'- "- Welcome to New Member Mary Drew Kane The Board welcomed Mary Drew Kane who was elected by the employees on March 20, 1990. Mrs. Kane is a former City employee and Board member. Approval of Mfnute~ Dr, Deegan questioned tbe expiration date of his term since the minutes of February 20, 1990. stated March 20, 1991, and his letter of appointment stated May 13. 1991. Mr. Laursen will check on this. Bill Carroza moved that the minutes of the meeting of February 20, 1990, be approved. The motion was duly seconded by Anhur Deegan and carried unanimously. Arthur Deegan moved that the minutes of the meeting of March 20, 1990, be approved. The motion was duly seconded by Bill Carroza and carried unanimously. Transmittal of Hearin~ Officer's Flndin~s-Cftv of Clenrwnter v. Mnlcolm McCoy and Discussion of Henrlnv Dnte Mr. Laursen previously sent to the Board members copics of the Hcaring Recommended Order in the matter of the City of Clearwater v. Malcolm McCoy. needed to set a date to hear this malter. Officer's The Board Discussion ensued, at the conclusion of which it was determined this matter would be heard on Tuesday, April 24, 1990, at 5:00 P.M. Mr. 'Laursen suggested the Board consider using the same time limits that it used in the Brennan hearing but this can be decided at the hearing, Mr, Keyser asked if the Board had to set time limits at every hearing or could it just adopt the ones suggested in the Rules of Procedure. Discussion ensued. Mrs, Kane disagreed with this in that more time may be needed in certain instances. Mr. Carroza suggested these time Umits be the standard with deviations if needed. Susan Gryncewicz' grievance was ready to go to a Hearing Officer but has since been resolved, The City withdrew her tennination and she signed a resignation. There are two other grievances in the early stages. One is a Building Inspector who appealed to the City Manager and received a response from his designee. This will go to a Hearing Officer. Mrs. Kane suggested that first time suspensions should be looked at more closely. Mr. Laursen advised her the Guidelines for Disciplinary Action arc established by the City Manager and the Board can make recommendations regarding them to the City Manager. Mr. Laursen reminded the Board they should not become involved in cases before they come to the Board as a whole since they should only consider the Hearing Officer.s findings. The other pending grievance is one filed by Al Gryncewicz. His appeal to the City Mtu\ager was denied and a Hearing Officer has been requested. Qther Items for Board Dtscu~slon Dr. Deegan asked if the revision of the Civil Service Rules had begun, Mr, Laursen advised him this will be done and the Board should send him any suggestions it may have. Mr. Laursen presented to the Board for infonnational purposes a copy of the Civil Service Rules from 1936 as they pertained to the Police Department, Mr. Laursen advised the Board that .collective bargaining will begin within the next few months. However. the City currently is bargaining with the canine officers in an effort to resolve a complaint that was filed with the Wage and Hour Division of the Department of Labor, Mrs. Kane asked if copies of the minutes and the agenda could be sent to an departments and the unions. She was advised that this has always been done, Mrs. Kane raised the issue of changing the ordinance so grievances would not have to go to a Hearing Officer before they come to the Board, thereby eliminating time and money. A lengthy discussion ensued, 'Mrs, Kane asked why the Department Directors are being asked to sign Employment Agreement Letters, She was advised that the City Manager issued contracts to all Department Directors, Assistant Department Directors, and Division Heads in an effort to standardize the agreements. She was also advised that the employees are not required to sign them, Discussion ensued concerning the contracts. Mr. Carroza asked if there was a review process for all employees and was advised there were annual reviews, He suggested they look' into giving quarterly reviews so employees know in advance what needs to be corrected.
