The meeting was called to order at 5:00 P. M. Johnnie Williams was not present.
Approval of Minutes
Dave Keyser moved that the minutes of the meeting of April 17. 1989. be approved. The motion
w:as duly seconded by Syd Snair and carried unanimously.

Grievance of Rover Brennfln Re: Hnrassment
~oger Brennan, Credit Manager in the Utilities Department, filed a grievance relating to the
harassment of employees he supervises and others in the Accounts Division. Michael Laursen,
Personncl Director. presented the Board with some additional background material and gave an
analysis of the ordinance and the procedures for filing grievances.
It was the position of Mr. Laursen and Miles Lance. Assistant City Attorney, that this grievance
did not pertain to discipline and, therefore. is grievable under Rule 15 of the Civil Service
Rules and Regulations and should go from the Appointing Authority level directly to the Civil
Service Board. Mr. Brennan addressed the Board,. contending that this maUer should be heard
by a Hearing Officer first nnd not by the', Board. He expressed a view that the Board has no
authority to prevent the City from continuing disciplinary actions or harassment but a
Hearing Officer has such authority. Discussion ensued as to whether or not this mattcr was
properly before the Board.
In additional comments, Mr. Brennan advised the Board there werc many documents
pertaining fO this matter and that cases involving the samc concerns were pending before the
Equal Employment Opportunity Commission (EEOC) and the Public Employee Rclations
Commission (PER C).
Upon hearing this infonnation, Bill Carroza moved that the Board do nothing since this matter
is in the hands of the EEOC. The molion was duly seconded by Dave Keyser and carried
unanimously.
~:~:.;.: ,'.' Mr. Laursen. asked the Board what they wanted him to do with respect to the position held by
W~'., . Johnnie Williams. Information was received that Mr. Williams has moved out of the area and
,. . .' . intends to resign his position. The Board would like Mr. Laursen to try and verify whether

Mr. . Snair raised a question concerning information given to the Bonrd during the DeSantis
hearing. Sid Klein~ Police Chief, had informed the Board that another employee would have to
be dismissed if Joseph DeSantis was returned to his position. Mr. Snair wanted the record to
reflect. 'that the Board was given bad information by Chief Klein. Mr. Laursen advised the
Board that there was probably a vacancy at the time that the Chief was unaware of and no one
was laid off as a result of Sgt. DeSantis' reinstatement. However. since Sgt. DeSantis' return. the
City has converted one Police Officer position to a Police Sergeant position in the Patrol
Division.
. The question was also raised as to whether or not the City of Clearwater has a shortage of Police
Officers.' 'The.' Board was informed by Mr. Laursen that ten new positions have been approved
in . next. year's budget but have been staffed in this budget year to allow time for the new
. employees to be trained and ready by October 1 st.
