Michael Laursen, Personnel Director Miles A. Lance, Assistant City Attorney Deborah Lally, Personnel Department Dr. Arthur Deegan The meeting was called to order at 5:00 P. M. AporQval of Minutes. Dave Keyser moved that the minutes of the meeting of October 17. 1989, be approved. The motion was duly seconded by Syd Snair and carried unanimously. Selectip" of New Member As a result of a request made for individuals interested in serving on the Civil Service Board to submit resum~s to the Board, the City received two responses. One was from Dr. Anhur Deegan and 'the other was from Mr. Thomas Noble. Bill Carroza advised. the other Board members that he was acquainted with both individuals both on a personal and business level. He felt it would be a conflict of interest if he participated in the selection process and, therefore. asked to be excluded from the discussion. The other Board members had no problem with Mr. Carroza excusing himself. Discussion of the candidates ensued. Mr. Snair cl'tpressed his opinion that Mr. Noble would be the best candidate. and he felt Dr. Deegan's expenise on various subjects would make him a viable candidate for membership on many other City boards. f , I J Mr. Noble was not present at the meeting. The Board members asked Dr. Deegan to give a brief summary . of his' experience and the reasons behind his desire to serve on the Board. Dr. Deegan's background was in personnel, and he has written many anicles and books on this subject. At the conclusion of the discussion, Syd Snair moved that Thomas Noble be appointed to the Civil Service Board. The motion died for lack of a second. f. Dave Keyser moved to appoint Anhur Deegan to the Civil Service' Board. The motion was duly ;:.. . seconded by Syd Snair and carried unanimously. .,' " . ="1 ' ,j' . Dr. Deegan was welcomed by the Board. . Director's Reports t , " i, l \ , Mr. Laursen advised the Board on the status of the DeSantis case. A new lawsuit has been filed by Sgl~ DeSantis against the City. One of the' main issues is the amount of time that elapsed between the decision' by the Second Coun of Appeals and the appointment of Dave Healey to . replace Dr. Carwise. Ninety-seven days elapsed during this period due mainly to the fact that it was difficult to find individuals willing to serve who lived in the City and were not involved ";~"'Q;f ~.~ . :'. ~~~). -.j- - ;'>:'." Further delay occurred after the appointment of Mr. Healey because of 1) the need to hire independent counsel to repre~ent {he Board; 2) the 'need to, establish rules of procedure; 3) the hospitalization of Mr. Keyser which caused the cancellation of one meeting; Ilnd 4) Mr Carroza'sscrvice on a federal grand Jury., Miles Lance. Assistant" City Attorney, advised the Board that the Complaint probably will be amended and the ,issues 'agllins~ the City will be narrowed down. Other Items for Bnnrd D1scu!';dnU Mr. Keyser thanked Secretary Laursen for his letter extending holiday wishes. stated he would like to thank Mr. Laursen and Debbie Lally for all they have done over, the past year.
