Syd Snair asked why the minutes of August 15, 1989, were revised. Secretary Laursen stated the
first set of minutes did nOl contain reference to comments made by him and Miles Lance,
Assistant City Attorney, with respect to the Roger Brennan case and Deborah Crombley, from
Thompson, Sizemore & Gonzalez, P.A., was only present as an observer, not as a representative
for the City.
Syd Snair moved that the minutes of the meeting of August 15, 1989, as revised be approved.
The motion was duly seconded by Bill Carroza and carried unanimously.
Report on Orfanizatlon of Tampa Bay GovernOlehtlll Per!;onnel Manallers' Group
Jeff Harper, Assistant Personnel Director, reported to the Board on the recent organization of
the Tampa Bay Governmental Personnel Managers' Group. This organization consists of
personnel managers from agencies in the Tampa Bay area who' will gather on a monthly basis
to discuss common concerns and ideas. The Group has met twice, with the next meeting
scheduled for October 26, 1989. The topic for discussion at this meeting will be drug testing.
At the first meeting participants expressed an interest in establishing a joint salary survey of
similar jobs to help eliminate the amount of time each individual agency spends answering
these surveys. Jane McFadden, Classification & Pay Manager for the City of Clearwater, has
held two meetings with area. personnel in an effort to comprise such a survey.
In addition, Pete Simmons, 1/0 Psychologist for the City of Clearwater, has met with members of
the old Tampa Bay Test Validation Consortium. This organjzation was suc~essful in the past. It
is hoped that with recent cutbacks suffered by all agencies in the area, there may be tests or
testing procedures that can be shared by all.
Joseph Carwise asked if the Pin ell as County School Bonrd had been included in these meetings.
He was advised they were not but any agency was welcome to participate..
Mr. Snair asked if the results of the survey would be made pubJic. Mr. Laursen advised him
that any information conected would be public record.

Mr. Laursen presented the Board with copies of two memoranda received from
Sgt. 10seph DeSantis. One was addressed to E. 1. Robinson. Affirmative Action Officer, and the
other to Mr. Laursen.
.Mr. Snair asked about recruitment efforts for Police Chief. Discussion ensued concerning
wh~ther there were employees in the Police Department who would meet the minimum
~".' ". qualifications for the job. Mr. Laursen stated that the Deputy Police Chief and the Police

The memo to Mr. Laursen rererred to Sgt. DeSantis' efforts to rejoin the Pension Plan, The
Pension Advisory Committee. is waiting Cor information from Sgt. DeSantis before . he lS
readmitted. The other memo was a request that an impartial review be conducted into
Sgt. DeSantis' belief that he is being treated unfairly. These memoranda were presented to the
Boa.rd . for informa.tional ,purposes only.
Mr. Laursen also advised the Board that he has sent a press release to the Pub He InConnatlon
. Officer concerning recruitment' of (l new Civil Service Board member to replace
Johnnie Williams who has relocated to Atlanta. Georgia.
