Oryncewicz. Mr. Lancc advised hcr he had heard nothing regarding a postponement. Mr. Harper presented the Board members with a copy of the Personnel Department's Annual Report for 1989. Mrs. Kane asked if the Civil Service Rule reVISions were being done. Mr. Harper stated he was not aware of any changes having been made but Mr. Laursen is in die process of reviewing them. Dr. Deegan asked if the Personnel Department's budget request for an additional position was approved. Mr. Harper' advised him it was not and also that the Personnel Department would be changing its practice regarding the acceptance of applications. He advised the Board that the City Commission wants the Department to only accept applications three days a week so a new process is being developed. Other Items for Board Discussion Mrs. Kane asked if meeting notices arc posted on the bulletin board in the Annex. Mr. Harper will check to see if this is an ttofficialrl bulletin board. Bill Carroza moved that the meeting be adjourned. The motion was duly seconded by Dr. Deegan and carried unanimously. The meeting adjourned at 5:43 P.M. ..
