The meeting was called to order at 5:00 P. M.

Miles Lance, Assistant City Attorney, asked that the minutes of December 20, 1988, be amended
to reflect his agreement with the Board's decision to seek independent legal counsel to assist it
in conducting the DeSantis hearing. The Board members concurred with this request.
Syd Snair moved that the minutes of the meeting of December 20, 1988, as amended and the
minutes of March 31, 1989, as submitted be approved. The motion was duly seconded by
Bill Carroza and carried unanimously.

? Michael Laursen presented to the members a copy of a memo received from Sid Klein, Police
Chief, concerning the reinstatement of Joseph DeSantis. This memo outlined the conditions
under which Sgt. DeSantis will work and was provided to the Board for informational purposes
only.

Syd Snair asked who would pay for Sgt. DeSantis to attend the Police Academy, and Mr. Laursen
advised him the City would since he would attend while on duty.
Mr. Snair asked whether it would be appropriate for the Board to send a letter to John Hubbard
thanking him for his assistance in conducting the hearing for Joseph DeSantis. The other
Board members felt this 'would be a good idea. Secretary Laursen was asked to draft a letter to
be sent under, his signature on behalf of the Board members.
Mr.. Snair raised a question about the procedure used to hire employees and who made the final
determination as to who is hired. Discussion ensued with Secretary Laursen explaining how
applicants are 1) screened by Personnel' when they first apply, 2) weeded out during the
testing procedure, and 3) hired after being interviewed by the department. Mr. Laursen
advised that the final decision is made by the Department Director.
Secretary Laursen advised the Board , that Debbie Lally, Personnel Department, was the
Employee of the Month for April, 1989.
